Abstract

The severity, depth and duration of the recession we are clearly leaving was partly due to the excesses made in the assignment of funds to the construction of infrastructure that was unnecessary and that could not have been more inefficiently planned, awarded or developed. At the same time the country has failed to develop and maintain other more necessary infrastructure that would have somewhat mitigated the crisis. As a result, many lessons have been learned for the future. The public and the market should ensure utmost restraint with respect to the criteria and scales governing the promotion, procurement (if it be the case), funding, development and operation of future infrastructure. The evaluation of the need, use and budgeting of infrastructure should be far more professional and should be totally devoid of any interest from the different links in the chain. Once far greater criteria are in place, the public should then welcome infrastructure that promotes social cohesion, equal opportunities, knowledge, sustainability and the promotion of competition between companies on the market.
