The teacher workforce in science, technology, engineering, and math (STEM) has been a perpetual weak spot in public schools' teaching rosters. Prior reports show the pipeline of new STEM teachers into the profession is weak while demand for instruction in STEM fields continues to grow. This paper seeks to document whether and how the STEM teacher workforce in high-need settings has been impacted by these pressures. It analyzes successive waves of nationally representative teacher survey data to explore demographics and qualifications among the secondary STEM teacher workforce in high-need settings has fared over time. Results show the STEM teacher workforce in high-need schools is consistently less likely to be experienced, less likely to hold any degree in a STEM field, less likely to hold a master's degree, and less likely to be fully certified than STEM teachers in more advantaged settings. Yet, surprisingly, the observed qualifications gaps across high- versus low-need settings are either stable or slightly narrowing over time. Certain STEM fields--namely, physical sciences and computer science--rely on a less qualified workforce than those in math or biology, with low levels of teacher qualifications observed across both high- and low-need settings. Though even when considering field-specific alignment between teachers' background qualifications and their teaching assignments, the qualifications gap between high- and low-need settings has been slowly shrinking in three of four STEM fields analyzed here. In addition to high-need schools, small schools (based on enrollment size) rely more heavily on underqualified STEM teachers.

Asian Americans as a group are overrepresented among STEM college graduates and have the highest average college enrollment rate of any racial or ethnic category. Thus, Asian Americans are typically excluded from educational interventions directed at improving STEM education for Students of Color because they are not considered to be underrepresented minorities. However, statistics obscure the individual needs of the more than 20 ethnic subgroups that fall under the umbrella term Asian Americans. Using a participatory action research approach, this paper documents the institutional and sociocultural factors that push out HMoob (or Hmong) American college students from STEM programs at one large, predominantly White university; and the coordinate processes of gatekeeping and transactional advising that either redirect those students toward non-STEM programs or force them out of the university completely.

This article clarifies historical and sociocultural factors that impact the role of STEM in the racialization of Asian Americans. Drawing on critical race and other theories of Asian American racialization, and a review of empirical research on the experiences of Asian American college students in STEM, we develop a conceptual framework called "STEM Asianization" that highlights the role of STEM ideology in the model minority racialization of Asian Americans. Consequences for Asian American students include (1) erasure of the intersectional experiences of minoritized Asian American students; (2) dehumanization of Asian Americans and establishment of a bamboo ceiling; (3) representation of Asian Americans as a perpetual foreigner/Yellow Peril during times of cultural and political crisis; and (4) representation of Asian Americans who cannot or do not conform to the STEM achievement narrative as a failed minority. We argue that STEM Asianization reproduces White supremacy by ideologically reinforcing the colorblind meritocracy of STEM institutions in the United States. This paper examines the impact, characteristics, and entrepreneurial proclivities of foreign-born college graduates in the United States. A significant body of research has found that immigrants are more likely to start businesses than those born in the U.S., and the propensity of international students to concentrate in STEM fields indicates enormous potential for economic contributions and innovation. Yet the static nature of the immigration system, with visa pathways and restrictions that discourage business creation, hamper the nation's ability to take full advantage of the benefits immigrants can provide. In fact, this study finds that the U.S. immigration system likely delays foreign-born graduates from creating incorporated firms by as many as five years. The authors estimate that the creation of 150,000 incorporated firms and 580,000 jobs were delayed between 2013 and 2021. Without reform, the U.S. will continue to depress high-value firm creation by international students and cease to be the primary destination of global talent.

