ADMINISTRATIVE-LEGAL PROTECTION MECHANISM OF ECOLOGICAL SAFETY OF POPULATION.

This article deals with the study of one of the most complex administrative and legal elements of legal providing of environmental safety of the population as a vital value of humanity in the context of the inadmissibility of weakening the overall national security. This element is studied in correlation to security and the duty of state to guarantee human values in terms of strategic planning, prevention of problematic aspects that threaten public safety, including environmental. In the branches of legal science, attention is paid to various aspects of environmental safety, protection of rights and freedoms of the population, However, in the previous studies, the issues of administrative and legal transformation in the interests of protecting the life, rights and freedoms of citizens and environmental safety are not clearly linked to the methodological basis for assessing the effectiveness of legal remedies against threats to the above-mentioned vital values in the context of ensuring the prevention of problematic aspects. There is no unified approach of researchers regarding the content and guarantees of these rights and freedoms. And even more so, the problems of the considered transformation are unlikely to cause an unambiguous reaction of readers. During the characterizing of human rights and freedoms and highlighting its elements, scientists proceed from the traditional understanding of the structure of subjective law. This work uses structural - functional, deductive and constructive methods, analytical theory with the allocation of priorities are used, on the basis of which the assessment of the content and signs of development of legal providing of environmental safety of the population, human rights and freedoms in the context of administrative and legal transformation. Today there is a need for a more detailed consideration of the assessing the effectiveness of legal means of life values protection and environmental safety of people in correlation to the right to the general safety of citizens with guarantees of the exercise of all rights and freedoms of the individual. The violation of security poses a threat to both society and life of each person as the highest value. Therefore, it is necessary to provide a comprehensive study of the relationship between the elements of legal protection against threats to the safety of life, rights and freedoms of citizens with the assessment of the effectiveness of legal means of protection of General safety and as a consequence of environmental safety of the population, which together make up its humane content, guaranteed by the rule of law and the world community.
