Abstract

An essay is presented in which the author examines the rise of the civilization state that is changing the global balance of power and shifting geopolitics away from liberal universalism and towards cultural exceptionalism. Particular attention is given to the rejection of Western liberalism and the expansion of global market society in China and Russia.
