RIVM rapport:Gebromeerde vlamvertragers zijn tot de voedselketen van de mens doorgedrongen. De aanwezigheid van deze stoffen in voedsel vormt vooralsnog geen risico voor de gezondheid. Dit is wel het geval wanneer het gehalte in voedingsmiddelen toe zou nemen. Het in kaart brengen van gebromeerde vlamvertragers in voeding blijft daarom nodig. Vlamvertragers met broom zijn vanuit het milieu in het voedsel terechtgekomen. Vanuit voedsel, maar ook uit bijvoorbeeld huisstof, worden deze stoffen in het lichaam opgenomen. Door hun scheikundige eigenschappen verlaten zij het lichaam maar heel langzaam. Hierdoor slaat het lichaam vlamvertragers in feite op. Om vast te stellen of blootstelling aan vlamvertragers schadelijk is zijn voedingsmiddelen op aanwezigheid van vlamvertragers onderzocht. Daarnaast is, als maat voor de hoeveelheid in het lichaam, ook moedermelk onderzocht. In Nederlandse voedingsmiddelen konden twaalf vlamvertragers aangetoond worden. Hiervan bleken er elf ook in moedermelk voor te komen. Het moedermelkonderzoek liet verder zien dat de hoeveelheid vlamvertragers in het lichaam tussen 1998 en 2003 niet afgenomen is. Om vast te stellen of de blootstelling aan vlamvertragers ook risicovol is, moet gewerkt worden met de maximaal dagelijks toelaatbare inname van deze stoffen. Zo'n maximale inname is voor één vlamvertrager beschikbaar. Tussen de blootstelling aan deze vlamvertrager via de voeding en zijn maximaal toelaatbare inname bestaat slechts een zeer kleine marge. Hoewel er op dit moment nog geen nadelige effect op de gezondheid is, kan dit snel veranderen wanneer meer vlamvertragers in voedingsmiddelen terechtkomen. Monitoringsonderzoek naar vlamvertagers in voeding blijft nodig. Daarnaast zou de blootstelling via huisstof beter in kaart gebracht moeten worden., Brominated flame retardants have entered the human food chain. For the time being the occurrence of these chemicals in Dutch food does not pose a human health risk. However, this might easily change at increasing contents of flame retardants in Dutch food. The monitoring of brominated flame retardants in Dutch food therefore remains necessary. Brominated flame retardants are environmental contaminants which have entered the human food chain. Next to food these chemicals can also enter the human body by ingestion of house-dust. Due to their persistent behaviour brominated flame retardants leave the human body very slowly. Brominated flame retardants therefore have bioaccumulating properties. In order to determine the health risk of brominated flame retardants these chemicals have been investigated in Dutch food product and, as a measure of the amount in the body, in Dutch breast milk. In Dutch food twelve flame retardants were found, eleven of which also occurred in breast milk. Contrary to results in Sweden the content of flame retardants in Dutch breast milk did not decline between 1998 and 2003. For health risk assessment a maximal allowed intake level is needed. Such an intake level is only available for the flame retardant PolyBromoDiphenylEther-99 (PBDE-99). At the moment the exposure to PBDE-99 from food equals its maximal intake level. So, though the exposure to PBDE-99 does not pose an immediate health risk, this may easily change when the content of brominated flame retardants in Dutch food would increase. The continuous monitoring of brominated flame retardants in Dutch food therefore remains necessary.

RIVM rapport:In de context van het project 'Functionele Biodiversiteit werd de beinvloeding van ecosysteem functies bestudeerd door het effect van pesticiden op zoetwater gemeenschappen bestudeerd. Voedselweb modellen werden opgesteld die het effect beschrijven van een herbicide, linuron en een fungicide, carbendazim, op macrofyten gedomineerde microcosmos. Een vergelijking van functionele en structurele biodiversiteit toonde aan dat functies die geassocieerd zijn met doelsoorten gevoeliger zijn dan soortsamenstelling in het geval van linuron, en minder gevoelig in het geval van carbendazim. In het algemeen is verlies van functie gekoppeld aan verlies van soorten. Alhoewel enig herstel naar de oorspronkelijke soortsamenstelling kan optreden, is het nodig om de relatie met herstel van functies nader te onderzoeken., In the context of the project 'Functional Biodiversity', impairment of ecosystem function by toxic chemicals was studied by modeling the effects of pesticides on freshwater communities. Food web models were built to describe the effects of the herbicide, linuron, and the fungicide, carbendazim, in indoor macrophyte-dominated microcosms. Comparison between functional and structural biodiversity showed functions associated with target species to be more sensitive than species composition in the linuron case, and less sensitive in the carbendazim case. In general, function loss was found to be associated with species loss. While some recovery of species composition occurs, the relationship to recovery of functions needs further study

