TÜRKİYE'DE BELEDİYE NORM KADRO YÖNETMELİKLERİ VE EK TABLOLARININ ANALİZİ, 2006-2017: MEVZUAT TEMELLİ BİR OKUMA.

The first legal framework for the implementation of the norm cadre system in Turkish municipalities was carried out by Municipal Law No. 5393 enacted in 2005. The Law states that the principles and standards of the norm cadre are to be jointly determined by the Ministry of Interior and State Personnel Presidency. The mentioned principles and standards are passed on through the secondary legal regulations. These secondary regulations and their annexed tables on human resources system of Turkish municipalities deserve a comprehensive analysis. Need to be analyzed in detail. This study aims to evaluate the evolution of norm cadre system in municipalities through analysis and interpretation of all annexed tables of related secondary regulations issued or updated several times during the 2006-2017 period. In local government and public personnel literature, detailed analysis of annexed tables of municipal norm cadre regulations has never been attempted before; thus this represents the originality and value of this paper. The paper reveals that there are major discrepancies among municipalities on upper limits of personnel to be employed. One of the most fundamental benefits of the norm cadre regulations in Turkey is to end the chaos in local government job titles. [ABSTRACT FROM AUTHOR]
