Abstract

The article focuses on China competing with U.S. to capture its place as a leader in science and engineering related research & development (R&D) investments. It discusses China is trying expand its technology capabilities with a sustained growth rate while U.S. averages a lower growth rate due to decreasing federal funding for U.S. research.
