Participation of Syria in the anti-Iraq coalition during the Persian Gulf War because the Iraqi Ba'ath and the Syrian Ba'ath have long been vying with each other to dominate the region; Failure to consider the sins Syria committed against the American people in the past; Secretary of State James Baker and President George Bush's plan to convince Israel to give up the Golan Heights; Decision of the U.S. government to insist on a U.N. presence at Arab-Israeli peace talks; Author's claim that the appeasement of Syria will probably fail on its own terms.