RIVM rapport:Verslag van een workshop gehouden op 16 en 17 september 1996 in Woudschoten, Zeist. De workshop werd georganiseerd op verzoek van en in samenwerking met het Directoraat-Generaal Milieubeheer van het Ministerie voor VROM. De stand van zaken m.b.t. de interactie werd besproken. Zestien presentaties van wetenschappers uit verschillende landen zijn in dit rapport opgenomen. Enige afsluitende conclusies waren: bij het terugdringen van eutrofiering zal het belang van de interactie toenemen ; de interactie is vooral van belang bij persistente hydrofobe verbindingen een zware metalen ; ondanks het feit dat eutrofe systemen als sink voor toxicanten kunnen dienen verdient het geen aanbeveling om die systemen eutroof te houden ; het heeft geen zin prioriteiten te stellen in de emissiereductie tussen nutrienten en toxische stoffen, beide dienen voortvarend aangepakt te worden., Proceedings of a workshop organised in response to a request of the Ministry of Housing, Spatial Planning and the Environment by the National Institute of Public Health and the Environment. To discuss the state-of-the-art in research on the interaction between contaminants and nutrients sixteen presentations of scientists from different countries have been concluded in the proceedings. Concluding remarks were: the lower the trophic state reached in combatting eutrophication, the more important the interaction of toxicants ; interactions are especially important when it comes to persistent hydrophobic substances and heavy metals ; although eutrophic systems act as a sink for toxic substances, it is not recommended to keep these systems eutrophied ; it is not recommended to give priority to either contaminants or eutrophication in emission reduction ; both have to be attacked simultaneously.

RIVM rapport:Betreft metingen die geacht worden essentieel te zijn voor een doelmatige controle van radioactieve besmetting in het milieu. De analyses worden uitgevoerd in monsters luchtstof, depositie, gras en melk. Monsters van gras en melk zijn genomen in de omgeving van Nederlandse kerncentrales en op Nederlands grondgebied in de omgeving van kerncentrales in het buitenland. Ook zijn melkmonsters van vier melkfabrieken, verspreid over het land, geanalyseerd. In dit rapport worden tevens de resultaten van het Landelijk Meetnet voor Radioactiviteit (LMR) besproken. Op basis van de resultaten is de conclusie van de rapportage dat de resultaten niet significant afwijken van de resultaten van het voorgaande jaar. De gemeten stralingsniveaus en activiteitsconcentraties zijn overeenkomstig respectievelijk het niveau en de concentraties van de periode vlak voor het ongeluk met de centrale in Chernobyl in april 1986., Measurements are considered essential for an adequate assessment of radioactivity in the biosphere. The programme of RIVM/LSO includes samples of airdust and deposition taken at the RIVM premises in Bilthoven. Samples of grass and milk were taken from the surroundings of nuclear installations in the Netherlands and on Dutch territory in the vicinity of such installations situated abroad. An overall country milk sample from four milk factories in the Netherlands was also analysed. Data of the National Radioactivity Monitoring Network (LMR) in 1995 are presented as well. Based on the results it is concluded that no significantly deviations from values in previous years were observed. In all cases the activity concentrations are back to or even lower than the levels of just before the Chernobyl accident.

