Abstract

Facing the rise of new processes and rules for the governance of international trade promoted by advanced economies, the emerging and developing countries (edc) diverge in their level of engagement with these rules, thus producing different outcomes in terms of their access to major markets and for the preservation of their policy space. The article suggests that ideas about economic development contribute to the understanding of this variation. This is due to the inclusion of "trade-related" rules, which produce uncertainty among edc policymakers. It is argued that ideas, as general frameworks of thinking, help overcome this uncertainty by assigning meaning to the proposed contents. The article seeks to explain the case of Uruguaýs withdrawal from the Trade in Services Agreement negotiations. The theoretical argument is better able to explain the positioning of the main fractions of the governing party, and therefore the decision taken, compared to rival explanations based on the logic of interest representation and the aggregation of interests produced by electoral institutions.