Research and development work in artificial intelligence in education (AIED) is wide ranging and rapidly growing to support all areas of science, technology, engineering, and mathematics (STEM) teaching and learning. At the risk of hyperbole, this is potentially the most fundamentally game-changing technology for education to emerge since the internet. Building from decades of work on AI and AI-based learning and teaching technologies, the recent advances in AIED are pushing us to reimagine what is possible for STEM teaching and learning. AIED research initiatives are being speedily funded, and AIED advances are quickly becoming integrated into STEM education. It is transforming how teachers teach and how students learn. It is also transforming how education developers and researchers conduct their expansive work. There is excitement about the promise of AIED as well as growing concern that the breakthroughs in AIED are impacting everyday education practice in ways that may perpetuate long-standing biases and diminish the potential for positive outcomes. This brief is the first in a three-part series on AIED related to STEM research, teaching, and learning. The topics address ethical approaches to AI in STEM education research, AI for STEM teaching, and AI for STEM learning. This series is sponsored by the Community for Advancing Discovery Research in Education (CADRE), a National Science Foundation-funded network for STEM education researchers endeavoring to improve STEM teaching and learning through research, development, and various information-sharing and community-building mechanisms. Researchers in the CADRE network are part of a portfolio of projects funded through NSF's Discovery Research PreK-12 (DRK-12) program. The DRK-12 portfolio is wide-ranging, with a multitude of projects that focus on applied research and development to generate innovative research-informed and field-tested tools, products, and approaches that are intended to enhance STEM teaching and learning. Over the past several years, the portfolio has grown to include an increasing number of projects that leverage AIED to achieve their goals related to teaching or learning. It is expected to continue to grow. This series has been inspired by the question, "What are the essential considerations for researchers and developers who are designing, studying, and using AI in K-12 STEM?" Our hope is that the opportunities and challenges discussed in this series will generate reflection and rich discussion for the better and support the transformative use of AI to achieve positive and wide-reaching impact for all learners. In this first brief, "Toward Ethical and Just AI in Education Research," the authors are concerned with the ethical reasoning and decisions made in the development, study, and use of AIED technologies. Recognizing that AIED technologies reflect both the intended and unintended biases of the designers and the wider society, they advocate for the adoption of policies and practices that prioritize ethics, equity, and justice in research and development initiatives using AIED technologies in K-12 education. In an effort to provide guidance to researchers and developers, they lay the groundwork for responsible AI research and its implementation in educational settings. This foundation draws in part from the ethics rules for research with human subjects that have guided researchers for decades, but goes beyond this to frame a more all-encompassing stance rooted in justice and equity. The authors illustrate how ethical AI research can be strengthened by building from well-established ethical principles used in research and society at large. Taking into account these principles, they propose an ethical AIED framework and a set of tools that they have found to be supportive of continuous reflection, communication, and improvement toward inclusive and equitable AIED research and development. Their guidance is in the service of ensuring that the good intentions of researchers and developers will lead to positive design decisions and actions that create inclusive AIED technology products and systems. This is a valuable contribution that encourages a shift in focus to bring ethics, justice, and the values of communities of teachers, students, and families to the forefront of research and development practice.

This Postsecondary Teaching with Technology Collaborative (the Collaborative) report examines how faculty and staff at seven community colleges and two broad-access universities reconsidered students' online learning needs in the midst of the pandemic. The report focuses on a set of interconnected student mindsets and competencies that the authors call self-directed learning (SDL) skills; in their framing, SDL skills include motivational processes (e.g., building self-efficacy and sense of belonging), metacognitive processes (e.g., identifying and adjusting learning strategies and reflecting), and applied learning processes (e.g., managing time and seeking help). The authors explore whether and how the colleges offered supports for students to strengthen their SDL skills and the extent to which SDL skill supports were offered within online courses versus outside of class. Findings from interview data and secondary sources show that most institutions made changes to improve conditions for online teaching and learning, including improved use of learning management systems, increased professional development for instructors, improved physical technology infrastructure and expanded software licenses, and the development of student-facing online orientation materials. At the same time, increased use of online courses continued to present challenges, including poorer student performance in online course sections, lack of meaningful communication and engagement, lower likelihood for online students to seek help when they need it, and increased demands for students to apply SDL skills such as time and task management. Moreover, many SDL supports occurred at the institution level and therefore were not tailored to particular content areas or course types. These supports provided students with valuable and needed resources to help them succeed in college but also had some limitations. Finally, while most faculty and staff the authors interviewed expressed that SDL skills are important and should be supported by the institution, explicit instructional support for SDL skills inside classrooms appeared to be limited and uneven; faculty may not know how to teach these skills, may not think that they have the time or resources to do so, or may not see it as their responsibility. The report concludes with three recommendations for institutions to promote SDL skill development. "Teaching and Designing Online STEM Courses to Support Self-Directed Learning Skills" which focuses on teaching and designing online STEM courses to support SDL skills is a collaborative report.

