A REPLY TO PROFESSOR DAN SUBOTNIK.

The author offers a response to a commentary made by Professor Dan Subotnik on his article "The Emerging American Police State," published within the issue. He says that he wrote the article to address important issues of constitutional dimension. These issues include the relationship between traffic fines and race and ethnicity, and the impact of the proliferation of stop signs on the environment and the economy.
