- The article discusses the need of transforming New York City by building more urban areas. Topics discussed include New York in the 1970s and 1980s offering more opportunities to the poor and marginal people, challenges of the millennium to build urban areas, and changing the zoning laws in the city to encourage more building, so that housing becomes less expensive.
