This paper aims to open up controversial discussion about the languages of the social policy. Science speaks with concepts. Like all language structures, scientific concepts are not "innocent" or "neutral". The term, metaphors and concepts we use as social scientists are closely linked to the political struggles. Nevertheless, concept construction and reconstruction mechanisms have been radically changed for the last 30 years. To define the radical differentiation in the formation of scientific terminology, the traditional mechanism can be called the diffusion, and the existing one could be called the penetrative.
