黄河－西北生态经济带建设的水战略思考.

Theecological economy zone of the Yellow River and inland rivers in the Northwest has a prominent position in economic development, social stability and overall arrangement of opening-up strategy. It’s significant in guaranteeing energy safety, food safety and ecology safety, promoting the development evenly and fully, maintaining border stability and national unity. In this study, the advantages and problems were comprehensively evaluated considering regional characteristics, resources endowment, ecological environment and national development strategy. Based on the research of water strategy supporting for ecological economy zone construction, comprehensive measures of water transfer from the western China, Loess Plateau management, improvement of water-sediment regulation system, ecological management and restoration of the floodplain in the Lower Yellow River were presented in this paper. The research could basically guarantee the management and development of the Yellow River, large-scale restoration and protection of ecological environment, economic and social development and achievement of Two Centenary Strategic Objectives.
