Romanian cities are facing two opposing patterns of urban development that are common worldwide: a significant number of small cities are undergoing a process of shrinkage, while large cities are experiencing dense urban sprawl. This study examines the framework of the current legislation and urban codes that impact the growth of Romanian cities. The aim is to establish a critical analysis of the current urban codes of residential areas in Romania and to create a framework for an integrated neighbourhood tool of analysis for Romanian residential areas, using urban form as a starting point. This direction starts from the fact that international documents such as the "New Leipzig Charter" recommend a resilient and environmentally friendly approach to urban development, while current Romanian normative documents on resilience and sustainability focus mostly on buildings, ignoring a broader vision that includes the urban scale of the neighbourhood or city while considering the multidisciplinary requirement for understanding urban morphology and phenomena. Existing urban legislation in Romania is characterised by several deficiencies resulting from the fragmentation of outdated regulatory bodies in the field of urban planning. Furthermore, this study has demonstrated that urban indicators can serve as a versatile tool for the assessment and enhancement of residential areas in the country. [ABSTRACT FROM AUTHOR]

In recent years, urban policies have been transformed in response to the pandemic. The new normality has translated into a new urbanity, in the broadest sense of the word; that is, into new rules that shape daily life and the production of urban space itself. However, in Latin America, most of these measures have been contingent on the emergency, as they have not been translated into structural or long-term policies. This research focuses on the changes experienced in urban legislation as of 2020. Period where national governments had to simultaneously confront health problems and pre-existing urban dysfunctionalities. This is a descriptive study outlining the landscape of emerging urban policies. It focuses on visible changes at the Latin American level. The results reveal that many Latin American countries have changed their urban policies during the pandemic, including a growing interest in social housing. Among the issues addressed are land regulation, the right to the city, the management of public spaces, informal settlements, etc. In conclusion, the pandemic was the scene of a change of course based on new urban policies. Con la deindustrializzazione, i cambiamenti negli stili di vita e l'obsolescenza del patrimonio urbano, si sta rafforzando l'uso di strumenti di pianificazione volti a trasformare il tessuto urbano esistente. Obiettivo di questo articolo è esplorare il ruolo dei codici urbani in processi di trasformazione della città ordinaria. Attraverso il caso studio di Torino, si indagano la forma e la stratificazione delle regole urbane, l'intreccio tra strumenti di coding e zoning e gli effetti del sistema regolativo sulla morfologia della città, fornendo suggerimenti per agire sugli strumenti di pianificazione.

It is often held that planning theory has little influence on planning practice. Some speak of an evident 'theory-practice gap'. In reality, the opposite seems to be the case. The so-called 'theory-practice gap' is not the main issue at all; the real question is 'which theory for what kind of practice'? Assuming this view, the article presents two different theories of public regulation: the teleocratic approach and the nomocratic approach. They can be interpreted as general approaches regarding the role of the state, but the article focus particularly on the consequences of accepting them in the specific field of land-use regulation. For the teleocratic approach, planning must be the central and most important instrument of land-use regulation, while for the nomocratic approach planning has only a secondary role and different kind of regulative instruments are proposed. 14. Urban Coding in Logan. Teaching urban design with the support of local government

Since 2015 Logan City Council (LCC), a major urban area south of Brisbane in Queensland, Australia, has hosted students from the Bachelor of Design (Architectural Studies) at the Queensland University of Technology (QUT) for an intensive two-day urban design charrette. The charrette is delivered as coursework and assessment for an architecture unit on urban morphology and urban dynamics; the format of this learning experience allows students to directly interact with Council personnel and to gain an in-depth understanding of the urban issues they are asked to solve. Over the years, LCC has offered engaging and challenging briefs to the students. In 2015 the theme was the densification of Wembley Road, the main commercial spine of Logan Central currently characterized by the fragmented forms of big boxes and large carparks. In 2016 students were challenged with the design of a new masterplan for Logan Central Civic and Community Precinct s with the aim of creating a new civic and urban centre. In 2017 the focus was Springwood and the brief sought the creation of a new CBD alongside the M1, the main motorway between Brisbane and the Gold Coast and southern states. In each instance, LCC has provided both the facilities where the workshop was hosted, and engaged several stakeholders to speak to the students. This mix of perspectives presented diverse issues and questions from the local area.

This contribution is part of a PhD research. The study investigates the factors related to the vitality of street life in Brazilian cities. To what extent play urban form a part in forging the vitality of street life and why? What is the impact of the urban planning regime on the relation between urban form and vitality? That second factor will be further explored in this paper. Our research question is: to what extent have space syntax contributions been extensively identified and classified so that planning codes of a city can make practical use of them? In other words, is it possible to have a shared language between space syntax and urban planning codes? The initial case study in this research is the city of Recife in the northeast of Brazil, a city that has been extensively discussed in previous space syntax symposia. The first part of the article reveals the spatial parameters commonly regulated in the planning instruments of Recife. In a second part, space syntax theory and methods developed for microscale analysis are used to describe the transformations in the urban environment. That part investigates the impact of the utilisation of the current municipal rules and the possible effects related to urban vitality. Once again, this study will focus on the building frontage and nearby spaces. Finally, a discussion to what extent the space syntax research results and convergences can be decoded into the language used in planning instruments is appropriate. As it turns out, there is a need to develop an operational conceptual framework accessible for planners. 18. Informal laneway encroachment: Reassessing public/private interface transformation in urban villages.

