Abstract

The U.S. National Aeronautics and Space Administration has reestablished the old Office of Aeronautics as part of its reorganization to accommodate U.S. President George W. Bush's new space policy. Retaining its "Code R" designation, the office will yield the Orbital Space Plane, Next-Generation Launch Technology and some smaller programs to the new Office of Exploration Technology (Code T), along with what administrator Sean O' Keefe has said will be about $6 billion to reallocate over five years to the new work. The Pentagon's touted, highly precise combat during the Iraq war may have had an unintended consequence, fueling the insurgency problems the U.S. military now faces there. One of the pitfalls the U.S. has encountered in developing the highly tailored weapons required to destroy an adversary's weapons of mass destruction facilities is the accurate emulation of the intended target.
