Redemocratização e reposicionamento de instâncias reguladoras da comunicação: disputas pelo controle da mídia no Brasil.

This article analyzes the disruption of State censorship during the return of democracy in Brazil in late 1980's, evaluating how new regulation entities have tried to distance themselves from previous censorship control. This analysis is based on the method proposed by Sousa, Trützchler, Fidalgo & Lameiras (2013), switching an international comparative mechanism into an inter-sectorial and historical evaluation of media regulation entities in Brazil. Analyzing structures, compositions, functions and regulation practices of each entity allowed expanding the original methodology, also analyzing their formation process, and resistance or support responses. Multiple partial media regulation entities have reduced powers, as result of historical empowerment of media companies against the State. This is a consequence of the negotiated democratization process in which media public concessions have been bargained in order to guarantee support from local elites to the national transition back to democracy.
