Introduction. The relevance of the study is due to the increasing importance and complexity of horizontal public relations in socio-political processes, an increase in the number of practices of grassroots civic activity at the regional and local levels, including the use of new information and communication technologies. The purpose of the article is to identify the causes of initiation, the specifics of the organization and practical implementation of grassroots civic activity, as well as the specifics of the interaction of its key actors in modern socio-political conditions in the Yaroslavl region. Materials and Methods. The empirical basis of the study is 21 practices of grassroots civic engagement in the Yaroslavl region, the analysis of which was carried out by the case-study method with elements of comparative analysis. The case-study method made it possible to study these practices of grassroots civic engagement in their complexity and integrity, and also identified their key characteristics and factors influencing them. Results. A comparison of the main practices of grassroots civic engagement that have taken place in the Yaroslavl region in recent years has been made. The main mechanisms and subjects of grassroots civic engagement, processes of interaction between actors are identified. The role of information and communication technologies in the organization of grassroots civic engagement was determined. The problems of grassroots civic engagement organization and interaction of its key actors were also outlined. Discussion and Сonclusion. The study revealed the key characteristics of grassroots civic activity: significant actors, theirs goals, motives, resources and methods of action, features of media coverage and the use of information and communication technologies. The results of the study will be useful for improving the efficiency of the work of local authorities with various formal and informal organizations and associations of citizens. They will help to build work with these groups, taking into account the identified features in the implementation of practices of grassroots civil initiatives in the Yaroslavl region.

The development of information and communication technologies contributes to the creation and active use of various digital services and platforms in the public sphere of interaction between government and society. However, the conditions of their interaction in the digital space, especially at the regional level, have not been sufficiently studied and require close attention. In this regard, the article analyzes the processes of digitalization of electoral procedures, institutions of public chambers and public councils, the activities of non-governmental organizations (NGOs) and volunteerism as forms of interaction between government and society. Empirical data were collected in a number of studies: analysis of the activities of resource centers for supporting NGOs and civil activists; analysis of the activity of public chambers on the Internet; identification of state regulation of the digitalization process of key forms of public activity; surveys of employees of public authorities of the Yaroslavl region; surveys of managers and employees of non-profit organizations of the Yaroslavl region.

Relevance. In the Yaroslavl region, the Central Federal District of Russia, endemic for tick-borne encephalitis (TBE), specific TBE vaccination has been routinely carried out for more than 20 years. Therefore, the evaluation of the results of long-term universal immunoprophylaxis the population has a practical and scientific interest. Purpose: To study the epidemiology of tick-borne encephalitis in the context universal vaccine in 2008-2019. Results and discussion. According to the results of long-term immunization, by 2019 19.1% of the population was vaccinated, while vaccine coverage for the children living in endemic areas of the region reaches 68-83%. The article noted a 2.9-fold decrease in the incidence of TBE in 2013-2018 compared with 2008-2012. The average long-term level was 0.69 per 100 ths people. TBE was recorded among the unvaccinated population, mild febrile forms prevailed - 56.8%, however, the proportion of focal forms of the disease remained high (36.3%). Deaths from TBE in the period from 2013-2018 did not have. Thus, in the absence of specific treatment for TBE, vaccine prophylaxis is of great medical and social importance for the Yaroslavl region endemic for TBE. Conclusion. Vaccine coverage in the population of Yaroslavl region, children living in endemic areas and natural immunization in natural foci of TBE contributed to the formation of a significant level of collective immunity of the population to TBE, reducing the incidence of in the last 5 years.

Introduction. The siege of Leningrad is one of the most tragic pages in the history of the Great Patriotic War. The whole country took part in helping residents of the besieged city. Yaroslavl Region was one of the leading places where tens of thousands of children were evacuated. Methods and materials. The author seeks to implement the principles of scientific objectivity and reliability. The article is based on the memories of eyewitnesses of those years and archival materials. The author had an invaluable help in understanding the atmosphere in which children lived through confidential conversations with survivors of the blockade. Their stories are shocking in their naked truth. The author uses the comparative historical method in disclosing new, qualitative aspects of the problem under study. The hermeneutic method is used in the analysis of various sources: archival materials, memories, letters, first of all, based on time and reasons for the appearance of a particular source. The anthropological approach to the problem makes it possible to create a socio-psychological portrait of children, who by fate turned out to be far from their home, to recreate a picture of their life and everyday life. Analysis. It includes the problems associated with the children evacuation in July–August 1941 and especially in winter–spring 1942, raises the issue of child mortality and the perpetuation of their memory. Results. A major role in the organization of children’s life was played by the party and the Soviet leadership. The article notes that ordinary workers and collective farms took the successful solution of domestic problems of orphans. They provided children with everything they needed: home, food, clothes, shoes, dishes, etc. In addition, citizens took children on patronage and adoption. The methods of educational work with them had changed, where one of the main directions was the inculcation of labour skills: children worked in their farms, helped collective farms, cleaned their homes, were engaged in needlework, worked in workshops, etc. The desire to live and create was instilled in Leningrad by attracting citizens to participate in art performances. Big problems are connected with statistical data, in particular, different sources give different numbers of children living on the territory of Yaroslavl region: from 90 to 150 thousand. It is almost impossible to count the number of dead children, so the established monuments to small Leningraders, as a rule, are nameless. After the lifting of the blockade some children returned to Leningrad, and some linked their destinies with Yaroslavl land.

