This report presents the findings of a desk study and a field work conducted in Rwanda on small-scale commercial aquaculture and is part of a regional study commissioned by Msingi East Africa Limited. The aquaculture sector in Rwanda is dominated by small- scale producers of mainly Tilapia and African catfish (to a lesser extent) in ponds, and an increasing number of Tilapia producers in cages in Lakes Kivu and Muhazi. Based on production infrastructure used and production volumes, three segments have been identified: 1. Small-holder farmers producing Tilapia in ponds using animal manure to fertilise the ponds and feeding with bran and vegetables. The production of fish farmers in segment 1 range between 1.5and 17 tonnes of fish per year. 2. Small-holders producing Tilapia in low volume cages using farm-made feed and locally manufactured feed. The production of fish farmers in segment 2 range between 17 and 30 tonnes of fish per year. 3. Small-holders producing Tilapia in high volume cages using locally manufactured feed and imported feed. The production of fish farmers in segment 3 range between 30 and 50 tonnes of fish per year.Key constraints encountered by the sector are the lack of fingerlings in quantity and quality, the low quality of locally manufactured feed, the high cost of imported feed, the lack of skills and access to finance. Opportunities to expand small-scale commercial fish farming exist in mass on-growing of tilapia fry, semi-intensification of pond production, and clustering of small-scale commercial cage farmers for improved access to inputs, services, information and training, and a consistent supply of fish products to the markets.Recommended production models for small-scale commercial fish farmers include aquaculture park systems linked through farming contracts to input/service suppliers and fish traders.

This report describes the findings of a literature study and of interviews with fish farmers and key informants familiar with the Tanzanian freshwater aquaculture sector. The study was part of an assignment commissioned by Msingi East Africa. The report was developed in collaboration with Stichting BoP Innovation Centre. Msingi is an East African industry development organisation. It aims to support the growth of competitive industries in the region. Aquaculture has been selected as the first East African industry to support among strategic industries in which East Africa has a comparative advantage. Msingi supports their growth through investment and technical assistance to pioneer businesses; this is complemented by wider support to the sector, such as on policy, technology transfer, research and development, human capacity building or support to key sector organisations.The Tanzanian freshwater aquaculture sector consists of roughly 19,000 small-scale farmers operating one or a few small ponds stocked with tilapia and/or catfish. Fish are fed in most cases with agricultural by-products and residues that are available on the farm. For most producers, fish farming is a part-time activity besides other sources of income. A small but growing number of farmers have specialised and are applying commercial fish feeds and are reaching higher levels of production. Total annual freshwater fish production of Tanzania is estimated to be 5000 metric tonnes. In the last years a growth of production is reported to take place as result of existing farms expanding and new farms being established. Part of the new farms use floating cages placed in Lake Victoria and Lake Kumba. All farmed fish is sold on the Tanzanian market, mostly as fresh, whole fish. Lack of capital and finance opportunities, a shortage of affordable commercial fish feeds, a shortage of fingerlings (fish seeds) of good quality and a lack of knowledge among farmers about improved aquaculture practices, farm management and a business–like approach to fish farming have been identified as major bottlenecks for growth of production of the small-scale producers. Recommendations for action that would address these bottlenecks are given in this report.

This publication reports the results of a study of the small-scale aquaculture producers’ situation in Uganda that was carried out in March-April 2018. The study was commissioned by Msingi East Africa. The study comprised two main parts: a desk study and a field study. The latter consisted of visits and interviews with fish farmers, fish feed producers and importers, fish traders, service providers and other key informants and served as validation of the results of the desk study. The methodology for field data collection was semi-structured interviews. Three small-holder aquaculture segments have been identified. Segment I comprises of small-holders producing Nile tilapia (ponds and cages) and/or African catfish (ponds). Production varies from 1- 5 tonnes/year. They lack affordable and high quality inputs, knowledge and capital. Segment II includes small-holders producing Nile tilapia (ponds and cages) and/or African catfish (ponds). Production varies from 6 to 40 tonnes/year. They have some degree of knowledge on farm management and some capital to invest. Access to affordable and high quality inputs is problematic. Segment III consists of small-holders with higher education and on-job-skills. Production varies from 41 to 50 tonnes/year. They import high quality feed and have access to family capital. Their business is expanding and they will soon be medium-scale farmers. Opportunities for development support consist of better coordination and an integrated approach within a new aquaculture platform in which lead-farmers train farmers via a training-of trainers approach. The platform should concentrate on segment I and II farmers; they urgently need better feed, improved knowledge, skills and access to capital. Segment II farmers need better local feed of affordable prices and improved knowledge and skills for farm management. Models to link farmers to markets and support services include cluster farming (joined buying of inputs and distribution), aquaparks (improved production infrastructure) and empowering investors with access to capital and organised markets.

