2. The Impact of Urban Public Services on the Residence Intentions of Migrant Entrepreneurs in the Western Region of China.

- Abstract
Balanced regional development affects high-quality and sustainable development. Previous studies have shown that regional talent allocation, technology business incubators, industrial ecology, cross-regional cooperation, and balanced investment in higher education have positive effects on sustained regional development. Therefore, discussing more influencing factors that promote regionally balanced development is necessary. As far as China is concerned, with the spread of the migrant population to the central and western regions, it is of certain significance to explore the factors affecting the development of the western region from the perspective of migrant entrepreneurs' flow. Urban public services, as an important way for the government to attract talent, directly affect the residence intentions of migrant entrepreneurs in the future. This paper uses the matching data of the 2017 China Migrants Dynamic Survey and 289 prefecture-level city data from the China City Statistical Yearbook to study the impact of urban public services in the western region on the residence intention of migrant entrepreneurs and further examines the heterogeneous impact of urban public services in the western region on the residence intention of migrant entrepreneurs. We find that urban public services in the western region significantly affect the residence intention of migrant entrepreneurs; that is, the higher the level of urban public services, the stronger the residence intention of migrant entrepreneurs. According to the heterogeneity analysis of household registration differences, generational differences, family structure differences, employment identity differences, and industry and flow range differences, this paper finds that public services have a positive impact on the residence intention of non-urban migrant entrepreneurs, the older generation of migrant entrepreneurs, entrepreneurs with small family structures, migrant entrepreneurs in low-tech industries, self-employed entrepreneurs, cross-province migration, and intra-province migrant entrepreneurs. Further analysis indicates that the level of education, culture, medical care, and transportation services in cities significantly enhances the permanent residence intentions of migrant entrepreneurs. The research conclusion not only provides reference and inspiration for China to achieve common prosperity through entrepreneurship and poverty reduction practices, but it can also, to some extent, alleviate population aggregation in large cities and promote the formation of a scientific and reasonable urbanization pattern. In addition, this paper explores the attractiveness of public services to migrant entrepreneurs in the western region of China from the perspective of entrepreneurs' mobility and complements the relevant research on promoting regional balanced development. The proper management of urban public services (UPS) ensures that a territory functions efficiently, since it guarantees optimal waste disposal, water supply, and the maintenance of communication infrastructure, among other things. In areas of high urban density located close to metropolitan cities, UPS are usually provided properly and efficiently. However, in less populated territories, lying in the periphery, significant problems and deficiencies are often encountered, being most evident in rural areas located on the administrative limits of a state or region. This paper seeks to analyze the management of UPS in the internal border area between two Spanish regions, Aragon and Catalonia. A total of 72 stakeholders (mayors and town clerks) from 49 river municipalities were involved in this study that employs a quantitative methodology (questionnaire). The perception that there are deficiencies to correct and a clear will to reach agreements and establish cooperation mechanisms is detected in many of the municipalities in the border area. A clear need to cooperate is also apparent in a series of priority UPS, including the promotion of river tourism, town access roads, urban collective passenger transport, and environmental protection.

Summary: This book is a compilation of original research articles that apply a variety of techniques to identify and evaluate water resource management policies. These papers cover a wide range of topics and methodologies applied across the world, from a local to a continental scope. They illustrate open challenges in water resource management, such as the quantitative assessment of policy impacts, trade-off analyses, understanding the water-energy-food-environment nexus, collaborative model development, stakeholder engagement, formalizing social interactions, or improving the theoretical understanding of complex adaptive systems. Therefore, this book is a representation of research areas that have emerged from the origins of water resource systems analysis, seeking to improve the way in which water policy is formulated and implemented.

After the Industrial Revolution, the systems of(rural and urban) human settlements have been greatly affected by socio- economic developments, especially by technological advances. This has brought about an increasing in the ratio of urban population to rural and has posed in an unbridled and unplanned atmosphere, to some extent, due to massive and unplanned emigration of rural people, not only all manner of problems for the urban management to provide public services but has also changed in an age of globalization, an effective and efficient management into a passive and circumstantial one. According to rcent studies ,the newly –founded city, Zahedan has had a rate of population growth of more than 3% in the last fifty years, and its population has increased from 17495 people in 1956 to 567449 in 2006. This has created an imbalance in the rate of the provision of public services, and has called condition and social justice, as well urban stability, into question. An optimal method for the provision of public services is to divide a city as a system into different zones, then provide each zone with urban services proportional to its population characteristics.The purpose of this paper is to study the nature of the population of Zahedan urban zones and the nature of its relation to urban services. The method used in this study is descriptive-analytic, and Willamson Model and the Entropy Index have been used to analyze the data. The results of the study indicate that only through a mechanism of equal distribution of services, proportional to the population needs, can achieve a balance in Zahedan

The issue of equity hi the delivery of public services is complicated both by conceptual conflicts and competing methodologies. In spite of the considerable interest in, and practical and theoretical importance of, public service equity assessment, relatively few studies have evaluated the geographic distribution of subsidies, especially at the metropolitan level where the central city-suburb distinction dominates. This study clarifies a number of conceptual and methodological questions related to public service equity by analyzing the geographic flow of fiscal subsidies for mass transit operations using King County (Seattle), WA as a case study. The analysis focuses on three issues. First, cross- subsidies (subsidies between users) are considered for users defined by their social groups and residential locations. Second, the distribution of non-farebox (tax) revenues is determined for income groups and geographic areas. Third, the total net subsidy, considering costs, fares, and non-farebox revenues, is determined for individual census tracts, using a method that assumes that tax revenues generated in an area are allocated first to transit riders whose homes are in that area. Flows of subsidy between the central city and suburbs are also established. Results indicate that user subsidies are much higher in suburban areas but that nonrider tax revenues in suburbs produce a net flow of subsidy from suburbs to the center city. Relative to average income values, the tax burden supporting mass transit is higher for residents in the central city. [ABSTRACT FROM AUTHOR]

