Abstract

The article reports that the plans of computer expert Zarrar Shah were being monitored by intelligence agencies in the U.S., Great Britain, and India, but that despite this he was able to commit acts of terrorism in Mumbai, India in 2008. Topics discussed include the monitoring of Shah's online activity, Shah's involvement with Pakistani terrorist organization Lashkar-e-Taiba, and the role of David Coleman Headley in the attack.
