Fatores determinantes do nível de transparência governamental.

The present report is aimed at identifying factors that can be related to the level of municipal transparency, measured through the "Escala Brasil Transparente (EBT)". Analyses were made using the Multiple Linear Regression to verify the relationship between the variables identified by the literature and the grades obtained by the Brazilian municipalities. The first model was composed by 1415 municipalities where socioeconomic, political and budgetary variables were tested. The influence of political and economic factors at municipal transparency was confirmed, supporting some studies in the area. A second model was tested having as its study area the municipalities of Minas Gerais with the intention of verifying new variables which were not available for municipalities of the other states. The new results pointed to the influence of socio-economic, political and budgetary variables at municipal transparency level. Therefore, it is recognized the importance of local policies to estimulate the transparency on the part of the municipalities bearing in mind the diversity of factors that are in close relationship with the theme.
