The main features of the U.S. discourse about the Tri-Border Area between Argentina, Brazil, and Paraguay are analyzed in the 4 editions of the Country Reports on Terrorism (CRT) regarding events that occurred between 2016 and 2019 and published during the government of Donald Trump (2017-2020). The central hypothesis of this study is that the documents register a shift regarding the Barack Obama administration. The securitization theory is applied to explain the use of speech acts as movements to securitize the region. After a critical reading and employing NVivo to measure the frequency of words, the results suggested a securitization move of the “claim” type. Trump’s reports emphasized measures to improve the three countries’ border security more than Obama’s ones. On the other hand, “money laundering”, which was a constant noun phrase in the previous administrations, was less frequent in Trump’s editions.

The Ponte da Amizade, located in the Tri-Border Area (Argentina, Brazil and Paraguay), has been the main crossing between Brazil and Paraguay since the final decades of the 20th century. The objective of this article is to historicize this frontier in the period before the construction of the bridge, more specifically in the beginning of the 1940s. The starting point of the analysis is the dossier "Political fugitives for the Republic of Paraguay" of DOPS/PR. Two arguments will be defended: western Paraná in the 1940s was not a viable route for political fugitives; and DOPS/PR became a reference in gathering information on political exiles in Paraguay. The article refers to some social and economic conditions for the spread of violence and illegal business in the area. It is focused on the most important dimensions of these problems and on the strategy implemented by South American governments to fight and prevent organized crime. The paper shows how the security forces deal with the threat and evaluate the impact of these efforts.

The purpose of this study is to identify the main features of the US discourse regarding the Tri-Border Area between Argentina, Brazil, and Paraguay through the analysis of 16 editions of the Patterns of Global Terrorism and of the Country Reports on Terrorism published from 2001-2016. Securitization theory is applied to explain the use of speech acts as movements to securitize the region. After employing NVivo to measure the frequency of words, a strong link between the rise of the financial semantic field and clashes in the Middle East were observed. Cyberspace is a new domain and a lot has changed since it emerged. This dissertation evaluates the impacts it has had in transnational organized crime and police intelligence innovations, not as a cyber revolution, but as a cyber metamorphosis. After evaluating how each, transnational organized crime and police intelligence, has been impacted by the world transformations, two case studies are presented, one referring to the Tripartite Joint Command in the tri- border area between Argentina, Brazil and Paraguay, and EUROPOL, their relations to the regional integration projects (respectively MERCOSUL and European Union) and their challenges in innovating. At last, this dissertation runs a risk assessment and a scenario forecasting to enable for a better comprehension on how the key findings can be useful in strategically planning for the future.

A principal hipótese deste estudo é que os documentos teriam registrado uma mudança de paradigma em relação à administração de Barack Obama. A teoria da securitização é aplicada para explicar o uso de atos de fala como movimentos de securitização da região. Depois de realizar uma leitura crítica e medir a frequência das palavras com o software NVivo, os resultados indicaram um movimento de securitização do tipo “alegação” (claim). Assuntos referentes a medidas para aumentar a segurança nas fronteiras entre os três países foram mais enfatizados nos relatórios publicados no período estudado do que no anterior, de Barack Obama. Por outro lado, “lavagem de dinheiro”, um sintagma nominal mais constante nas administrações anteriores, foi menos utilizado nas edições do período Trump.

