Reasons why the two objectives of promoting democracy abroad and working through international institutions are not always compatible; Tension between ideals and allies existing in Asia; Rift caused in the situation when economic brain trust gets its hands on diplomatic niceties; Inclination shown by liberals to accelerate a process of demobilization that is already under way; Significance of the view of the military as a pilot project for various desirable domestic programs.