The Postsecondary Teaching with Technology Collaborative (the Collaborative) is currently researching the obstacles students face in online STEM courses and the ways that institutions and instructors can better support these students. As part of this research program, the authors conducted qualitative research in partnership with six community colleges and two broad-access universities to learn if, when, and how instructors support self-directed learning (SDL) skill development in their online courses. SDL skills can be understood as motivational, metacognitive, and applied learning processes--in other words, the ways that students maintain motivation, reflect and think about their learning, plan and set goals, and adjust their study strategies. In spring 2022, the authors surveyed 141 STEM instructors online and conducted 12 virtual "course tours" with STEM instructors who shared their screens and walked researchers through their course structure and content in the learning management system. Instructors in the sample perceived online courses as learning environments where it is more difficult to engage students and help them stay on track with their coursework. According to faculty, students in online courses are less likely than those in in-person courses to experience the excitement and motivation of being part of a community of learners because of the lack of opportunities to engage with peers. Instructors also described fewer opportunities to learn about and build connections with their students through informal conversations, and they emphasized a number of barriers to incorporating SDL skills into instruction. Despite this, the authors provide a variety of examples of strategies and activities instructors indicated they use to support the processes that are theorized--according to the Collaborative's SDL framework--to lead to SDL skill development, as well as three case examples of SDL instruction that faculty incorporated into their STEM course teaching. The brief concludes with an overview of the types of instructional strategies that support SDL skill development and how they can be used throughout a course. A Collaborative report on teaching and designing online STEM courses to support SDL skills is also available.

This First Look report provides selected findings from the High School Longitudinal Study of 2009 (HSLS:09) Postsecondary Education Administrative Records Collection (PEAR). HSLS:09 follows a nationally representative sample of students who were ninth-graders in fall 2009 from high school into postsecondary education and the workforce. The PEAR data collection was conducted in 2021, approximately 8 years after high school graduation for most of the cohort. These data provide information on whether fall 2009 ninth-graders enrolled in postsecondary education by June 2021, and allow researchers to examine enrollment characteristics, degree completion, and financial aid awards for the subset of fall 2009 ninth-graders who enrolled in postsecondary education.

Botswana will need to invest in human capital and strengthen its skills base to transition into a knowledge-based economy. However, low foundational learning levels remain a key challenge for the education sector. While Botswana has invested heavily in teacher supply, teacher deployment has not always reflected school-level teacher needs. The uneven distribution of teachers -- both across and within schools -- contributes to disparities in class sizes and learning conditions. Moreover, female teachers are particularly underrepresented in the sciences despite comprising much of the teaching force. This report aims to provide policymakers with a granular overview of teacher distribution in the country and inform ongoing efforts to improve teacher allocation. The guided pathways model, comprising 14 different practices, is a framework for comprehensive, whole-college reform undertaken by community colleges to help all students choose, enter, progress through, and complete a program of study that enables them to secure sustaining-wage employment or transfer with junior standing in a major. Since its introduction in 2015, it has been adopted by hundreds of community colleges across the United States. This paper asks whether guided pathways practices implemented at 62 community and technical colleges in three states--Tennessee, Ohio, and Washington--are associated with improvements in student outcomes during the first year of college. Specifically, using institutional survey and rich administrative data, we construct measures of adoption of guided pathways reforms to examine the association between guided pathways practices and fall-to-fall persistence, college credits earned, college math credits earned, and STEM credits earned. Our study reveals substantial variation in the adoption of guided pathways reforms across the states and across community colleges within the states over time. While we cannot establish a causal relationship between guided pathways adoption and student outcomes, we find significant positive associations between the statewide adoption of guided pathways reforms and early student outcomes in Tennessee. The observed improvements in that state are likely the result of concurrent reforms--guided pathways and others--implemented simultaneously, rather than of guided pathways reforms alone. We do not find evidence of improved student outcomes in either Ohio or Washington following the launch of statewide guided pathways initiatives. Our findings suggest that complementarities among adopted practices within and across areas of practice--rather than the adoption of individual practices or the intensity of adoption--seem to drive larger improvements in early academic success across the three states. Our study is the first of its kind to explore the potential of guided pathways reforms in contributing to improved early academic success, representing a significant descriptive contribution given that whole-college reforms in higher education are understudied.

Although more Latinos are entering the STEM workforce, they continue to be underrepresented in high-salary STEM occupations. To ensure America's future, institutions and STEM employers must both play an active role in preparing, selecting, and sourcing Latino talent for a global economy. Excelencia's research demonstrates that select institutions are investing in the recruitment, development, and completion of Latino talent and STEM employers have opportunities to strengthen their workforce. To bridge this gap, Excelencia has analyzed national datasets to connect STEM employers with institutions that are graduating and preparing Latinos for the workforce. This brief identifies the top institutions graduating Latinos (2019-20) in STEM from certificates to the doctorate level. These top 25 institutions are meeting the nation's economic needs by intentionally serving Latino students and producing Latino talent. This brief also highlights institutions and their intentional efforts to support post-completion success by providing educational credentials needed to support the current and future STEM workforce.

