The Universal Child Allowance is the most important non-contributory social policy that transfers cash to children considered to be "vulnerable" in Argentina. This paper aims to analyze how the mechanisms of certification of the conditionalities in education and health work so as to evaluate it, since 600 thousand children are suspended each year because they do not prove the conditionalities.
