The article explores the problem of human vulnerability and the question of temporal security in Martin Heidegger’s philosophy through a historical-philosophical and philosophical-anthropological analysis. The relevance of the topic is determined by the importance of security in the modern world and its philosophical analysis in the context of the philosopher’s work. In contemporary society, there are numerous threats and chal-lenges that can endanger human security, and it is therefore important to understand the philosophical aspects of this problem in order to more effectively combat it. It is important to note that Heidegger approached the problem of security from a unique philosophical perspective, based on his fundamental ontology and theory of time. This approach allows for a deeper understanding of the philosophical aspects of security and the interaction between humans and the world as a whole. For Heidegger, security does not mean the absence of risks, but rather the abil-ity to master one’s fears and anxieties and learn to live with them. The philosopher’s works note a complex and multifaceted meaning of the relationship to security. An important condition for solving the problem posed in the article is Heidegger’s exploration of the experience of fear and anxiety in everyday life, which he reveals in “Being and Time” (1927). Here, the philosopher highlights the main feature of human existence, which should be sought not in Being itself, but rather in everyday experiences, among which fear and anxiety are just a few examples. The aim of the article is to show how the concepts of vulnerability, anxiety, and fear regarding security are revealed in Martin Heidegger’s philosophical methodology. Another important aspect considered in the article is the relation¬ship between time and security in fundamental ontology. Temporal concepts such as past, present, and future play a key role in understanding security. For Heidegger, time is not simply a linear sequence of events, but rather a fundamental concept that determines our ability to understand our fears and anxieties. In conclusion, the impor¬tance and necessity of returning to the study of Martin Heidegger’s philosophy are emphasized, and the relevance of his views for contemporary philosophers and other researchers is underlined, as his understanding of human vulnerability and temporal security can help us better understand the complexity and uncertainty of our lives and learn to live in a world of dangers and risks. Finally, studying Heidegger’s philosophy can help in the search for answers to current philosophical questions, such as the relationship between human beings, the world, nature, technology, and science, and ways of overcoming the crisis of modern society.

The article examines the impact of scientific and technological progress and changes in politics and economics on management in organisation. The effectiveness of contemporary governance systems can be assessed using well-known criteria: average gain; a cautious observer (Wald’s criterion); Laplace criterion; maximax et al. The use of the VUCA-world philosophy has predetermined the search for a solution to the problem of developing new requirements for the knowledge and skills of managers and specialists in the organisation, the availability and formation of competences. In line with the aim of the work – to find new approaches and requirements for management decision-making and organisation management – new requirements for assessing the changing environment, the business response to these changes, and new aspects of managerial and personnel behaviour in organisations have been identified. It has been revealed that in business training it is necessary to pay more attention to the formation of the desire for self-improvement and the development of the ability to overcome difficult situations, to divide goals into subgoals, tasks into stages. The methods of analysis and synthesis, induction and deduction have been used. Applying the results of the study in practice will improve the management of contemporary organisations.

4. TRANSFORMATION OF VALUES OF THE HIGH TECHNOLOGY PROJECTS FROM A VUCA TO A BANI ENVIRONMENT MODEL

The article is dedicated to the study of impact of a BANI-world conditions to implementation of the high technology industrial projects and in particular of the nuclear industry projects. The purpose of the article is to analyze tendencies of changes of different factors related to the high technology nuclear project implementation against the changing conditions of the environment. The object is the project management methodologies in the BANI environment. The subject is theoretical analysis of the values differentiation in between the VUCA and BANI worlds, key aspects of BANI impacting implementation of the nuclear projects. Tasks to be solved: to analyze the transformation from the VUCA model to the BANI model, to present values and their differentiation as the basis for survival in the new world order, to develop a method for assessing project risks in the BANI environment. Methods: practical empirical analysis of nuclear project risks in comparison with BANI-model forecasts, applied research, project risk management methodology, probability theory. The following results were obtained: the differences between the values of s VUCA and BANI are determined, an understanding of the general changes that have arisen due to the functionality of the environment is provided, the project management methodology applicable in the BANI environment is analyzed, a qualitative and quantitative risk analysis based on BANI projections is implemented on the example of a nuclear project in Ukraine, and the grounds for determining the most influential BANI forecast are proposed. The main results of the research are identification and analysis of values and their differentiation in the process of transformation from the VUCA to the BANI world, proposals for the project management approach which could cover the needs of the nuclear project and the consequences of this transformation. To estimate risks, it was proposed to use qualitative and quantitative methods of risk assessment. The case study of one of the nuclear projects in Ukraine, and a mixed classic-Agile methodology for the management of the nuclear project was performed. Conclusions: risk management of the nuclear projects has to be carried out based on the impact of the BANI-projections to identified risks.

