Abstract

The article analyzes the idea of the Indo-Pacific being supported by the government of India. It identifies three issues that prevent actual operationalization of the concept, including the country's strategic, naval capability, and normative deficits, its manifest power differential with China, and divergent Indian and U.S. positions in the western Indian Ocean. The consequences of these divergences for the future of regional cooperation between the U.S. and India are discussed. Iran is identified as a point of contention in the adoption of the concept.
