Marine kelp forests cover 1/3 of our world's coastlines, are heralded as a nature-based solution to address socio-environmental issues, connect hundreds of millions of people with the ocean, and support a rich web of biodiversity throughout our oceans. But they are increasingly threatened with some areas reporting over 90% declines in kelp forest cover in living memory. Despite their importance and the threats they face, kelp forests are entirely absent from the international conservation dialogue. No international laws, policies, or targets focus on kelp forests and very few countries consider them in their national policy. The Kelp Forest Challenge addresses that gap. Together with 252 kelp experts, professionals, and citizens from 25 countries, the Kelp Forest Challenge was developed as a grassroots vision of what the world can achieve for kelp forest conservation. It is a global call to restore 1 million and protect 3 million hectares of kelp forests by 2040. This is a monumental challenge, that will require coordination across multiple levels of society and the mobilization of immense resources. Pledges may therefore include area for protection or restoration, enabling pledges which assist in conservation (funding, equipment, professional expertise, capacity building), or awareness-based pledges which increase awareness or education about kelp forests. Correspondingly, participants may be from government, scientific institutions, private sector, NGOs, community groups, or individuals. This challenge is the beginning of a 17-year mission to save our kelp forests and anyone and any organisation is invited to participate.

Global concerns about climate change were once again expressed at the COP27 in Sharm El-Sheikh. Seaweed is frequently presented as a solution for climate mitigation. For a proper appraisal of its contribution to mitigating climate change, it is necessary to distinguish between, and critically scrutinize, the various pathways seaweed-based climate mitigations can take. This article identifies four different climate mitigation pathways and critically reflects on each. First, carbon sequestration, occurring when grown seaweed is left in the seas or, second, purposefully sunk. Third, carbon emission reduction, resulting when seaweed-based products replace products with a higher carbon footprint, either fossil based products or other organic material. Fourth, carbon emission avoidance, taking place when seaweed products are used to avoid greenhouse gas emissions in other production processes. Each of these pathways requires specific methods to quantify their magnitude and comes with critical questions to ask. The sequestration pathway requires monitoring of net carbon production and the amount of carbon that is eventually exported to the deep sea. Pathways 3 and 4 require Life Cycle Assessment and/or Carbon Footprint with system boundaries set to include the production system itself and installation thereof. We propose an unequivocal categorization in a belief that confusion on the benefits of seaweed will eventually impede development of seaweed-based solutions. There is evidence that seaweed production can involve a variety of physical risks, but there has been little study of how wider contextual factors - such as enterprise size, economic and business relations, and forms of employment arrangements - may affect workers' safety. This study explores the impact of such aspects on workers' experiences of occupational safety and health (OSH) risks and their management in the developing seaweed industry, in North West Europe. Based on qualitative findings from a survey and discussions with owners/managers, workers and stakeholders in the industry, the study identified a number of issues relating to OSH in seaweed production. These include the predominance of micro small enterprises, the presence of significant risks to health and safety and limitations in the capacity of owners/managers to address them, as well as structural and economic factors in the sector that promote precarious work, and the low visibility and inaccessibility of micro and small enterprises (MSEs) to both public and private regulations. The paper discusses experiences of these issues in the emergent industry and relates them to the wider literature about work health and safety in micro and small firms and precarious and non-standard forms of work, typically found in agriculture and food production. Findings point to the need for better orchestration of public and private regulatory influences and further research to determine if strategies that are seen as successful in other sectors could be transferred to the emergent European seaweed industry.

The EU has proposed a voluntary framework for certification of carbon removals which remains vague on blue carbon and in particular, carbon removal through use of seaweeds. Seaweed is considered an emerging blue carbon option. Various studies have confirmed the potential of seaweed to contribute to long-term carbon removal, storing it away from the atmosphere for 100 years and more. Certification of seaweed carbon sequestration is promoted, even in other EU communications. This article reviews early experiences with certification of carbon and nutrient removal by aquaculture using the QU.A.L.ITY criteria proposed by the EU. Examples reviewed include the Seaweed Company, Venice Bay, Yokohama Bayside marine, and Chesapeake Bay in the USA. After reviewing these examples, we call on the European Commission to move forward towards certification of blue carbon. If the EU is to lead global climate mitigation efforts, including carbon removal, it should take seaweed blue carbon seriously and include it in its voluntary framework. To enhance the awareness of the relevance and the acceptance of the carbon credits from seaweed, a methodology has to be developed that, building on experiences gained, deals with inherent uncertainties.

There is considerable interest in the Netherlands and Europe in the potential of seaweed as source of food, feed and biomass for a biobased economy. The aim of this study is to evaluate the macro-economic effects of increasing seaweed production in the North Sea. The explorative analysis showed that the seaweed sector in NSR is in its nascent stages. Despite an modelled 10% annual growth over next 30 years, production in the North Sea Region remains too small to have any visible impact on global markets for seaweed. The size of the seaweed sector remains too small to function as alternative source of protein in consumer diets. The Modular Applied GeNeral Equilibrium Tool (MAGNET) was used in this study. MAGNET is a recursive dynamic, multi-regional, multi-commodity CGE model, covering the entire global economy. The best available data from FAO and information from scientific literature were used. We emphasise that results are indicative and should be used as such. More reliable data collection and improved insights in the different cost structures in various North Sea region countries can improve the accuracy of the simulations.

