Abstract

With the growing use of hookah in Turkey, hookah lounges and hookah cafes are increasing rapidly; however, due to the legal regulations they are subject to, and because they fall into the municipalities' area of responsibility, full coordination cannot be achieved. The turmoil in the current situation and legistlation causes hookah lounges to serve without being subject to rules. In this study, the opening conditions of the hookah halls will be handled as a health policy problem. Based on the example of Düzce Province, the present situation and the suggestions of the relevant public employees will be presented. In this context, 42 cafes in Düzce province were inspected; the subjective data obtained from these inspections were analyzed and presented at the focus group meetings; and a public policy proposal was presented by compiling the suggestions of the representatives of these institutons.