The article is devoted to the construction of a model of interaction of economic entities using the method of project work of participants in the system “enterprise/employer-University – state” on the technological platform of the meta-University in the conditions of digitalization of the economy, which allows to increase the synergy effect of the interaction of the main institutional participants.In the context of the impact of digitalization processes on the transformation of behavioral models within the existing economic relations in the VUCA world, new requirements and ways of interaction of subjects of the triple helix model are considered. The article analyzes the main existing and prospective forms of cooperation between universities and business structures. The detailed description of barriers and difficulties on the way of digitalization of enterprises and scientific organizations is given.For employees of scientific and commercial enterprises in the conditions of digitalization and General increased uncertainty, recommendations are formulated for the choice of a behavior model that adapts their professional identity based on the principles of a proactive position and knowledge and skills at the intersection of different technological directions.Under the conditions of variability and uncertainty of the environment, a scientific problem has been identified, there is a high interest in collaboration between universities and businesses, but there is no mechanism that allows this interaction to be carried out with a high degree of efficiency.A set of mechanisms that help reduce the level of uncertainty is proposed, as well as a project method of interaction within the framework of the digital meta-University technology platform model is described.The article provides recommendations for the full implementation of human capital in the new technological conditions of economic and social development, in the so-called VUCA-world, which is characterized by the lack of a developed digital infrastructure, as well as a high level of transaction costs.A new approach is proposed, based on which participants will interact on the basis of shared access to information and digital resources and the ability to combine the development of innovative projects and training of personnel necessary to unite the University, enterprises and scientific organizations to reduce transaction, fixed and variable costs of participants in the process.

The paper analyzes the challenges of the external environment for economic actors, which are transformed into special requirements of employers for employees. The main purpose of this stage of the study is to identify the components of a comprehensive behavioral model that determines the competitiveness of an economic actor in the new conditions of the modern VUCA-world and are characterized by their proactive position with respect to uncertainty. Moreover, the pool of tools and behavioral patterns are classified taking into account their economic efficiency and expediency in the conditions of various types of uncertainty (from complete certainty to deep uncertainty). The object under consideration is the "enterprise / employer - university - state" system in Russian Federation. The analysis includes the components of the project-based educational environment, connecting the elements of the "enterprise / employer - university - state" system and contributing to the formation of the behavioral characteristics of successful economic actors under conditions of deep uncertainty. An additional effect is the development of appropriate behavioral skills by university graduates who have been trained in such educational environment. The paper focuses on the analysis of the “unknown unknown” area (the concept of deep uncertainty). On a traditional risk-map, this is a proactive position with respect to the upper left quadrant, which can become crucial for the competitiveness of the state and individual economic entity. The goal of a modern economic actor is to ensure competitiveness during the period of technological breakdown, when a transition to a fundamentally new technology occurs. We consider the tools for economic actors to achieve a high degree of “anti-fragility” (in the terminology of N. Taleb). In the paper instruments supporting the decision-making process and shaping behavior in conditions of deep uncertainty are adapted for the object of study. Interaction design within the educational environment is based on a taxonomy of approaches and tools for decisionmaking under deep uncertainty (by J. H. Kwakkel and M. Haasnoot). 12. From Sweden Back and Forth: The Changing Role of Manufacturing in a VUCA World

Background: Trade regulations, the pandemic, and other disruptions have revealed the vulnerability of long and complex supplier networks. At the same time, there is an increasing need for firms to operate sustainably. An emerging topic in supply chain management literature is the phenomenon of near- and reshoring, addressing the process of moving previously offshored activities closer to or back into the country of origin. However, a missing link in research has been to base findings on in-depth primary data from managers, especially in times of crisis. Therefore, this study explores how relocation decisions are affected by disruption events and the increasing need for sustainable businesses. Purpose: This study aims to discover how the relocation of value-adding activities is influenced by today’s unpredictable business environment and the increasing awareness of economies’ social and environmental impact. Method: The study employs a qualitative research method using an inductive approach by semi-structured interviews with five Swedish manufacturing enterprises with global supply chains. The interviews were conducted with two CEOs, two supply chain managers, one sales and production manager, and one project manager. Conclusion: Recent disruption events have made near- and reshoring decisions a serious consideration amongst business leaders. The findings and analysis showed that relocation decisions are implemented more partially in order to diversify the manufacturing facilities geographically, in order to make supply chains more resilient. Additionally, there exists a great tension between the rapidly changing, unpredictable business environment and the long-term nature of relocation decisions. Sustainability, on the other hand, was identified as a positive side effect rather than the main driver for the relocation of production sites within the traditional manufacturing industry.