The goal of this study, conducted under the Proseaweed programme, is to learn from international experiences about the business case of seaweed farming in the Dutch North Sea. This report provides an overview and analysis over the limited data on the costs computed in previous studies. Three interviews with promising companies were conducted: Ocean Rainforest, Artic Seaweed and The Seaweed company.Literature and case studies were used to gather qualitative data on factors leading to successful seaweed farming, so-called success factors. The results show that site selection with ideal water conditions is essential for a good harvest and even the potential for longer operating windows. These conditions are not found in the Dutch North Sea and innovations would be needed.

The feasibility of European seaweed farming depends on the valorisation of algal biomass harvested. In the present work we have combined sequential extraction processes from Saccharina latissima to produce a range of products, focusing on the extraction of fucoxanthin using supercritical CO2 followed by different valorisation routes. We optimised the conditions the for extraction of fucoxanthin (40 MPa, temperature has little impact on extraction) and the extracts obtained were tested on cancer cell cultures to determine the antiproliferative effects of this pigment. We established that the supercritical CO2 extracts have an antiproliferative effect similar to that of commercial fucoxanthin (concentrations 0.1–0.4 mg/mL) and showed that the active compound in the extracts is fucoxanthin. In order to integrate this process with a holistic valorisation of the algal biomass, we explored the extraction of mannitol using a microwave-assisted protocol (4.15 wt % yield). We also evaluated the potential extraction of fucoidans and alginates from the solids remaining after supercritical CO2 extraction (67.27 to 69.38 % of alginates). A life cycle analysis of the supercritical CO2 extraction proposed shows that the drying process of algal biomass and the energy used to compress the CO2 are the elements with the highest environmental impact (over 90% of CO2 eq/g of extract) in this the process, indicating routes for reducing the environmental footprint. Combining supercritical CO2 extraction and microwave-assisted extraction methods would enable European seaweed producers to obtain multiple marketable products from algal biomass.

Macroalgae (or seaweed) aquaculture can potentially provide many ecosystem services, including climate change mitigation, coastal protection, preservation of biodiversity and improvement of water quality. Nevertheless, there are still many constraints and knowledge gaps that need to be overcome, as well as potential negative impacts or scale-dependent effects that need to be considered, before macroalgae cultivation in Europe can be scaled up successfully and sustainably. To investigate these uncertainties, the Expert Working Group (EWG) on Macroalgae was established. Its role was to determine the state of knowledge regarding the potential of macroalgae culture in providing climate-related and other ecosystem services (ES) and to identify specific knowledge gaps that must be addressed before harvesting this potential. The methodological framework combined a multiple expert consultation with Delphi process and a Quick Scoping Review (QSR). To analyse the outcome of both approaches, the EWG classified the findings under the categories Political, Environmental, Social, Technical, Economic and Legal (PESTEL approach) and categorised the ES based on the CICES 5.1 classification. Although representative stakeholders from many different disciplines were contacted, the majority of responses to the Delphi process were from representatives of academia or research. While the results of each method differed in many ways, both methods identified the following top six ecosystem services provided by seaweed cultivation: i) provisioning food, ii) provisioning hydrocolloids and feed, iii) regulating water quality, iv) provisioning habitats, v) provisioning of nurseries and vi) regulating climate. With a world population estimated at 10 billion people by 2050, the challenge to secure healthy and safe food is evident. Seaweed is a potential answer to this challenge. Expanding the use of seaweed in food systems requires an emphasis on safe practices to avoid adverse human health effects after consumption and irreversible damage to marine ecosystems. This study aims to evaluate relevant food safety and environmental safety hazards, monitoring measures, and mitigation strategies in the seaweed sector. For this study, a literature review, survey (n = 36), and interviews (n = 12) were conducted to identify hazards. The review and interviews aimed at pinpointing monitoring measures and mitigation strategies applied, while the survey revealed data gaps and further actions needed for the sector. Relevant food safety hazards include (inorganic) arsenic, iodine, and heavy metals, among others, such as pathogenic bacteria, while environmental hazards include environmental pathogens and parasites introduced into the ecosystem by domesticated seaweed, among others. Measures applied aim at preventing or mitigating hazards through good hygienic or manufacturing practices, food safety procedures or protocols, or pre-site farm selection. Although the future needs of the seaweed sector vary, for some, harmonized advice and protocols that align with a changing food system and hazard knowledge development as well as information on the benefits of seaweed and regulating climate and water quality may help.

