The article addresses the problem of serial costs that continue to rise higher than library budgets in the U.S. Topics discussed include ways many libraries are cutting continuing expenditures, the annual finance report of the State Higher Education Executive Officers (SHEEO) for 2018, and a report from the 2018 Association of College and Research Libraries (ACRL), "Academic Library Trends and Statistics," published in July 2019, about library expenditures for collection materials.