RIVM rapport:Toepassing van CATS modellen voor een regionale risicobeoordeling van bioaccumulatie bleek mogelijk. Voorbeeldstudies voor zware metalen en organotin lieten zien dat beginconcentraties, de belasting van het systeem en sorptieconstantes de berekening van platrisico's sterk beinvloeden. Consistente milieunormen voor land, water en sediment maken een vergelijking mogelijk tussen verschillende ecosystemen en/of regio's. Het beoordelen van bioaccumulatie van verschillende stoffen in voedselwebben is minder consistent omdat kritische concentraties, NOECs etc. vaak niet voor dezelfde organismen voorhanden zijn. De overschrijding van bestaande normen voor voedselwebben kan routinematig worden berekend door de hier getoonde berekeningswijze te vereenvoudigen., Application of CATS models for regional assessment of bioaccumulation risks proved feasible. Case studies on heavy metals and organotin showed that initial concentrations, toxicant loading of the system and sorption coefficients strongly influence the prediction of bioaccumulation risks. Consistent quality objectives for soil, water and sediment allow a comparison between different ecosystems or regions. The evaluation of foodweb bioaccumulation for different toxicants is much less consistent since critical concentrations, NOECs etc. are not always available for the same organisms within food webs. Exceedance of quality objectives for food webs can be calculated on a routine basis by simplification of the procedure presented here.

RIVM rapport:Een model is ontwikkeld voor de berekening van Maximaal Toelaatbare Risiconiveau's (MTR's) in water voor stoffen die accumuleren in voedselketens van zeevogels en zeezoogdieren. Berekeningen zijn uitgevoerd voor twee zoutwater AMOEBE soorten: visdief (Sterna hirundo) en zeehond (Phoca vitulina) en vijf stoffen: cadmium, methylkwik, lindaan, dieldrin en PCB153. Laboratoriumgegevens zijn verzameld met betrekking tot de toxiciteit voor vogels en zoogdieren en de bioaccumulatie in de meest belangrijke aquatische voedseltypen. NOEC's worden ge-extrapoleerd van laboratorium naar veldomstandigheden door correctie voor verschillen in metabolische snelheid van vogels en zoogdieren en calorische waarde van voedsel. Er is zeer weinig informatie beschikbaar om te onderzoeken of de interne gevoeligheid van zeevogels en zeezoogdieren voor de geselecteerde stoffen afwijkt van die van andere vogels en zoogdieren. In vitro enzym testen doen vermoeden dat de visdief minder gevoelig is voor PCB153 dan de kip. De totale bioaccumulatie in voedselwebben is berekend uit de combinatie van opname via water, voedsel en sediment, achtereenvolgens aangeduid als bioconcentratie, biomagnificatie en bio-sediment accumulatie. De visdief wordt voornamelijk blootgesteld via een enkele voedselketen: water - fytoplankton - zooplankton - planktonetende vis - visdief. De zeehond staat aan de top van een uitgebreid voedselweb met sedimentsorganismen, tweekleppigen, kreeftachtigen, fyto- and zooplankton, planktonetende vis, visetende vis en omnivore vis. De onzekerheid in de blootstellingsschatting van stoffen is hoger voor de zeehond dan voor de visdief door het gebrek aan gegevens voor biomagnificatie factoren (BMF's) en bio-sediment accumulatie factoren (BSAF's). Vergelijking met mesocosmos en velddata maakt duidelijk dat het model de bioaccumulatie van PCB153 redelijk voorspelt, terwijl voor sommige organismen de bioaccumulatie van Cd wordt onderschat. Geconcludeerd wordt dat de huidige ge-integreerde, A model has been developed for calculating Maximum Permissible Concentrations (MPCs) in water for chemicals accumulating in food webs of sea birds and mammals. In vitro enzyme tests suggest that the common tern is less sensitive to PCB153 than the domestic chicken. The total bioaccumulation in food webs is calculated by combining uptake from water, food and sediment: processes called bioconcentration, biomagnification and bio-sediment accumulation, respectively. The common tern is exposed to chemicals via a single food chain: water - phytoplankton - zooplankton - planktonivorous fish - common tern. The harbour seal heads an extensive food web, including sediment organisms, bivalves, crustaceans, phytoplankton and zooplankton, planktonivorous fish, piscivorous fish and omnivorous fish. The uncertainty in the exposure assessment of chemicals is higher for harbour seal than for common tern due to the scarcity of biomagnification factors (BMFs) and bio-sediment accumulation factors (BSAFs). Comparison with mesocosm and field data shows the model to predict the bioaccumulation of PCB153 fairly well, whereas it underestimates the bioaccumulation of Cd by some organisms. It can be concluded that the current integrated MPCs for the selected chemicals in the Dutch marine environment have to be adjusted to lower values in order to protect commo

