This thesis reports on a study on the use of backcasting for climate adaptation in water management. It offers new insights and recommendations for the further development of backcasting approaches for transformative climate adaptation.

In the face of climate change, a major challenge is to inform and guide long-term climate change adaptation planning under deep uncertainty, while aiming at transformative change. Normative futures studies approaches, such as participatory backcasting, visioning and transition management, are increasingly applied, but their potential for climate change adaptation research and practice remains undervalued. This paper aims to advance the potential of backcasting in climate adaptation, by comparing various climate change adaptation studies that have used backcasting or visioning approaches. A framework has been further developed and applied to evaluate 10 cases in Africa, Europe and North America, using four dimensions: (i) inputs and settings; (ii) process and methods (iii) results, and (iv), impact. Our evaluation provides key insights into the use and further development of backcasting for climate adaptation. In Bangladesh, people primarily depend on on-site sanitation facilities (OSSF) with an immense challenge in achieving safe sanitation due to unplanned infrastructure development, improper management of fecal sludge, and inadequate monitoring. The commitment of attaining Sustainable Development Goals (SDG) 6.2 (ensuring safe sanitation for all) by 2030 requires immediate attention in the management of fecal sludge for low-middle income countries. This paper presented the findings, challenges, and possible ways forward from a study conducted to provide data for Information and Communication Technology (ICT)-based fecal sludge management (FSM) at a municipality in the northwest of Bangladesh. A total of 18,808 households and 407 institutions in Saidpur municipality, a non-sewered town in Nilphamari district, were studied to understand the type of containment structures and on-ground desludging practices. The study showed around 10% of containments were connected to the drains illegally, 95% of the people in Saidpur practiced unsafe disposal, and 7% still practiced open defecation. To identify these malpractices, the study also implemented an ICT-based sustainable solution through a web application that enabled the local administrator to have a global look at the sanitation scenario of the municipality. The dashboard was developed to create a total sanitation monitoring system, identify defaulters, allow target-based safe managed sanitation service strategies, and ensure sustainability in FSM. The study highlighted the accessibility of vacuum truck services projecting through a spatial map and identified methods to empty the septic tanks where Vacutag services are unavailable by engaging local pit emptiers. The innovative approach of fecal sludge management will help not only to improve the existing sanitation practices but also raise community awareness to ensure sustainable sanitation system. The current COVID-19 pandemic has affected societies across the world while its economic impact has cut deeper than any recession since the Second World War. Climate change is potentially an even more disruptive and complex global challenge. Climate change could cause social and economic damage far larger than that caused by COVID-19. The current pandemic has highlighted the extent to which societies need to prepare for disruptive global environmental crises. Although the dynamics of combating COVID-19 and climate change are different, the priorities for action are the same: behavioral change, international cooperation to manage shared challenges, and technology's role in advancing solutions. For a sustainable recovery from the COVID-19 crisis to be durable and resilient, a return to ‘business as usual’ and the subsequent often environmentally destructive economic activities must be avoided as they have significantly contributed to climate change. To avoid this, we draw lessons from the experiences of the waves of the COVID-19 pandemic and beyond to advance sustainable development., Energy & Industry

This paper analyses five major transitions in watershed management in the Lower Mississippi River from the early 19th century to the present. A conceptual framework is developed for analysing the role of visions, agency, and niches in water management transitions and applied to a historical case on water management in the Lower Mississippi River. It is shown that water management regimes change over time and that major transitions were preceded by niches, in which new visions were developed and empowered. The case shows that: (i) emerging visions play an important role in guiding transitions; (ii) agency enables the further diffusion of visions and niches; (iii) vision champions play an important role in transitions, but are not decisive; (iv) each transition has led to an extension of the number of societal functions provided, which has led to more complex water management regimes in which functions are combined and integrated; and (v) external landscape factors are important, as they can lead to awareness and urgency in important decision making processes., Energy & Industry

In the face of climate change, a major challenge for policy makers is to develop robust scenario-based strategies for climate change adaptation and mitigation options. This paper presents a novel approach for environmental assessment of climate change mitigation scenarios. Scenarios, and particularly backcasting scenarios, are often used as a strategy for exploring options and measures for achieving environmental targets, such as climate change mitigation. Measures and options generated through backcasting scenarios are often opted for achieving one particular target and such scenarios are seldom assessed in relation to other environmental aspects. This limits the achievability of other goals and policies. When the implementation of a measure makes it more difficult to fulfil some other goal that the decision maker aims to achieve, a conflict arises between these goals. This paper presents a qualitative environmental assessment of scenarios that identifies conflicts and synergies in regard to a broad range of environmental targets. The method is illustrated in an assessment of four future scenarios assuming zero greenhouse gas emissions 2060 in relation to a variety of environmental aspects, operationalized in policy goals. The scenarios concern rural land use in Sweden, and the goals were the Swedish environmental goals. In this paper potential goal conflicts and synergies that could arise if the strategies and developments in the scenarios were to be realised are analysed. We discuss the assessment and point at research needs that have to be addressed if we are to understand how to better assess 1 environmental goal conflicts, and produce scenario outcomes that can inform specific policies, but with less risk of imposing on fulfilment of other policy goals., QC 20181127
