Missing Cargo Ship Highlights Vulnerability of Aging U.S. Fleet.

The article reports on the sinking of the 40-year-old cargo ship El Faro which highlights a vulnerability in the merchant fleet of the U.S. in 2015. Critics of the 1920 Merchant Marine Act say that the relative age of the fleet is in large part a consequence of the law which regulates domestic maritime commerce. El Faro was sailing between Puerto Rico and Jacksonville, Florida with 33 people and cargo when it came into the Hurricane Joaquin.