Paraguayan microcredit poverty-alleviation programs are built around instrumentalizing women's economic ties through group-based loans guaranteed by no more than the promise of women's solidarity and joint liability for their collective loan repayment. I track the production and regulation of the social unit of borrowing in different aspects of microcredit, drawing on examples of individual loans, loans to "committees of women entrepreneurs," credit scores, and a short-lived program of "men's committees." I illustrate how the institutionalized management of creditworthiness actually produces the very flexible and relational feminized borrowers to which microcredit initiatives seek to appeal and, in so doing, creates certain kinds of gendered sociality by enacting and embodying different social units of debt. Este la ha considerado un posible foco de terrorismo yihadista, aunque —segun muchas fuentes— Estados Unidos tiene otros intereses en el area, como el Acuifero Guarani. El articulo aborda la verdadera presencia e intereses de Estados Unidos en dicha area, teniendo en cuenta tanto los proyectos relacionados con el agua, presentes en el hemisferio occidental, como la presencia del terrorismo en la region, con base parcial en los estudios del fiscal argentino Alberto Nisman. A partir de esos estudios, se realiza un analisis estructural prospectivo con la ayuda del software MICMAC, que indica un posible cambio de escenario. EnglishThe Tri-Border Area has attracted great interest this century in the United States. It has been considered a possible source of jihadist terrorism, but according to many sources there are other US interests in the area, such as the Guarani Aquifer. The article discusses the real presence and US interests in the region, taking into account both the water projects that are currently being developed in the Western Hemisphere and presence of terrorism. Regarding the latter, this work is partially based on the investigations carried out by the Argentinian prosecutor Alberto Nisman. Building on this, this paper provides a prospective struc-tural analysis with the assistance of MICMAC software indicating a possible change of scenario.

The aim of this work is to study the conditions for developing the entrepreneurial ecosystem of regional tourism at the external border of the European Union, in Poland, and its contact points with two non-Union countries (Belarus, Ukraine). The research used a literature review, qualitative and quantitative analyses of the conditions for the development of entrepreneurial ecosystems, interviews with local ecosystem actors and the author’s own observations. The eastern border of Poland (formerly with the USSR) created a barrier to the socio-economic development of adjacent regions. Their peripheral nature has allowed preserving their precious nature value and multicultural heritage. Currently, this preservation constitutes grounds for sustainably developing the region’s tourism. The primary actors of the tourism-based entrepreneurial ecosystem are local governments, public institutions, non-governmental organisations and entrepreneurs. An impetus for activities thereof was granted by Poland’s accession to the EU and its access to Union funds, which has reinforced tourism infrastructure by contributing to the establishment of new tourism enterprises. Furthermore, the development of tourism in the region could also be favoured by the close neighbourhood of as many as two other countries; however, and unfortunately, the border is still a barrier. Apart from the lack of infrastructure allowing borders crossings, political instability in neighbouring countries—made explicitly visible at the border with Belarus in 2021—threatens border-driven tourism by restricting tourism entrepreneurship, especially in those activities based on the access to the border.