RIVM rapport:Dit rapport bevat de resultaten van een inventariserend literatuuronderzoek naar de overdracht van zeldzame aardmetalen (ZA) in de keten kunstmest - bodem - voeder - en voedingsgewassen - vee en mens. Op grond van de hoeveelheid fosfaathoudende kunstmest die in Nederland wordt gebruikt en de geschatte ZA-gehalten in deze kunstmest wordt geconcludeerd dat de jaarlijkse toename van de ZA-gehalten in de bodem zeer gering is (0,01 promille tot 1 promille in vergelijking met de achtergrondgehalten). Voor voedergewassen respectievelijk voedingsgewassen liggen de bioconcentratiefactoren (BCF = C-gewas/C-grond ; beide gehalten op drooggewicht basis) voor ZA meestal tussen de 0,001 en 0,1 respectievelijk 0,0001 en 0,01. Deze BCF-waarden geven aan dat ZA in geringe mate worden geaccumuleerd, vooral in voedingsgewassen. De BCF-waarden voor ZA zijn gemiddeld genomen aanzienlijk lager dan die voor een aantal andere metalen, waaronder lood, zink en cadmium. Bij vee levert de consumptie van grond de belangrijkste bijdrage aan de inname van ZA. Bij de mens levert de consumptie van plantaardige produkten naar verwachting een grotere bijdrage aan de inname van ZA dan de consumptie van dierlijke produkten. Een kwantitatieve risicobeoordeling voor de mens is niet mogelijk vanwege het ontbreken van blootstellingsgegevens en vanwege het niet beschikbaar zijn van een TDI voor een aantal van de ZA. Op grond van de gegevens in dit rapport kan wel worden geconcludeerd dat het gebruik van kunstmest niet leidt tot een relevante verhoging van de (achtergrond)blootstelling aan ZA vanuit de voeding en dus ook niet tot een verhoogd risico., This report summarizes literature data on the transfer of rare earth metals (RE) in the chain artificial fertilizers - soil crops - livestock and man. Based on the amounts of artificial fertilizers (containing phosphates) used in The Netherlands and the estimated RE content in these fertilizers it is concluded that the annual increase in RE levels in soil is very low (0.01 permillage to 1 permillage compared to background levels). Bioconcentration factors (BCF = C-crop/C-soil, based on dry weight levels) for RE are usually within the range of 0.001 to 0.1 for feed crops and 0.0001 to 0.01 for food crops. These BCF-values indicate a low accumulation potential, especially in food crops. The BCF-values for RE are (on average) considerably lower than those for a number of other trace elements such as lead, zinc and cadmium. With respect to the intake of RE by livestock, the ingestion of soil contributes greatly and is more important than the intake from feed crops. With respect to the intake of RE by man it is estimated that the consumption of vegetable products contributes more than the consumption of animal products. A quantitative risk assessment for man is not possible, because of the lack of exposure data and because data on the tolerable daily intake (TDI) are not available for all RE. On the basis of the data in this report it is concluded that the use of artificial fertilizers does not lead to a relevant increase in the (background) exposure to RE from food and, consequently, not to an increased risk.

