Abstract
- Objectives: To discuss product-wide implementation of WHO FCTC Article 9 by applying lessons learned from routine measurement of cigarettes to roll-your-own tobacco, cigars, water pipes, and snus. Methods: A qualitative review of existing peer-reviewed and grey literature from science, industry, and government was performed. Results: We recommend: (1) monitoring prevalence to decide whether the tobacco product is a priority for emission measurements; (2) using 2 machine regimens globally; (3) validating machine measurements with actual exposure; (4) optimizing collection of emission and exposure samples to ensure compound stability; (5) measuring compounds as provided by WHO FCTC and FDA for all tobacco products; (6) lowering compound concentration; (7) evaluating impact of harm reduction strategies with validated toxicity testing methods; and (8) regulating contents that influence attractiveness and addictiveness of tobacco products, as outlined in the new European Tobacco Product Directive. Conclusions: We provide basic principles for product-wide implementation of WHO FCTC Article 9 that serve as a basis for in-depth discussions per product class defining specific action plans towards regulation.