The EU is a major player in the world market for agricultural products, both dependent on commodity imports from many countries, and exporting high-value agricultural products. There is a need to better understand the impact - on people, planet and profit - of the EU trade on food systems outside the EU, with a focus on Low- and Middle-Income Countries (LMIC). This will help the EU to steer its actions and policies in other directions where this is deemed necessary to achieve the Sustainable Development Goals (SDGs)., De EU is een belangrijke speler op de wereldmarkt voor landbouwproducten. De EU is afhankelijk van de invoer van grondstoffen uit vele landen en exporteert hoogwaardige landbouwproducten. Er is behoefte aan een beter inzicht in de impact - op mensen, op de planeet en op de winst - van de EUhandel op voedselsystemen buiten de EU, met een focus op lage- en middeninkomenslanden (LMIC). Dit zal de EU helpen haar acties en beleid in andere richtingen te sturen, waar dit nodig wordt geacht om de Duurzame Ontwikkelingsdoelen te realiseren.

Tegelijkertijd heeft de visserijsector ook binnen de EU steeds meer moeite om aan de stijgende vraag voor deze producten te voldoen. Om de kloof tussen vraag en productie van vis, schaal- en schelpdieren te verkleinen, en niet te afhankelijk te worden van importen, zet de EU in op het stimuleren van de aquacultuursector. Volgens de nieuwe beleidsrichting in het Europees Fonds voor Maritieme Zaken en Visserij (EMFZV) dient de ontwikkeling van aquacultuur binnen de EU zich te richten op productie- en afzetverhoging door innovaties op techniek en kennis. Het rapport bestaat uit een marktanalyse en een analyse van de belangrijkste uitdagingen en interventies die nodig zijn om het perspectief van de Nederlandse aquacultuursector te vergroten. De bevindingen zijn gebaseerd op een combinatie van literatuuronderzoek en interviews met stakeholders binnen de Nederlandse aquacultuursector.

This study focused on the potential of seaweed, cultivated in the North Sea, as a sustainable and profitable resource for feed and non-food applications. Seawood production can take place as part of multi-use platforms at sea (MUPS). A review of the state-of-the-art in seaweed production and its applications. Various economic, ecological and social challenges are identified, which need to be addressed to utilise this potential. Dit onderzoek richt zich op het potentieel van zeewier productie in de Noordzee, als een duurzaam uitgangsmateriaal voor productie in diervoeders en andere non-food toepassingen. Zeewier kan geteeld worden in zogenaamde multi-use platforms at sea (MUPS). Het onderzoek geeft een overzicht van kennis over zeewier productie en toepassingen. Resultaten laten zien dat Noordzee zeewier in potentie een duurzaam uitgangsmateriaal is. Diverse economische, ecologische en maatschappelijke uitdagingen zijn geformuleerd. Deze zullen geadresseerd moeten worden voordat het potentieel van zeewier ten volle benut kan worden.

In order to investigate whether it is advisable for CBI to invest in a programme to support further export growth of the seafood sectors of Pakistan and Sri Lanka, additional research is needed.

'Viskwekers kunnen niet achterover leunen,' kopte het LEI op haar website in februari 2011. Aanleiding voor dit bericht was de publicatie van het rapport Actieplan visteelt; eindrapportage (Van Duijn et al., 2010). Hieruit bleek dat het niet goed gaat met de Nederlandse visteelt en dat eigenlijk alleen de kwekers zelf iets aan deze situatie kunnen veranderen. Sindsdien hebben de Nederlandse viskwekers niet stil gezeten. Zo heeft een aantal viskwekers zich, met ondersteuning van het LEI en IMARES verenigd in een Kenniskring Aquacultuur. In deze Kenniskring zijn viskwekers bezig met het plannen van concrete acties om de concurrentiekracht van de sector te vergroten.

Dit omdat voedselzekerheid een van de nieuwe prioriteiten is van de Nederlands overheid. Daarnaast geeft de overheid meer prioriteit aan de belangen van het Nederlands bedrijfsleven. In dit artikel worden de belangrijkste conclusies uit onze studie weergegeven.