RIVM rapport:Bodemverontreinigende stoffen kunnen via accumulatie in voedselketens toxische effecten hebben op vogels en zoogdieren (doorvergiftiging). In de huidige procedure voor doorvergiftiging in de normstelling wordt de maximaal toelaatbare concentratie (MTR) van een stof in de bodem alleen gebaseerd op de voedselketen: bodem --> worm --> vogel/zoogdier en berekend met MTR(bodem) = NOEC(vogel of zoogdier) / BAF(voedsel), waarbij BAF de bioaccumulatiefactor is, en NOEC is de hoogste concentratie in het voedsel waarbij nog geen effect optreedt. In het onderhavige onderzoek is het bovengenoemde algoritme uitgebreid met: 1. de belangrijkste terrestrische voedselketens, 2. correctiefactoren voor de NOECs met betrekking tot verschillen tussen laboratorium en veld omstandigheden, 3. het genereren van een kansverdeling voor de MTR uit stochastische, in plaats van constante, BCFs, BAFs en NOECs. Voedselwebben zijn gemodelleerd voor acht soorten roofvogels en twee soorten roofdieren met onderling verschillende voedselkeuze. Zes stoffen zijn geselecteerd op basis van de beschikbaarheid van gegevens voor bioaccumulatie en toxiciteit: DDT, dieldrin, lindaan, pentachlorofenol (PCP), cadmium en (methyl)kwik. Modelberekeningen zijn uitgevoerd met gemiddelde waarden voor voedselkeuze en correctiefactoren. Het model kan aangepast worden aan specifieke locaties, seizoenen en levensstadia door deze inputparameters te varieren. Uit literatuurgegevens kan afgeleid worden dat er gecorrigeerd moet worden voor calorische waarde en assimilatie-efficientie van voedseltypen, en bovendien voor metabolische snelheid (energieverbruik) van vogels en zoogdieren. Van de assimilatie-efficientie van stoffen en van soortsgevoeligheid is erg weinig bekend. De beschikbare informatie geeft geen aanleiding om te corrigeren voor deze beide factoren. Food webs are constructed for eight bird of prey species and two beast of prey species with different food choice. Six compounds are selected based on the availability of bioaccumulation and toxicity data: DDT, dieldrin, lindane, pentachlorophenol (PCP), cadmium and methyl mercury. Model calculations are made with average values for food choice and correction factors. The model can be adjusted to specific locations, seasons and life-stages by varying these input parameters. Literature data reveal that it is appropriate to correct for caloric content and assimilation efficiency of food types, as well as for metabolic rate of birds and mammals. The scarce information about pollutant assimilation efficiency and species sensitivity does not indicate the necessity to correct for these factors. Species feeding on birds (Sparrowhawk, Goshawk) and small carnivorous mammals (Buzzard, Barn Owl) are exposed to a much higher extent to the contaminants than species feeding on small herbivorous mammals (Kestrel, Long-eared Owl). RIVM rapport:Bij dit rapport hoort een bijlage met nummer 679101012A, Values are derived which can be used to set integrated environmental quality objectives (limit and target values) for 25 compounds with a potential for secondary poisoning. First, Maximum Permissible Concentrations (MPs) and Negligible Concentrations (NCs) are derived for water, sediment and soil based on direct effects on aquatic and soil organisms using extrapolation methods and on possible adverse effects due to secondary poisoning. Two foodchains are taken into account: an aquatic route (water --> fish or mussel --> fish- or mussel-eating bird or mammal), and a terrestrial route (soil --> earthworm --> worm-eating bird or mammal). Thereafter MPCs and NCs are harmonized using the equilibrium partitioning method. Secondary poisoning may be critical via the aquatic route for the following compounds: aldrin, cadmium DDT and derivates, dieldrin, endrin, all HCH isomers, penta- and hexachlorobenzene and methyl-mercury. For heptachlor, heptachlor epoxide and quintozene toxicity data for aquatic organisms as well as birds and mammals are too scarce to draw conclusions. Via the terrestrial route secondary poisoning may by critical for cadmium, copper, penta- and hexachlorobenzene and methyl-mecury. Due to scarcity of data (effects on soil organisms as well as toxicity data for birds and mammals) these results should be treated with caution. Also the method for assessing effects due to secondary poisoning via the terrestrial food-chain has several important limitations. The method applied in the present report to incorporate effects due to secondary poisoning is considered a first screening. For those compounds for which these effects may be critical more research is necessary, of which obtaining local and species specific information from field studies is most important.