Das Akronym VUCA-Welt beschreibt die sich rasch ändernde, unsichere, komplexe und mehrdeutige Welt. Diese stellt Organisationen jeglicher Art vor besonderen Herausforderun-gen. In der vorliegenden Arbeit gilt es, die Hard und Soft Skills von Risikomanager*innen der KRI-TIS in der VUCA-Welt zu identifizieren. Dazu lautet die Forschungsfrage: Welche Fähigkeiten werden von Risikomanager*innen in Organisationen der kritischen Infrastruktur gefordert, um die Herausforderungen der heutigen und zukünftigen VUCA-Welt zu bewältigen? Neben einer Literaturrecherche wurden halbstrukturierte Leitfadeninterviews mit fünf Risiko-manager*innen geführt, welche anschließend mittels qualitativer Inhaltsanalyse ausgewertet wurden. Die Datenanalyse ergab folgende Ergebnisse: Komplexe Systeme, systemische Ri-siken und die Veränderung der VUCA-Welt wie Quanten Computing, globale Bedrohungssze-narien und stetig steigende regulatorische Anforderungen, stellen KRITIS-Risikomanager*innen vor großen Herausforderungen. Um diesen gewachsen zu sein, bedarf es aktuell und künftig spezieller Hard und Soft Skills wie ein fundiertes Fachwissen, IT-Kenntnisse, Kommunikationsfähigkeiten, Teamfähigkeit und szenariobasiertes Denken. Ein Blick in die Zukunft der nächsten zehn Jahre ergab, dass die Komplexität und die Digitalisie-rung weiter zunehmen werden und somit auch die Hard und Soft Skills, wie vernetztes und systemisches Denken im Umgang der Digitalisierung und mit komplexen Systemen, notwen-dig sind. Es muss zu einem Umdenkprozess kommen, um den künftigen Herausforderungen der VUCA-Welt gewachsen zu sein. The acronym VUCA world describes the rapidly changing, uncertain, complex and ambiguous world. This presents organizations of all kinds with special challenges. The aim of this paper is to identify the hard and soft skills of CRITIS risk managers in the VUCA world. The research question is: What skills are required of risk managers in critical infrastructure organizations to meet the challenges of the current and future VUCA world? In addition to a literature review, semi-structured guided interviews were conducted with five risk managers, which were subsequently analyzed using qualitative content analysis. The data analysis revealed the following results: Complex systems, systemic risks and the change in the VUCA world such as quantum computing, global threat scenarios and constant-ly increasing regulatory requirements pose major challenges for CRITIS risk managers. In order to be able to cope these challenges, special hard and soft skills such as in-depth spe-cialist knowledge, IT skills, communication skills, the ability to work in a team, and scenario-based thinking are required both now and in the future. A look into the future of the next ten years revealed that complexity and digitalization will continue to increase and therefore hard and soft skills, such as networked and systematic thinking in dealing with digitalization and complex systems, will also be necessary. A rethinking process must take place in order to meet the future challenges of the VUCA world.

What can we learn from the Franciscan Tradition for the management world today? This research question has lead the research at the Philosophical-Theological College of the German Capuchins for many years. In this paper we focus on the 800-year history of the Franciscan family as a learning organization in order to explore the question of transformation as a key concept of Franciscan life resp. Franciscan leadership. To do so we look at the founder of the Order, Francis of Assisi (1181⁻1226) first. Francis himself stands for a personal, continuous process of transformation in which he chooses the Gospel as a basic orientation for his life. He completely changed his life goals and defines the identity of the entire Franciscan organization. In this context, the core values of the Franciscans, such as evangelical poverty, serving character, and the aspect of brotherhood will be discussed. The Franciscan Community serves as a perfect field of practice for bringing together attitude and action. Finally, practical experiences from the Franciscan tradition, like developing of structural elements (e.g., the annual chapters) are related to the management context. By focusing on the practice and the focus on transformation, the Franciscan example can inspire modern organizations.