The public/private interface is a zone that mediates private functions from the publicness of street life. An interface's adaptive capacities and immediate effect on public life make it critical to liveability concerns in informal urbanization, yet one that is understudied. Public space is assumed to be relentlessly encroached, but adequate data is lacking, and the spatial diversity of encroachment remains unarticulated. Through detailed surveys of more than 45 km of laneways across twelve urban villages at varying densities in China and India, this study contributes to understanding how informal urbanization responds to an increasing intensity of urban life. A conceptual framework of laneway encroachment is developed in which interface transform through the processes of cantilevering (upper floor encroachment), serrating (ground floor encroachment) and accessing (projecting a spatial claim). Cantilevering both reduces light yet affords shelter to street edges, while serrating both reduces public space yet affords social life and space for spill out. This study argues that interface transformation is not an uncoordinated free-for-all, but a process mediated by both formal codes, informal performative rules and cultural norms. • Encroachment is a pervasive feature of informal urbanism, but not an uncoordinated free-for-all. • Encroachment is distinguished between upper-floor (cantilevering) and ground-floor (serrating) projections into public space. • Cantilevering of narrow laneways can 'entunnel' them and deprive them of light, yet also activates the interface through its shelter. • Cantilevering of narrow laneways can 'entunnel' them and deprive them of light, yet also activates the interface through its shelter. • Serrating can reduce access of narrow laneways, yet also affords opportunities for activities to 'spill out'. • Encroachment is mediated by both formal codes, informal performative rules and cultural norms. Los huertos urbanos empiezan a adquirir importancia en el Estado español en los últimos años. Sin embargo, no se han superado las dificultades para su reconocimiento legal, especialmente en el caso de los huertos comunitarios, perpetuándose la inseguridad y precariedad de las iniciativas. El análisis comparativo de la regulación de la agricultura urbana (definida en leyes, planeamiento y otros instrumentos) en ciudades occidentales, nos permite identificar los procesos y herramientas operativas que han sido útiles en otros países y que podrían adaptarse a las peculiaridades de nuestro planeamiento. Para ello es necesario un compromiso municipal más fuerte y un reconocimiento de las múltiples potencialidades de la agricultura urbana. Los tímidos avances que se han realizado por el momento no se encuentran a la altura del marco normativo desarrollado en otros países. Urban agriculture is beginning to gain importance in Spain. Nevertheless there are several difficulties for its recognition in municipal regulation, especially regarding community gardens. This perpetuates the insecurity and precariousness of these projects. Comparative analysis of urban agriculture regulation (as defined in law, urban planning, zoning codes, and other legal instruments) in western cities, has allowed us to identify operational tools and processes that work in other countries and can be adapted to Spanish urban planning. This requires a wider municipal commitment, and recognition of the potential of urban agriculture. Tentative progress are not up to par with another countries regulating framework development.

The history of the city has been written and rewritten many times: the seminal works of Benevolo (1980) and Mumford (1989) reconstruct how settlements, particularly their urban form, have changed over centuries. Rowe and Koetter (1978), Kostof (1991, 1992), Krier (2003), and Rossi and Eisenmann (1982) address instead the components that shape the urban environment: the architect can aggregate and manipulate squares, streets, parks and public buildings to control urban design. Generally these studies aim to reveal the secret of the traditional city in contraposition to the contemporary townscape characterized by planning and zoning, which are generally regarded as problematic and sterile (Woodward, 2013). Initially composed by specific people but becoming anonymous in time, the folk song is based on the performance of folk poetry with a particular melody. The concept of performance, used in the very definition of folk song, requires a direct contact between the performer and the audience. Yet, today this context of performance in respect to the folk song genre seems to have veritably changed both in terms of musicality and performer-audience relationship. The main facets of this transformation are: the use of variant musical backgrounds, different singing styles and the new performance medium, namely television. The last aspect of this change, that is the new medium, makes the folk song reach a much wider audience, yet in a more indirect manner than before. Hence, this article discusses the new cultural context of the folk song through music videos, and points out to the fact that the traditional elements of the genre in question are today reproduced, in accordance with the expectation of the masses, in urban communication codes and in visual representations mainly based on stories.

Rowe and Koetter (1978), Kostof (1991, 1992), Krier (2003), and Rossi and Eisenmann (1982) address instead the components that shape the urban environment: the architect can aggregate and manipulate squares, streets, parks and public buildings to control urban design. Generally these studies aim to reveal the secret of the traditional city in contraposition to the contemporary townscape characterized by planning and zoning, which are generally regarded as problematic and sterile (Woodward, 2013).