De visteelt in Nederland heeft het zwaar de afgelopen jaren. Naar aanleiding van een vraag van Landbouw Natuurbeheer en Voedselkwaliteit onderzocht he Landbouw Economisch Instituut (LEI), in samenwerking met IMARES en externe deskundigen de oorzaken van de achteruitgang. Tijdens de NGVA bijeenkomst van 21 januari 2010 in Wageningen werden de voorlopige resultaten gepresenteerd. Belangrijke elementen zijn de toegenomen concurrentie van importproducten, hoge kosten en een gebrek aan ondernemerschap. Het rapport over de achteruitgang van de visteelt zal in de loop van 2010 uitkomen

The size of the Dutch aquaculture sector has declined greatly in recent years. In order to gain a better impression of the causes of this decline, LEI carried out research in the autumn of 2009 together with IMARES, commissioned by the Ministry of Agriculture, Nature and Food Quality. An inventory of perspectives within the sector has been made by means of interviews with various stakeholders within the aquaculture sector and along the product chain related to the aquaculture sector. The outcomes were then analysed and where possible supplemented on the basis of existing research De omvang van de Nederlandse visteeltsector is de afgelopen jaren afgenomen. Om de oorzaken van de achteruitgang beter in beeld te krijgen heeft het LEI, in opdracht van het ministerie van LNV, samen met IMARES in het najaar van 2009 een onderzoek uitgevoerd. Door middel van interviews met diverse stakeholders binnen de visteeltsector en langs de productketen zijn de perspectieven vanuit de sector geïnventariseerd. De uitkomsten zijn vervolgens geanalyseerd en zijn hier waar mogelijk aangevuld op basis van bestaand onderzoek.

Over de visteeltsector wordt niet gerapporteerd vanwege gebrek aan actuele gegevens. This annual report about Dutch fisheries contains data about the business results and financial position of cutter fisheries in 2008, with estimates for 2009 and comparative figures from previous years. Besides economic data relating to cutter fisheries, the report also studies the net results of the other small high seas fishing fleet, the results of large high seas fisheries, mussel farming and the oyster sector, as well as developments in international trade in fish products. The report does not address the fish farming sector due to lack of current data.

This report is the result of a study into the agricultural structure in the province of Noord-Holland. The study was undertaken on behalf of consultancy firm Decisio B.V., which works for the province. The aim was to supply building blocks for the provincial structural vision. In the framework of the new Spatial Planning Act, all provinces must produce a strong structural vision. The report describes the current situation and recent trends in the agricultural sector in Noord-Holland and the prospects for the coming decades. The emphasis here lies on the needfor space and how this can be provided within demands for spatial quality. Dit rapport is het resultaat van een onderzoek naar de landbouwstructuur in de provincie Noord-Holland. Het onderzoek was ondernomen in opdracht van het adviesbureau Decisio B.V., dat in opdracht van de provincie werkt. Doel was om bouwstenen aan te leveren voor de provinciale structuurvisie. In het kader van de nieuwe Wet ruimtelijke ordening moeten alle provincies een dergelijke structuurvisie maken. Het rapport beschrijft de huidige situatie en recente trends inde Noord-Hollandse landbouwsector, en de perspectieven voor de komende decennia.Het accent ligt daarbij op de behoefte aan ruimte, en hoe deze kan worden ingevuld binnen eisen van ruimtelijke kwaliteit.

The Asian region is a major supplier of fish products to the European market. The aquaculture sector in a number of Asian countries has become an important producer as well as exporter of various captured and cultured seafood products. Since Myanmar is in a transition to democracy and the EU decided to remove most sanctions to fuel economic development, Myanmar is very interesting for the European seafood industry. The Dutch Centre for the Promotion of Import from Developing Countries (CBI) and LEI Wageningen UR decided to conduct this quick scan to analyse the EU market potential of the seafood sector in Myanmar.

The Dutch finfish aquaculture sector is unique in Europe and worldwide. This innovative sector is based solely on recirculation aquaculture systems (RAS). RAS are land based fish production systems in which water from the rearing tanks is re-used after mechanical and biological purification to reduce water and energy consumption and to reduce nutrient emission to the environment. The water consumption in RAS is entirely based on water exchange to compensate for evaporation, incidental losses and to control water quality. Because of its controllability, water temperatures in a RAS are kept constant at the optimal rearing temperature for the target species.
