Informationen sind für eine erfolgreiche Klimapolitik in doppelter Hinsicht wichtig: Sie werden benötigt, wenn Potenziale zur Vermeidung von Emissionen identifiziert und klimapolitische Instrumente ausgewählt werden. Und sie sind zentral, damit Bürger/innen selbst Entscheidungen im Sinne des Klimaschutzes treffen können.

The manufacturing sector accounts for a substantial share of the German gross domestic product, employment and carbon emissions. Therefore, reducing its energy use and carbon emissions is of crucial importance to Germany’s energy Transition. In this paper, we analyse energy use patterns in German manufacturing between 2003 and 2017, using rich administrative micro-data. We find that although the manufacturing sector has been faced with rising energy costs as a share of total costs, energy use has not declined except briefly during the economic crisis. We also find that energy intensity, and to a larger degree, carbon intensity follow a decreasing trend between 2003 and 2017. The stronger response of the latter variable can be attributed to changes in the fuel mix.

L’ article décrit les grandes lignes du droit des marchés publics allemand en se concentrant sur le niveau fédéral. Dans ce contexte il aborde les dispositions qui revêtent une importance particulière pour l'armée allemande, la Bundeswehr. Il donne également un aperçu de l'organisation des achats de la Bundeswehr. En guise d'introduction, l'article donne un bref aperçu du droit européen des marchés publics, qui constitue une base essentielle du droit allemand des marchés publics. Bedingt durch den Angriffskrieg Russlands auf die Ukraine und der damit einhergehenden Verknappung in der Erdgasversorgung sind deutsche Energie- und Strompreise in den vergangenen Monaten stark gestiegen. Zum Schutz des Wirtschaftsstandorts Deutschland hat das Bundeswirtschaftsministerium eine Begrenzung der Strompreise für energieintensive Unternehmen vorgeschlagen. Aus Sicht von Wissenschaftler/innen des ZEW Mannheim und der Universität Mannheim gibt es allerdings keine Hinweise auf einen negativen Einfluss der Strompreise auf die Wettbewerbsfähigkeit deutscher Industrieunternehmen. Empirische Studien zur Befreiung der vollständigen Zahlung der Erneuerbare-Energien-Gesetz(EEG)-Umlage sowie zu steigenden Netzentgelten zeigen, dass Industrieunternehmen mit ihrem Stromverbrauch auf Strompreise reagieren, nicht aber mit ihrer Beschäftigung oder ihrem Umsatz. Dies liegt auch daran, dass für die meisten Industrieunternehmen der Energiekostenanteil am Umsatz deutlich unter 5 Prozent liegt und andere Standortfaktoren für die Wettbewerbsfähigkeit relevanter sind. Eine Begrenzung industrieller Strompreise schwächt Anreize zur Innovation und zum Stromsparen ab. Diese Anreize aber sind dringend notwendig, um die Klimaziele zu erreichen. Während Versorgungssicherheit in der kritischen Infrastruktur sichergestellt werden muss, ist eine breite Subventionierung industrieller Strompreise für die Transformation zu einer klimaneutralen Wirtschaft eher kontraproduktiv.

Die Veröffentlichung von ChatGPT im November 2022 hat erhebliche Bewegung in die Diskussion um Chancen und Risiken der Verwendung Künstlicher Intelligenz (KI) gebracht. Dabei geht es in der aktuellen Debatte stark um den Einsatz öffentlich kostenlos oder mit Bezahlschranke angebotener, KI-gestützer ChatBots an Hochschulen und Schulen. Allerdings müssen auch die öffentlichen Verwaltungen und Unternehmen die Entwicklung solcher ChatBots begleiten, um Fehlentwicklungen bei der Verwendung solcher Systeme, die Lösungen in Textform vorschlagen, vorzubeugen. Dieser Beitrag diskutiert insoweit – ohne Anspruch auf Vollständigkeit – relevante Aspekte mit einem Fokus auf der Verwendung von ChatBots zur Vorbereitung von juristischen oder ökonomischen Entscheidungen sowie von wissenschaftlichen u.ä. Ausarbeitungen.

Der Beitrag beschreibt die Grundzüge des deutschen Vergaberechts mit Fokus auf der Bundesebene. Dabei wird auch auf Vorschriften eingegangen, die für die Bundeswehr von besonderer Bedeutung sind. Daneben wird ein Überblick über die Beschaffungsorganisation der Bundeswehr gegeben. Einleitend gibt der Beitrag eine knappe Übersicht über das EU-Vergaberecht, welches eine wesentliche Grundlage des deutschen Vergaberechts darstellt.

Not blindness itself, but blindness as a symptom for an inner seeing and as a counterforce against a one-sided fixation on beauty and taste were the reasons why Marcel Duchamp from 1916 onwards was occupied with the theme of blindness. Two volumes of The Blind Man were displayed in 1917 on the exhibition of the Society of Independent Artists in New York. The second volume contained comments about the fact that Duchamp’s contribution of a Fountain, his now so famous ready-made Urinoir, signed “R. Mutt”, was rejected by the apparently jury-less committee. This means that the theme of blindness was expressed twice: no one could see the work and so his theoretical opposition against beauty and taste could not be illustrated by the Urinoir either. How Duchamp from then on also challenged the other senses, so as to avoid focusing only on the eyes, will be dealt with in this article as well. Arguments from the biography, philosophy, mythology, and iconography will be used to underpin the article’s main thesis. In this sense the question may be asked whether Duchamp was inspired in this group of his works by humorous etymological and literary references. In the end it will become clear that the theme of blindness in his work and artistic theory is highly paradoxical.

Information-based policies play an important role in environmental protection efforts around the world. These policies use information provision and/or disclosure to shape behavior in order to meet the policy objective; for example, mandatory information disclosure requires firms to measure and report their pollutant emissions. This study investigates the influence of a particular information-based policy - the European Union's mandatory and public emission registry of polluting facilities - on financial outcomes of German firms: revenues, costs, and profits. Using detailed firm-level data for the years 1998 to 2016, we exploit size- and pollution-specific reporting thresholds to isolate the effect of this policy. We compare firms that own facilities required to report in the first EPER wave with similar firms that do not own such facilities. For this comparison, we deploy both a difference-in-differences design and an event study. Our findings suggest that the introduction of EPER in 2001 increased both operating revenues and expenditures, yielding a neutral impact on the operating profits of affected firms. These results support neither of the two competing hypotheses regarding financial outcomes: costly regulation hypothesis and Porter Hypothesis.
