Abstract

Although the basic principles of public administration have varied depending on time and space or public understanding has shifted semantically over time, public administrations have generally been accepted to be productive/efficent as well as democratic. Efficiency/productivity and democracy principles are being used as compatible or opposite. Especially, supremacy and dominance of efficency/productivity against democracy became more pronounced with paradigm developing after 1980. Even though lots of administrations claim that these two principles have been brought together, it is a reality that bringing them together is not so easy. With this study, similar and opposite sides of efficency and democratization concepts will be evaluated in a qualitative manner. Additionally, it will be showed that these two concepts are compatible with each other. [ABSTRACT FROM AUTHOR]
