Questions the report of U.S. General William C. Westmoreland on the progress of the war in Vietnam in 1967. Suggestion that Westmoreland's 1967 message was unchanged since the war started in 1961; Intelligence estimate on the number of North Vietnamese and Viet Cong forces; Assertion that the political structure of the Viet Cong remain untouched by U.S. war efforts; Analysis of the communist military and political tactics in South Vietnam; Statement that the communists are using territories of Cambodia for supply, training and planning base.