Introduction. In 2007, a consultation center for patients with parkinsonism (a Regional Center) was organized in the city of Yaroslavl and Yaroslavl region. It was one of the first centers of parkinsonism over Russia. Objective. To study and compare the clinical and epidemiological features of parkinsonism in Yaroslavl and the Yaroslavl region in different periods of work of the Regional Center. Materials and methods. A total number of 6,272 patients were examined in the Regional Center in 20072017. Results. Parkinson disease (PD) was ranked first (over 80%) in the structure of parkinsonism during the whole time of activity of the Regional Center. The incidence of the syndrome of vascular parkinsonism was significantly lower in 20122017, and the dementia with Lewy bodies was significantly higher compared to 20072012. Prevalence of PD in the year of 2017 in Yaroslavl amounted to 138.14 per 100,000 population, and across Yaroslavl region until 2017 year 127.01 per 100,000 population. PD patients from towns of Yaroslavl region (82.9%) significantly prevailed in comparison with rural patients (17.1%). In 20122017, PD was diagnosed at the first stage twice as often as in the period of 20072012. In 20122017, the preliminary diagnosis matched a refined diagnosis of PD in 84% of cases. Conclusion. During recent 5 years of the activity of the Regional Center the town neurologists of Yaroslavl region identified a great number of new patients withextrapyramidal disorders. Since then significantly fewer errors has being made by the neurologists in the preliminary diagnoses and more PD has been detected at earlier stages.

During field investigations in 2017, Clemmus troglodytes was found in the Mordovia State Nature Reserve (Republic of Mordovia, Russia). Earlier, C. troglodytes was collected in Yaroslavl City (Yaroslavl region, Russia). In this paper we are reporting for the first time both genus Clemmus and species C. troglodytes for the fauna of Russia. These records of the species in Russia extend remarkably its range to the north and east.

The objective: to explore clinico-epidemiological aspects ofparkinsonism in the Yaroslavl region. One thousand patientswere examined in the movement disorders outpatient clinics in20072010. We used standard criteria for the diagnostics ofextrapyramidal disorders and the following scales: UPDRS,HoehnYahr and SchwabEngland. On observation, 53% ofpatients were from Yaroslavl and 37% from the Yaroslavl region.474 (47%) patients were diagnosed with Parkinson disease, 62(6.2%) with vascular parkinsonism, 17 (1.7%) with parkinsonism-plus, 8 (0.8%) with neuroleptic parkinsonism, 1 (0.1%) withpost-encephalitic parkinsonism and 1 (0.1%) with parkinsonismcaused by brain tumor. Women prevailed among Parkinsons diseasepatients (1 : 1.5). Most patients (71%) were from 60 to 75years of age. 18% of patients had stage 5 of PD, 50% had stage 2,27% had stage 3 and 5% had stage 4. A mixed form of the diseaseprevailed (71%); an akinetic-rigid form (23%) and a tremblingform (5%) occurred more rarely. In 58% of patients an intermediaterate of progression was observed, in 22% of patients progressionwas rapid and in 20% of patients it was slow. In general,our results correspond to international findings. Activity of aspecialized movement disorders center improve diagnostics,treatment and quality of life of patients with Parkinsons disease.

The interaction of government bodies and the Russian Orthodox Church on the question of returning some buildings and other property to the Church became part of state cultural policy in the post-Soviet period. This article investigates the process of returning religious artifacts to the Yaroslavl eparchy in the 1990s–2000s. During this period one of the biggest problems connected with the transfer of property to the Church was the ambivalent stance of regional state officials, which provoked conflict between museums and the Church over the ownership of icons. In Yaroslavl region, only toward the end of the 2000s did a relatively quiet and peaceful relationship between representatives of the Yaroslavl eparchy and regional museums begin. Mutual recognition of the necessity for a competent approach to preservation remains an ongoing process.

Data on two vascular plant species new to Russian flora and other 32 notable regional records made in seven regions of European Russia (Vologda Region, Kostroma Region, Leningrad Region, Pskov Region, Yaroslavl Region, Saint-Petersburg and Udmurt Republic) are given. The presented material is derived from the floristic inventories conducted in 2006-2017, and critical study of the available herbarium. Euphrasia micrantha Rchb. and Senecio inaequidens DC. are reported as new to Russia, the first species as native and the secong one as alien. Bupleurum falcatum L. is reported as a new alien species for the flora of NW European Russia. Bidens frondosa L. is new for the Pskov Region. Cardamine flexuosa With. is reported for the Yaroslavl Region for the first time. Eight taxa are reported as new to the Kostroma Region, five of them (Alnus x hybrida R. Br. ex Rchb., Carex bohemica Schreb., Cladium mariscus (L.) Pohl, Sedum maximum (L.) Hoffm. and Urtica galeopsifolia Wierzb. ex Opiz) considered native, and three others (Collomia linearis Nutt., Gypsophila elegans Bieb. and Silene armeria L.) as alien. Dryopteris x uliginosa (A. Br. ex Doll) Kuntze ex Druce is a new hybrid for the Kostroma Region, Leningrad Region and Udmurt Republic. In addition, 20 species with lacking regional records are reported to. The data presented points to a continuing spreading of alien plants across European Russia. On the other hand, the native flora of some regions is still poorly investigated.
