Abstract

Multicultural education is a philosophical concept and an educational process. It is a concept built upon the philosophical ideals of freedom, justice, equality, equity, and human dignity contained in the U.S. Constitution and Declaration of Independence. It recognizes, however, that equality and equity are not the same thing; that is, equal access does not necessarily guarantee fairness. Multicultural issues are marginalized in most school counseling textbooks and in applied practice. To have a long-term effect, multiculturalism efforts need strong leadership.