Who ends up in the teacher workforce is greatly influenced by who is admitted into teacher education programs (TEPs). To better understand how the preferences of teacher education faculty might shape admissions of STEM teacher candidates, we surveyed faculty who teach content or methods courses to STEM teacher candidates across five universities. Faculty reported that they most value information collected from individual interviews with applicants and data on the number of STEM courses taken in college and their performance in these courses, and least value data on university admissions tests, high school GPA, and teacher licensure test scores. When we investigate faculty members' revealed preferences through a conjoint analysis, we find that faculty most value applicants who have worked with students from diverse backgrounds and applicants from a marginalized racial or ethnic community, and least value whether they received high grades in math and/or science courses. Finally, we find significant variation in these perceptions across respondents in different faculty roles, who teach different courses, and from different institutions: for example, Arts and Sciences faculty tend to value TEP applicants' performance in college STEM courses relatively more than STEM education faculty, while STEM education faculty tend to value applicants' race and ethnicity relatively more than Arts and Sciences faculty.

This technical appendix accompanies the report, "Preparatory Pathways and STEM Calculus Completion: Implications of the AB 1705 Standards." The appendices contain a full methods section and multivariate analyses that augment the descriptive analyses presented in the report. Together, these analyses examined a cohort of more than 37,000 STEM majors who began in a transfer-level course in a calculus pathway at a California community college between 2012-2013 and 2019-2020 to determine -- based on their high school math preparation and high school GPA -- the implications of AB 1705 standards in practice. The law sets standards for students' placement and first math enrollment to ensure STEM students begin in transfer-level coursework that best positions them to complete calculus requirements for their programs.

The STEM Transfer Partnership (STP) initiative seeks to create systemic change within STEM degree pathways in Washington through collaboration between teams of faculty and staff from nine pairs of two-year and four-year institutions across the state. These teams are supported by Community College Research Initiatives (CCRI) to work together to improve STEM transfer processes by serving as institutional context experts and determining the focus of their efforts (see Cate et al., 2022 for more details). STP teams have worked within institutional pairs for eighteen months to understand and dismantle obstacles to low-income STEM transfer students' bachelor's degree completion. This brief examines into the factors propelling their change and also highlights the tangible strides made by STP teams in their pursuit of fostering positive transformations.

This brief examines which students in the Houston Independent School District (HISD) were more likely to choose the STEM endorsement in ninth grade. The study examined STEM endorsement choice among students who began high school in the 2014-2015 and 2015-2016 school years. The analyses showed female students were significantly less likely to choose the STEM endorsement than male students. Furthermore, Asian and Pacific Islander students were more likely to select the STEM endorsement than Black, Hispanic, and White students. Finally, the analyses found a positive relationship between students' scores on the STAAR science test in eighth grade and STEM endorsement choice upon high school entry.

This study examined whether there were gendered patterns in STEM endorsement choice in the Houston Independent School District (HISD) and how those patterns changed over time, in the wake of a policy change to guidance counseling. The first students required to choose high school endorsements were freshmen in 2014-2015 and graduated high school in spring 2018. The second cohort of students required to do so were freshmen in 2015-2016 and graduated in spring 2019. Students in this second cohort met with their guidance counselor during their senior year to check in on their endorsement progress; this meeting was called the Personal Graduation Plan (PGP) check-in. This was a new district policy implemented beginning in fall 2018, which means that the first cohort did not experience the PGP check-in, while the second cohort did. This study reveals gender gaps in STEM endorsement choice among ninth-grade students. For the high school graduating class of 2018, which did not experience the PGP check-in, female students were less likely than male students to choose the STEM endorsement at any point during high school. However, for the high school graduating class of 2019, which did experience the PGP check-in, female students were less likely than male students to choose the STEM endorsement upon high school entry. Importantly, however, this gender gap in STEM endorsement choice nearly disappeared by high school graduation, suggesting that individualized counseling efforts might be a strategy to improve female retention in STEM.

This brief examines which students in the Houston Independent School District (HISD) are more likely to earn the STEM endorsement and whether STEM endorsement completion predicts college enrollment. Analyses show that gender, STEM magnet program enrollment, and cumulative high school grade point average (GPA) predict STEM endorsement completion. While STEM endorsement completion is associated with college choice, the relationship appears to be explained by academic performance measures, particularly SAT scores and GPA. In fact, if STEM and non-STEM students had the same test scores and grades, college enrollment gaps at 2-year-or-less; 4-year, less-selective; and 4-year, more-selective institutions would reduce. Overall, the findings suggest that the STEM endorsement functions, by design or coincidence, as a funneling mechanism for high-performing students into more-selective colleges and universities.