В статье рассматривается вопрос о необходимости формирования новой парадигмы управления, ориентированной не столько на достижение определенного уровня конкурентоспособности, сколько на его сохранение в новых условиях крайне динамичного VUCA-мира. В основе этой парадигмы концепция конкурентной устойчивости. Несмотря на относительную молодость данной концепции, выявлено достаточное количество научных работ в данной области, однако в них прослеживается различное понимание самой категории конкурентная устойчивость . Изучение наиболее часто встречающихся в экономической литературе определений позволило агрегировать их в ряд научных подходов: структурный, финансовый, интеграционный, сравнительный, адаптационный, динамический, статичный и ресурсный. Каждый подход представляет собой некий методологический компас, в соответствии с которым исследователь определяет направление и способы изучения конкурентной устойчивости . В статье предложено подходить к определению исследуемой дефиниции с позиции комплексного подхода, объединяя некоторые положения из вышеперечисленных частных подходов. Авторский вклад в развитие концепции заключается в дополнении сущностного содержания категории конкурентная устойчивость необходимостью учитывать изменения, происходящие в деятельности любого предприятия в разрезе стадий его жизненного цикла. Именно стадии жизненного цикла детерминируют смещение акцентов в диалектическом единстве основных структурных составляющий конкурентной устойчивости конкурентоспособности и устойчивости и определяют вектор управленческих воздействий для ее сохранения. В основной части статьи также приведены результаты сравнительного анализа тождественности понятий конкурентоспособность и конкурентная устойчивость , и это дает основания заключить, что последняя является характеристикой более высокого уровня, чем конкурентоспособность, и выражается в возможности удержания конкурентоспособности в долгосрочной перспективе., The article discusses the need to create a new management paradigm that is focused not so much on achieving a certain level of competitiveness, but on preserving it in the new conditions of an extremely dynamic VUCA-world. This paradigm is based on the concept of competitive stability. Despite the relative youth of this concept, a sufficient number of scientific papers in this field have been identified, but they show a different understanding of the category competitive stability itself. The study of the most common definitions in the economic literature has allowed us to aggregate them into a number of scientific approaches: structural, financial, integration, comparative, adaptive, dynamic, static and resource. Each approach is a kind of methodological compass, according to which the researcher determines the direction and methods of studying competitive stability. The article proposes to approach the definition of the definition under study from the position of a comprehensive approach, combining some of the provisions of the above-mentioned particular approaches. The authors contribution to the development of the concept is to supplement the essential content of the category competitive stability with the need to take into account changes occurring in the activities of any enterprise in the context of its life cycle stages. It is the stages of the life cycle that determine the shift in emphasis in the dialectical unity of the main structural components of competitive stability competitiveness and stability, and determine the vector of managerial actions for its preservation. The main part of the article also presents the results of a comparative analysis of the identity of the concepts competitiveness and competitive stability, and this gives grounds to conclude that the latter is a characteristic of a higher level than competitiveness, and is expressed in the ability to maintain competitiveness in the long term., №2(51) (2020)

