Planned by the British government before Scotland's parliament was created in 1999, the 33,000 sq meters of offices and chambers are spread in four-to six-story linked buildings, dominated by a cluster of boat shapes with stainless steel roofs. Early cost hikes and delays followed big square footage increases as the building's use became better defined.