One of the key challenges for aquaculture is to reduce “fishing-for-feed”. Alternative fish feeds need to be environmentally assessed to ensure they are sustainable. The present research consisted of an attributional LCA to (i) estimate the impact on salmon farming of a partially algal–insect-based diet vs a conventional fish meal/fish oil-based diet, (ii) identify the contribution of each process to the environmental impacts of the whole fish farming system, and (iii) identify potential improvements in the algal–insect value chain through sensitivity analysis of various algal–insect production pathways. The study shows that use of algal–insect-based feed resulted in a higher impact for most of the environmental impact categories due to fish feed production, particularly for soybean, insect, and algal meal. This points to the need to optimise production chains for new fish feed ingredients. Algal meal production using sugarcane sugar and optimised technology and insect meal using exhaust heat and renewable electricity would improve the environmental performance of salmon farming systems using insect- and algal-based fish feed. Methodological improvements with regard to system C and N cycle, biodiversity, and plastic use should be explored to inform policy making and support the implementation of sustainable future salmon farming innovations.

Since 2011, unprecedented beaching events of Sargassum seaweed have caused major environmental, health and economic problems in the Caribbean, Gulf of Mexico, northern Brazil and the western coast of Africa. Not only are Sargassum influxes threatening already fragile and often endangered coastal ecosystems, such as coral reefs, mangroves and seagrass beds, they also disrupt the livelihoods of communities, especially those associated with the tourism and fishing sectors. The aim of this study is to develop a plan to turn these “brown tides” into opportunities for sustainable, scalable and efficient harvesting and valorisation approaches that will deliver environmental and socioeconomic benefits to the Dutch Caribbean and other end-users in the region. In this report we have reviewed the state-of-the-art of research on recent Sargassum blooms and influxes in the Caribbean with respect to biology, ecology, origin, distribution, socio-ecological impact and management options, in addition to existing valorisation chains and uses of Sargassum biomass, and environmental and socio-economic impacts of Sargassum valorisation. We conclude that value chains based on valorisation of nearshore Sargassum biomass into biofuel and agricultural products (i.e. fertilizer, animal feed supplement) seem the most promising for the Dutch Caribbean islands, since they will contribute to sustainable energy and food security, while reducing environmental impact of the energy and agricultural sector. Some of the identified management and valorisation strategies could also be applied to other areas that are affected by massive Sargassum influxes, such as the Gulf of Mexico. During 2020 pelagic Sargassum samples have been collected in different locations in the Caribbean region (Bonaire, Mexico, St Maarten) and Florida. Seaweeds are often seen as a healthy, component of future diets with low environmental impacts compared to other food ingredients. This study quantifies the environmental impact of the seaweed Saccharina latissima (S. latissima) cultivated in the North Sea and applied in food products using Life Cycle Assessment (LCA) The performance under current conditions and in future scenarios is evaluated, drawing on data provided by Dutch companies. The environmental benefits of inclusion of seaweed in diets, taking into account its nutritional value, are evaluated using Optimeal. Under the current cultivation conditions seaweed cultivation has a significant contribution to the environmental impact of the assessed food products, i.e., a burger with S. latissima (up to 60%), salt with 10% S. latissima (79–94%)and salt replacement based on 100% S. latissima (99%). Under current cultivation practices cultivation has an impact between 10 and 52 kg CO2 equivalent/kg wet weight S. latissima. The LCA results of current cultivation practices points towards a hotspot in the transport efforts (responsible for 74–80%) and a different means of installing the seaweed farms can directly reduce environmental impacts. Further reductions can be achieved by increasing yields and increasing the lifespan of materials used in the infrastructure leading to an impact of 0.2 kg CO2 equivalent/kg wet weight S. latissima. In the future cultivation scenario, which is a projection for 5 years from now with estimated yields and more efficient infrastructure design and transport, the impact of S. latissima to the total burger and salt product impacts diminished significantly to 1–4% for the burger, 15–40% for the salt, and 63–88% for the salt replacement. The analysis concludes that inclusion of seaweeds in future vegetarian burgers or as salt replacement can have a positive effect on the environmental impacts of diets.

The European seaweed sector transitions from harvesting wild stocks only to harvesting and farming seaweed. This transition comes with the need to rethink the role of the European sector on the global scale; insight is needed into the organization of, and innovation in, the global seaweed value chain. This article presents results from our study on value chains using Gereffi’s conceptual framework. A systematic review of scientific publications published between 2010 and 2020 was executed for five markets: pharmaceuticals, bioplastics, biostimulants, alginate and cosmetics. It is concluded that innovation in the use of seaweed takes place across the globe and thus that a focus on high-value applications alone will not set the nascent European seaweed sector apart from established producing regions such as Asia. The studied global value chains are organised around strong lead firms that require suppliers to produce according to codified product characteristics. The European seaweed sector needs to increase the collaboration and develop joint efforts to develop safe and sustainable products that meet the demands of regulators, lead firms and consumers. Stronger coordination in the value chain will facilitate further business development, by stimulating collaboration and innovations.