RIVM rapport:This 1992 annual report presents the results of biosphere sample measurements by the Laboratory of Radiation Research (LSO) of the National Institute of Public Health and Environmental Protection (RIVM). The measurements are part of the National Measurement Programme (NMP) of the Coordinating Committee for the Monitoring of Radioactive and Xenobiotic Substances (CCRX) in the Netherlands. The NMP is considered essential for an adequate assessment of radioactivity in the biosphere. The programme of the RIVM/LSO includes samples of airdust and deposition taken at the RIVM premises in Bilthoven. Contrary to previous years measurements of radioactivity concentrations in surface- and sea water samples were not performed. Samples of grass and milk were taken from the surroundings of nuclear installations in the Netherlands and on Dutch territory in the vicinity of such installations situated abroad. An overall country milk sample from four milk factories in the Netherlands was also analysed. This report also presents information concerning the operationality and the data of the National Radioactivity Monitoring Network (LMR) in 1992. These data are not included in the NMP. In 1992, the yearly average gross alpha-and gross beta-activity concentration of airdust was 0.06 +- 0.01 and 0.44 +- 0.06 mBq.m-3, respectively. These values were significantly higher than those of previous years. This effect is explained by a change in the procedures for sample taking and sample treatment. The aerosol monitors of the LMR had an average availability of 88% in 1992, which is an improvement over the value of 76% in 1991. In 1992, just as in previous years, some structural monitor failures reduced the availability. The proportional counters were almost free of failures ; the average monitor availability was 96%, which is also an improvement compared to the 92% of the year before.

RIVM rapport:Recently methods have been developed in the Netherlands to assess quality standards for the environment. Maximum permissible concentrations have been derived for direct exposure to environmental media. In 1991 two simple foodchains were analyzed at the RIVM. - Water --> Fish --> Fish-eating birds and/or mammals - Soil --> Worm --> Worm-eating birds and/or mammals. A general algorithm was provided to include secondary poisoning (exposure to contaminated food) in setting quality standards for the environment. The aim of this report is to give recommendations for future research and a concept for a more complicated terrestrial food chain: Soil --> Plant, worm, insect, etc. --> Small bird, small mammal --> Bird and beast of prey. A more precise description of the effects of compounds in the environment and of the factors influencing ecological and toxic effects are given. An overview of existing models dealing with biomagnification is presented. It is proposed to use a food web model based on aggregated groups of animals and plants. Since many species may be present within the system, e.g. plants, worms, insects, etc. and to a less extent in the group of small mammals and birds, it is proposed to aggregate the organisms in these levels in functional groups to reduce the complexity of the system. From this report it is apparent that the following correction factors for the toxicity data should be part of the model - laboratory versus field, - normal versus extreme conditions, caloric conversion, - food assimilation efficiency, pollutant assimilation efficiency and - relative sensitivity. It is recommended to use data from laboratory studies for building the model and to use field data for the validation of the model. Although it is possible to carry out the risk assessment with for instance constant bioaccumulation factors or other parameters, it is recommended also to consider these parameters as stochastic parameters.

RIVM rapport:A model has been developed for the ecological risk assessment of cadmium accumulation in meadow ecosystems. Foodweb structure is based on functional groups, which implies that variability within the group exists with respect to both physiological and toxicokinetic parameters. A probabilistic treatment of model outputs, e.g. concentrations is used, to account for inherent biological variability and model uncertainty, and to assess ecotoxicological risks. The Maximum Permissible Concentration (MPC) in soil, with regard to protecting 95% of the species, is exceeded at all cadmium load reduction scenarios in 2015 and 2050. Because of the high accumulation of earthworms, environmental standards for cadmium in food of moles and meadowbirds are exceeded at all loading scenarios. The probability that more than 5% of herbivorous species are unprotected against sublethal effects of cadmium, is predicted to be 45% in 2015 and 85% in 2050 at the present cadmium load. This example shows that with CATS models, a broad range of environmental quality standards can be compared in an integrated modelling effort.

RIVM rapport:Abstract niet beschikbaar, This report provides an overview of (1) the most important exposure pathways related to the releases of radionuclides and (2) of dispersion models. Sources considered are nuclear power plants under normal working conditions, laboratories, non-nuclear industries, the storage of nuclear waste and consumer products. Emission of radionuclides mainly takes place via air and water, after wich distribution can continue via air, (ground)water soil and the foodchain. Part 1 of this document gives an overview of the radionuclides that can be released by the selected sources and the resulting exposure pathways. Through the use or the consumption of contaminated water, plants, animals and animal products, the inhalation of contaminated air as well as through external exposure man can sustain a dose. In part 2 this report gives an overview of dispersion models for radionuclides that are available in the Netherlands. These models calculate the distribution of (radioactive) chemical substances through air, water and/or soil. Integrated models concerning more than one compartment and/or are capable of making dose calculations are categorized under the compartment for which it is most applicable. This overview have led to the description of a conceptual model for all compartments, the definition of parameters and the most implementable values.
