Abstract

In this work, the authors employ benchmarking techniques as a personnel planning tool for public administrations. The authors deepened one of the methodologies for personnel needs planning defined by the Department for the Civil Service. They employed an econometric technique to determine a "suggested" employment interval for each administration, that is used as a benchmark in personnel number planning. The positioning of the suggested employment interval -either higher, lower or equal to the de facto employees' number- helps the administration build employment policies effectively. Lastly, the results are combined with some simple management indicators which complete the tool set. The authors performed a test Regional Councils' personnel, so that it's possible to value the methodology relevance. The results they obtained deliver policy suggestions, which are fundamental for performance management. [ABSTRACT FROM AUTHOR]