This article excavates three violent moments that culminate in the collective victimization of Arabs in the so-called 'tri-border area' between Brazil, Paraguay, and Argentina: a 1970 shooting at the Israeli embassy in the Paraguayan capital of Asuncion; a 1992 bombing of the Israeli embassy in the Argentine capital of Buenos Aires; and, finally, the 1994 bombing of the Asociacion Mutual Israelita Argentina (AMIA), a major Jewish community center complex in Buenos Aires. By exploring how Arabs in the two main cities of this tri-border zone, Foz do Iguacu and Ciudad del Este, were constructed in relation to two earlier attacks against Israeli diplomatic offices in Asuncion and Buenos Aires, this article aims to grasp how these episodes were recast after the 1994 AMIA bombing. It suggests that while the 1970 incident at the Israeli embassy in Asuncion was all but forgotten, the 1992 bombing of the Israeli embassy in Buenos Aires was memorialized within a more powerful narrative about anti-Semitism, which framed as its foil Arabs in the Triple Border region. The wider goal of this article is to show how the tragic 1994 event rooted in Jewish suffering was also employed to collectively victimize Arabs in the Triple Border through the late 1990s. Focusing on Islamist Terrorist networks, this article argues that four specific conditions are necessary for the establishment of a safe haven for Islamist terrorist networks: geographic features, weak governance, history of corruption and violence, and poverty. At the conclusion of the article, the developed theory is applied to the Tri-Border Area of South America (TBA), where the frontiers of Argentina, Brazil, and Paraguay meet, an area overlooked by the 9/11 National Commission Report's list of Islamist terrorists' safe havens. It is widely accepted that the Tri-Border Area between Argentina, Brazil and Paraguay is a nexus in global terrorist support, and perhaps even operations. However, it is rather more difficult actually to provide evidence of this connection. The region is certainly a smuggling haven, and has substantial populations from the Middle East. Beyond remittances sent to the Middle East – some of which flows to such organisations as Hezbollah – there is little hard evidence available to the academic researcher. Thus the study of this purported crime-terror nexus provides a valuable opportunity for academic researchers to question the assumptions and assertions of policy-makers and pundits, push for transparency of information on the reality of the region and even help understand the problem better. O presente trabalho tem como objetivo analisar os processos de inserção do terrorismo na agenda de segurança sul-americana. Ele se enquadra nas Resoluções nº 114/2014 e 115/2014 da Câmara de Pós-Graduação da Universidade Federal do Rio Grande do Sul e, portanto, é dividido em três partes. A PARTE I consiste em uma contextualização do objeto de pesquisa, composta por uma descrição geral do objetivo do trabalho, bem como a delimitação do objeto, marco teórico e marco temporal. A PARTE II apresenta o artigo em si, o qual analisa os processos de securitização do terrorismo no Norte Andino, a partir da associação entre os movimentos guerrilheiros colombianos e o narcotráfico com o terrorismo, e no Cone Sul, através das suspeitas de financiamento de grupos extremistas islâmicos decorrente de atividades ilícitas na região da tríplice fronteira entre Argentina, Brasil e Paraguai. O objetivo consiste em demonstrar as maneiras com as quais o terrorismo foi inserido na agenda regional de segurança e as influências dos atores externos e internos nestes processos. Para tanto, foram utilizadas técnicas de analise qualitativa, com base nas contribuições da Escola de Copenhague, no âmbito dos Estudos de Segurança Internacional, no exame de documentos oficiais e mídias locais dos países envolvidos. A PARTE III apresenta a descrição da agenda de pesquisa a ser seguida. This paper aims to analyze the processes of the insertion of terrorism in the South American security agenda. It is in accordance with Resolutions 114/2014 and 115/2014 of the Federal University of Rio Grande do Sul and is therefore divided into three parts. PART I consists in a contextualization of the object of research, composed by a general description of the paper’s objectives, as well as the delimitation of the object, theoretical framework, and timeframe. PART II presents the article itself, which analyzes the processes of securitization of terrorism in the Andean North, throughout the association between Colombian guerrilla movements and narcotrafficking with terrorism, and in the Southern Cone, through the suspicions of Islamic extremist groups financing due to illicit activities in the tri-border area between Argentina, Brazil and Paraguay. The main goal is to demonstrate the means through which terrorism was inserted in the regional security agenda and the influences of external and internal actors in these processes. In order to do so techniques of qualitative analysis were used, based on the contributions of the Copenhagen School, under the scope of International Security Studies, in the examination of official documents and local medias. PART III presents the description of the research agenda to be followed.

The presented thesis deals with the theme of Czech-German cooperatin of the chosen institution, The Regional Scientific Library in Liberec, which is located in the Euroregion Neisse - Nisa - Nysa associating region of the Czech Republic, Germany and Poland. The first part introduces the Euroregion Neisse-Nisa-Nysa as an instrument for the realization of cross- border cooperation, thus the purpose for its establishment, historical context, function, aims and Euro-regional expert group - The Libraries, whose members include euroregional libraries. Libraries cooperate on international projects and thus fulfil aims of the Euroregion, which in turn helps to implement projects financially, thanks to the possibility of drawing funds from European Union funds. Besides this Euro-regional cooperation has the library established other partnerships that are not roofed by the Euroregion. Czech-German projects and activities of the library are analyzed in this work. For this purpose has been made survey of such activities from 2000 till 2014, which closely reflects the most fruitful period in the Czech-German cooperation of the library. A key event for the regional library, namely the opening of new building, was chosen for the analysis of the subject Czech and German media representation, as a final part of this thesis....