Küreselleşmenin kentsel kamu hizmetlerinin arzı ve finansman yöntemleri üzerindeki etkilerini ortaya koymak bu çalışmanın amacını oluşturmaktadır. Çalışma, sözü edilen amaca dönük olarak dört bölümde ele alınmıştır. İlkinde küreselleşme ve devletin rolündeki değişim, ikincisinde ise küreselleşmenin yerelleşme ile olan ilişkisi ortaya konulmuştur. Üçüncü bölümde Avrupa Birliği?nin kentsel kamu hizmetlerine olan yaklaşımı ele alındıktan sonra Almanya, İngiltere ve Polonya ülkeleriyle küreselleşmenin kentsel kamu hizmetlerinin arzı ve finansman yöntemleri üzerindeki etkileri Avrupa Birliği alanında örneklendirilmiştir. Son bölümde ise inceleme konusu Türkiye açısından ele alınmıştır.Küreselleşmenin neoliberal politikaların yaygınlaştırılmasının bir aracı olduğu düşüncesi çalışmada da benimsenen bir yaklaşım olmuştur. Yerelleşmenin ise bu bağlamda küreselleşmenin zıttı olmadığı, aksine küreselleşme sürecini destekleyen bir süreç olduğu kabul edilmiştir. Küreselleşme yoluyla merkezî idarelerin değerlenme alanları olarak sermayeye açılmasını sağlayan kapitalist sistem, yerelleşme ile de kentsel kamu hizmetlerinin yoğun olarak sunulduğu belediyeleri birer değerlenme alanı olarak sermayeye açmaktadır. Ülkelerdeki uygulamalar tek tipte ve aynı zaman sürecinde gerçekleşmese de genel eğilimin oluşturduğu trendin birbirinden farklı olmadığı görülmektedir. Kentsel kamu hizmetleri çeşitli yöntemlerle giderek daha fazla özel kesime gördürülmektedir. Son yıllarda geniş anlamda bir özelleştirme biçimi olarak Kamu-Özel İşbirlikleri öne çıkmaktadır. The study is handled in four sections directed to the mentioned goal. In first section globalization and change in the role of the state, in second section the relation of globalization and decentralization was emphasized. In third section after handling the approach of European Union to urban public services, the effect of globalization on supply and financing methods of urban public services in Germany, England and Poland were sampled in European Union field. In final section the research subject was handled with regards to Turkey. The idea that globalization is a tool for generalizing neo-liberal policies is also an adopted approach in the study. On the other hand decentralization is accepted as not being opposite of globalization in that context, but in contrary is accepted as a process which supports the globalization process. Capitalist system which allows central governments to be opened to capital as areas of assessment through globalization, also opens municipalities where urban public services are intensively given to capital as areas of assessment through decentralization. Although applications in countries are not in same type and are not realized in the same time period, it is observed that the trends formed by general tendency are not different from each other. Urban public services are increasingly assigned to private sector with various methods. In recent years, public-private partnerships are becoming prominent as a privatization method in a broad sense. In financing dimension, the incurring debt of municipalities and pricing become prominent. Another interesting result is that the income sources of municipalities have not increased as expected, during the course of decentralization. 308

Este trabajo aborda los adelantos que se producen en el campo de la Geografía de los servicios en relación con el uso de modelos de localización-asignación. Unlocking human potential requires a rich network of institutional arrangements in both private and public spheres. Opening the private sphere to entrepreneurship and complex market organization is well understood as a key to increasing the level and quality of private goods available to consumers. Opening the public sphere to entrepreneurship and innovation at local, regional, and international levels is also a key to increasing the level and quality of public goods – e.g., peace, safety, and health – available to citizens. This paper reviews studies of urban service delivery that have repeatedly found communities of individuals who have self-organized to provide and co-produce surprisingly good local services. In the last decades Brazil has been through some deep changes, which affected both economic and political structures, the latter including the responsibilities of the public sector. The discussion of new models should not restricted to the mere management of urban public services, but must also include the need to come up with new ways of managing urban policies in general. Other participants in this process should also be given responsibilities and new technical solutions should be found, particularly involving existing institutions. Within this new scenario, areas dealing with infrastructure should be subject to criteria of efficiency and productivity, brought by new regulations that deal with key issues, such as (1) the management of public service rendering; (2) the safeguarding of the public interest; and (3) the role public services play in promoting urban development. s serviços públicos urbanos e a regulação: novo enfoque em políticas públicas o Jacqueline Low-Beer Orientadora: Profa. Sueli Ramos Schiffer Nas últimas décadas, o Brasil vem assistindo a profundas mudanças, tanto no que se refere à gestão econômica como no perfil da atuação do Estado e as responsabilidades do setor público. A discussão de novos modelos não se limita às formas de gestão dos serviços públicos urbanos, mas inclui a necessidade de “inventar” novas maneiras de gerir o urbano de modo geral, estendendo as responsabilidades a outros atores e recorrendo a novas soluções técnicas, sobretudo institucionais. Neste novo quadro, a criação de condições propícias a um ambiente de eficiência e produtividade nos setores de infra-estrutura repousa sobre o estabelecimento de um novo marco regulatório que trate de questões essenciais como: (1) a gestão da prestação dos serviços; (2) a defesa do interesse público; e (3) o papel indutor da regulação dos serviços públicos no desenvolvimento urbano.
