Abstract

Implementation has become a social science concept which, by becoming so popular and being used so often, has lost any clarity and at times appears to lose all meaning. After the initial J. Pressman and A. Wildavsky discussion, the word "Implementation" has been used to describe a huge number of policy decisions. Even more importantly for the undertaking in this paper, it has been used to try to explain the success or failure of a number of policy interventions, and even has been proposed as a means of understanding political systems taken more broadly.
