- This article comments on the continued presence of vigilante groups in many regions of the Philippines. It discusses the implications of the vigilante groups for the counterinsurgency policy of the military, the other sources of dispute between the military and the civilian government, and the impact of the issue on the relations of the Philippines with the U.S.
