The development of full-time experimental technical teams in the new period requires the exploration of new paths that are different from the traditional ones. This paper concludes that obsolete construction concepts, backward management systems, and lack of systematic cultivation of institutional systems have seriously hindered the development of experimental technical team. Taking Sichuan Normal University as an example, we explore and practice new ideas for the construction of a full-time experimental technical team. It creatively proposes new requirements for the development of full-time teams with the three capabilities of “construction, technology, and innovation” , and runs through the design of the full-time team building program. Emphasizing the construction concept as the guide, the institutional system as the guarantee, the encouragement and vitality, and the development and recultivation of the platform, the development direction of the experimental technical team and the establishment of the systematic institutional system are deeply discussed, and the construction ideas and concrete measures are discussed.