We want to understand, in general, these two fields as articulate as well as the limits of institutional state action in both fields. We will focus our attention on the southern border of Brazil, specifically on the border between Brazil, Argentina and Paraguay, known as the Tri-Border Area, where the high incidence of illicit activity came to be a reason for the classification of the area as a danger zone on safety international. We are interested in understanding the actual effects of defense and security policies in the Brazilian state action on border regions, with emphasis on the Tri-Border Area. The key question to guide this work derives a set of reflections on the role of the military in pursuing a defense policy, in which the professional duties of the military establishment are maintained, ie, the use of military personnel against external threats to Brazilian territory. Esta pesquisa propõe-se a estudar a política de defesa e segurança do Estado brasileiro na América do Sul. Queremos compreender, de um modo geral, como esses dois campos se articulam, bem como os limites da ação institucional do Estado em ambos os campos. Focaremos nosso olhar na fronteira sul do Brasil, especificamente sobre a divisa entre Brasil, Argentina e Paraguai, conhecida como Tríplice Fronteira, na qual a grande incidência de atividades ilícitas chegou a ser um motivo para a classificação da região como zona perigosa no âmbito da segurança internacional. Interessa-nos entender os reais efeitos das políticas de defesa e segurança na ação do Estado brasileiro sobre as regiões de fronteira, com ênfase na Tríplice Fronteira. A questão fundamental a nortear este trabalho deriva de um conjunto de reflexões acerca da atuação das Forças Armadas na consecução de uma política de defesa, na qual as atribuições profissionais da corporação militar sejam mantidas, ou seja, o emprego do efetivo militar contra ameaças externas ao território brasileiro.

- Abstract
During the first half of the 20th Century, an Unwritten Alliance amicably existed between the United States and Brazil. This is not true today. Some suggest that the two countries' strategic interests continue to diverge. This perception of divergence must be reversed. In response to Brazil's emergence as a global economic and political power, the United States must reformulate its bilateral security strategy with the world's 7th largest economy and Latin America's biggest military. Brazil's genuine concerns about sovereignty and reciprocity along with the negative American stereotypes that permeate Latin American culture will complicate this task. Nonetheless, there is an opportunity to bring the United States' and Brazil's diplomatic and security relations closer together to build a strategic partnership. This paper proposes ways to strengthen the diplomatic and security relationship between these two countries through the pursuit of common areas of interest. Failure to substantially improve U.S. relations with Brazil will cause Brazil's leaders to seek more advantageous relationships elsewhere -- to the detriment of the United States., Strategy Research Project.

- Abstract
Paraguay has friendly relations with the United States and has been a traditional ally. Paraguay's turbulent political history and tradition of political authoritarianism have resulted in international isolation that the country is seeking to overcome. The April 2008 election of Fernando Lugo -- a former Roman Catholic bishop and leader of the Patriotic Alliance for Change -- as President ended 61 years of one-party rule by the still dominant Colorado Party. The United States has encouraged the strengthening of democracy in Paraguay and hailed the peaceful transition of power. Known as the "bishop of the poor" after a decade of work in an impoverished rural diocese, Lugo pledged to introduce land and agrarian reform, improve education and health services to better serve Paraguay's poor majority, and combat widespread corruption. Yet, as he entered his second year in office, there were more frequent calls for his impeachment. His loose electoral alliance had splintered, and he faced broad opposition in the opposition-dominated Paraguayan Congress that had stymied his center-left agenda at nearly every turn. At the end of 2009, polls indicated that Lugo had one of the lowest popularity ratings of any leader in the region. The United States and Paraguay cooperate in a number of areas but especially in the fight against corruption and on anti-drug, counterterrorism, and anti-smuggling initiatives. In 2006 and 2009, the United States and Paraguay signed two Millennium Challenge Corporation threshold agreements totaling more than $60 million dollars to combat corruption and strengthen the rule of law. Paraguay is a major transit country for cocaine and produces the largest crop of marijuana in South America. The United States remains concerned about illegal activities in the loosely controlled tri-border region with neighboring Brazil and Argentina, such as money-laundering, drugs and arms trafficking, and trade in counterfeit and contraband goods., CRS Report for Congress.

