Abstract

The article focuses on place-based economic development in the form of public infrastructure projects is by nature inclusive and that projects can serve as a catalyst for growth and development. It mentions goal of attracting investment in distressed and underserved neighborhoods adjacent to the project which has brought rapid gentrification in most of its 45 neighborhoods. It also mentions communities have turned their backs on riverfronts, rails, and other infrastructure.
