Editor's Note.

The editor of the periodical "Sociological Forum," is happy to present Sidney Tarrow's searching examination of two recent works by Charles Tilly. He felt that it would be a dis-service to the periodical's readers to fail to review these important and no doubt controversial works, but he could not very well call upon the author to choose the reviewer. The problem was solved by persuading Tarrow to prepare this review essay in deepest secrecy to ensure that its contents would remain unknown to the editor of the "Book Review Essays" section until publication. This underhanded tactic seemed the best way to protect Tilly from advance warning of any criticisms that might appear, as well as from early awareness of any kind words that might creep into the evaluation.
