PROPOSTA DE MODELO DE GESTÃO BASEADO EM SISTEMAS DE AVALIAÇÃO DE DESEMPENHO PARA INSTITUTOS DE PESQUISA, DESENVOLVIMENTO E INOVAÇÃO.

Research, development and innovation (RD&I) projects are carried out in companies with the purpose of promoting high-level economic and technological growth and enabling them to acquire advantages over the competition. Incentives to carry out such projects increase as the need for generation and application of knowledge for new products, processes and technologies increases. In this process, government agencies have encouraged cooperation between companies and institutes that carry out RD&I projects to promote the exchange of knowledge and technology among those involved. In this way, the development of these projects must occur in an integrated way between companies and institutes, aiming to meet the demands of innovation and resource management, filling any gaps in the business sector. To meet these demands, it is essential that institutes present and effective and efficient management model. Thus, the researched presented aims to propose a management model based on a performance evaluation system for RD&I institutes, applying it to an institute in the southern region of Brazil. In order to reach the proposed objective, a bibliographical and documentary research was carried out on the characteristics of the sector, performance evaluation systems and elements that finally originated a management model. Through the analysis of the results, it is possible to verify the efficiency and effectiveness of the model, providing better planning and control of the projects, optimization of the use of resources, control of organizational risks and agility in the identification of failures.
