Plowden or the Revised Code?

This article focuses on a paper titled, "Excellence and Enjoyment," which has launched a new "primary strategy" to build on what the United Kingdom's Department for Education & Skills claims is "the success of the National Literacy and Numeracy Strategies." It is a strange looking document which attempts to reconnect with old primary rhetoric of the Plowden era whilst still retaining the post-1997 variety. Is the United Kingdom government influenced by Plowden or just trying to cynically suborn primary teachers disenchanted with post-97 rhetoric and reality?