Since the September 2001 terrorist attacks on New York and Washington, U.S. attention to terrorism in Latin America has intensified, with an increase in bilateral and regional cooperation. In its April 2009 "Country Reports on Terrorism," the State Department maintained that terrorism in the region was primarily perpetrated by terrorist organizations in Colombia and by the remnants of radical leftist Andean groups. Overall, however, the report maintained that the threat of a transnational terrorist attack remained low for most countries in the hemisphere. Cuba has remained on the State Department's list of state sponsors of terrorism since 1982 pursuant to Section 6(j) of the Export Administration Act, which triggers a number of economic sanctions. Both Cuba and Venezuela are on the State Department's annual list of countries determined to be not cooperating fully with U.S. antiterrorism efforts pursuant to Section 40A of the Arms Export Control Act. U.S. officials have expressed concerns over the past several years about Venezuela's lack of cooperation on antiterrorism efforts, its relations with Iran, and President Hugo Chavez's sympathetic statements for Colombian terrorist groups. The State Department terrorism report noted, however, that President Chavez publicly changed course in June 2008 and called on the FARC to unconditionally release all hostages, declaring that armed struggle is "out of place" in modern Latin America. In recent years, U.S. concerns have increased over activities of the radical Lebanon-based Islamic group Hezbollah and the Sunni Muslim Palestinian group Hamas in the tri-border area of Argentina, Brazil, and Paraguay. The State Department terrorism report maintains that the United States remains concerned that Hezbollah and Hamas sympathizers are raising funds among the sizable Middle Eastern communities in the region, but stated that there was no corroborated information that these groups had an operational presence in the area., CRS Report for Congress.

This monograph presents the findings of research into the involvement of organized crime and terrorist groups in counterfeiting a wide range of products, from watches to automobile parts, from pharmaceuticals to computer software. It presents detailed case studies from around the globe in one area of counterfeiting, film piracy, to illustrate the broader problem of criminal -- and perhaps terrorist -- groups finding a new and not-much-discussed way of funding their activities. Piracy is high in payoff and low in risk, often taking place under the radar of law enforcement. The case studies provide compelling evidence of a broad, geographically dispersed, and continuing connection between film piracy and organized crime, as well as evidence that terrorist groups have used the proceeds of film piracy to finance their activities. Counterfeiting is a threat not only to the global information economy, but also to public safety and national security. Cooperation among law enforcement and governments around the world is needed in the battle against intellectual-property theft, and meaningful progress will require increased political will, strong legislation, consistent enforcement, deterrent sentencing, and innovative solutions. Increased global intelligence-gathering and sharing is needed to further illuminate the scope and nature of the connections between piracy and organized crime, and policy makers and law enforcement agencies worldwide should reexamine the common but erroneous assumption that counterfeiting is a victimless crime., ISBN 978-0-8330-4565-2

As the United States continues its Global War on Terrorism it is now looking beyond the battlefields in Afghanistan and Iraq to consider engaging in other regions where terrorism and attendant forms of lawlessness exist. General Alvaro de Souza Pinheiro builds a case for giving greater attention to the narcoterrorism threat. General Alvaro suggests that security conditions in Colombia and the Tri-Border Area (TBA), where Argentina, Brazil, and Paraguay meet, deserve the immediate attention of security officials of the Hemisphere's more capable countries. In this paper, General Alvaro provides a review of Colombia's security situation and details his thoughts about the United States' support of the government of Colombian President Alvaro Uribe Velez. President Uribe wants increased U.S. support to provide more military resources, so the country can go on the offensive against the FARC and reestablish a government presence throughout Colombia. General Alvaro expresses his concern that the United States might abandon Uribe's "Plan Colombia" just as it is poised to make significant progress in the war against narcoterrorism. General Alvaro also details the situation in the TBA in great detail, and describes FARC linkages within that area. The FARC's initiative to create America's Revolutionary Force may suggest an increasing narcoterrorism threat for the TBA and elsewhere. In the section "Brazil Confronts the Beast," a concise summary is provided of Brazil's strategy, force structure, and disposition. Brazil has taken considerable measures to reorganize and modernize its forces to meet the new threats that it perceives are affecting the Amazon basin and the hemisphere in general. Abstract The purpose of this study is to identify the main features of the US discourse regarding the Tri-Border Area between Argentina, Brazil, and Paraguay through the analysis of 16 editions of the Patterns of Global Terrorism and of the Country Reports on Terrorism published from 2001-2016. Securitization theory is applied to explain the use of speech acts as movements to securitize the region. After employing NVivo to measure the frequency of words, a strong link between the rise of the financial semantic field and clashes in the Middle East were observed. The fact that the reports had a special emphasis regarding legislation on terrorism in the three countries was also detected.