Принятие решений в институтах высшего образования реализуется в условиях VUCA-мира: нестабильности, неопределенности, сложности, неоднозначности, являющимися значимыми контекстами современной социокультурной и организационной реальности. Данная статья представляет собой кейс-исследование процесса проектирования и открытия новой образовательной программы в одном российском университете, представленного в виде цепи взаимосвязанных решений, анализ которых выявляет и объясняет специфику принятия управленческих решений в современных университетах. Исследование опирается на смешанные методы, включающие: пять глубинных интервью с наиболее важными стейкхолдерами; включенное наблюдение за этапами развития ситуации; интервью с остальными стейкхолдерами; анализ государственных регулирующих документов и стандартов; анализа университетских регулирующих документов и стандартов. Кейс был проанализирован с использованием теории ограниченной рациональности, теории организационной анархии; идей распределения власти и влияния в организациях; концепции избегания риска при принятии решений. Анализ кейса выявил наличие размытости границ власти вовлеченных сторон, неопределенность «правил игры», исключение некоторых важных заинтересованных сторон из процесса принятия решений, частичный недостаток опыта и экспертизы в новых ситуациях принятия решений, неоднозначность ряда востребованных организационных процедур. Представлен ряд стратегий, способных потенциально редуцировать уровень неопределенности и повысить качество принимаемых решений в университетах. К ним относятся: декомпозиция проблемной ситуации, применение техник анализа сложных решений, повышение роли участия и вовлеченности, управление распределением потоков информации, недопущение феномена группового мышления. Предложены меры по организации политических переговоров, повышению качества коммуникации, применению принципов самообучающейся организации. Статья содержит новый и мало представленный в российской научной литературе анали, Making decisions in higher education institutions is realized in the context of the VUCA-world – that is, in the conditions of instability, uncertainty, complexity, and ambiguity, which are significant markers of today’s social, cultural, and organizational reality. The article is a case study of designing and implementing a new educational program in one Russian university. The analysis is shaped in a chain of interconnected decisions revealing the specifics of management decisions in modern universities. The study is based on mixed research methods, including five in-depth interviews with the most important actors involved; observation of the situation development stages; interviews with other actors involved; analysis of state regulatory documents and standards; analysis of university regulatory documents and standards. The case is studied via organized anarchy theory, power and authority in organization theory, risk avoidance and bounded rationality perspectives were used. The analysis of the case has identified the involved parties’ power boundaries blurring, the uncertainty of the «game rules», the exclusion of some important stakeholders from the decision-making process, the experience and expertise partially lacking in new decision-making situations, the ambiguity of several demanded organizational procedures. There are presented a number of strategies that can potentially reduce the level of uncertainty and improve the quality of decisions taken at universities. These include decomposing a problem situation, using techniques for analyzing complex decisions, increasing the role of participation and involvement, managing the distribution of information flows, preventing the phenomenon of group thinking. The article defines the concept of «marketing support». It is offered to consider marketing support of enterprises in the transport and logistics cluster together with such issues as support of cluster allocation regions, cluster and enterprises formation within such region. The research results of the transport and logistics system enterprises regarding the application of marketing concepts for their development support are presented. The features of relationship marketing application in the cluster are identified, the algorithm of its implementation, principles of functioning in the cluster, and also the mechanisms of interaction are defied. It is offered to consider the relationship marketing concept as a basis for trust marketing development and stakeholder marketing that will contribute to the sustainable development of enterprises in the VUCA-world., В статье определено понятие «маркетинговая поддержка». Предложено рассматривать маркетинговую поддержку развития предприятий в транспортно-логистическом кластере как сочетание таких аспектов, как поддержка регионов размещения кластера, кластерного образования и предприятий, входящих в него. Представлены результаты исследования предприятий транспортно-логистической системы относительно применения маркетинговых концепций для поддержки своего развития. Определены особенности применения маркетинга взаимодействия в кластере, предложен алгоритм его внедрения, принципы функционирования в кластере, а также механизмы взаимодействия. Предложено рассматривать концепцию маркетинга взаимодействия как основу для развития маркетинга доверия и маркетинга стейкхолдеров, которые будут способствовать устойчивому развитию предприятий в условиях VUCA-мира, У статті визначено поняття «маркетингова підтримка». Запропоновано розглядати маркетингову підтримку розвитку підприємств у транспортно-логістичному кластері в поєднанні таких аспектів, як підтримка регіонів розміщення кластеру, кластерного утворення та підприємств, що входять до нього. Представлено результати дослідження підприємств транспортно-логістичної системи відносно застосування маркетингових концепцій для підтримки свого розвитку. Визначено особливості застосування маркетингу взаємодії у кластері, запропоновано алгоритм його впровадження, принципи функціонування у кластері, а також механізми взаємодії. Запропоновано розглядати концепцію маркетингу взаємодії як основи для розвитку маркетингу довіри та маркетингу стейкхолдерів, які сприятимуть стійкому розвитку підприємств в умовах VUCA-світу.

What can we learn from the Franciscan Tradition for the management world today? This research question has lead the research at the Philosophical-Theological College of the German Capuchins for many years. In this paper we focus on the 800-year history of the Franciscan family as a learning organization in order to explore the question of transformation as a key concept of Franciscan life resp. Franciscan leadership. To do so we look at the founder of the Order, Francis of Assisi (1181–1226) first. Francis himself stands for a personal, continuous process of transformation in which he chooses the Gospel as a basic orientation for his life. He completely changed his life goals and defines the identity of the entire Franciscan organization. In this context, the core values of the Franciscans, such as evangelical poverty, serving character, and the aspect of brotherhood will be discussed. The Franciscan Community serves as a perfect field of practice for bringing together attitude and action. Finally, practical experiences from the Franciscan tradition, like developing of structural elements (e.g., the annual chapters) are related to the management context. By focusing on the practice and the focus on transformation, the Franciscan example can inspire modern organizations. [ABSTRACT FROM AUTHOR]
