2. Regionalism in the Modern World Economy: Evolution and Main Trends

The proposed article is aimed at identifying the essence, history of development and evaluation of the current stage of regionalism. The principles of the theory of economic integration are briefly outlined, including its forms and their practical implementation. The author discusses the regulation of integration agreements within the framework of the GATT - WTO multilateral trade system. The motives for the participation of states in integration agreements, such as strategic, political and economic ones, as well as participation of the country in global and / or regional value of chains, are examined in detail. The author characterizes the main trends of modern regionalism and well-known integration mega-projects, such as the Trans-Pacific Partnership, and the Regional Comprehensive Economic Partnership. The main results of the study, which the author came to: 1) regionalism is a politics, and regionalization is the process of uniting countries into a larger region with elements of the free movement of certain factors; 2) old regionalism reflected the goals of promoting the growth of international trade and ensuring security. It corresponds to the concept of shadow integration; 3) the new regionalism was the result of an integrated approach to the development of globalization and a multipolar world. It is characterized by the concept of deep integration with deeper integration processes; 4) when signing the RTAs, the country takes into account strategic, political and economic factors; 5) integration agreements vary in scope and structure, reflecting the growing differentiation of the global trading system and the diversity of bilateral and multilateral regional trade agreements; 6) the signing of mega-projects reduces the effect of spaghetti bowl due to a decrease in the number of bilateral integration agreements between countries and the development of general rules of trade, and also simplifies international commercial disputes; there is a gradual unification of not only the rules of law, but also their interpretation and application.

Today, hedge funds are some of the most effective financial players able to show high earnings despite the crisis in the global economy and international financial markets. However, their work iscontroversial: often the high yield means the specific ways in which hedge funds reach greater heights, upto the impact on the transformation of world economic relations. The article uncovers the basic directions of such influence: the use of «event-related» strategies on the example of Argentina, which default the hedge funds had commercialized; the development of regulations and launching Trans-Pacific Partnership, which inthe long term will create conditions for the expansion of hedge funds; the involvement of hedge funds in the strong price movements on the example of Brent oil price fluctuations.Noteworthy is also the question of what financial institutions ought to be referred to the hedge fund category.In the case of extension of the term the dimensions of the problem can expand progressively.

The article is devoted to the study of problematic issues of the change of US-China trade is going up notwithstanding the slowdown of Chinese economy. Those US fi rms who placed production in China became more involved into Chinese internal market. Chinese investments into US prevail over the US investments in China. The decisions of the Chinese leadership to set up the new market priorities in the economic development are implemented with obvious diffi culties, but being implemented, could stimulate US-China ties.

6. The economic belt of the new silk road: Chinese breakthrough in the west or a response to Asian challenges

The paper analyses how the Chinese project of establishing the Economic Belt of the New Silk Road challenges newly formed Eurasian Economic Union, with Russia as the leading force, as well as the North-American and Pacific trade network, dominated by the U.S. The author discusses how the overlapping responsibilities and influence of these regional economic groups may affect their complementarities and competitiveness on the world market, and how they may impact the future course of international relations. The Economic Belt is aimed at creating and strengthening economic, transport, human and cultural relations between China and Central Asian countries, but without Russia. The New Silk Road would stretch from the Pacific to the Baltic Sea, encompassing land and sea trading routes, and follows the route of the ancient Silk Road. When the New Silk Road project, linking three continents, is completed, it will bring new chance for development for China as well as for all other countries on the New Silk Road, including those in the Southeastern Europe. The author concludes that the Economic Belt of the New Silk Road might relax conflicts and quarrels between Western and Far East countries in regard to their aspirations to dominate in Euroasia.

The Trans-Pacific-Partnership is emerging as a mega-agreement by the potential impact on the regional and global gdp. Their analysis considered from issues of democracy and sovereignty, to issues of intellectual property, legal and national scope; however, it is null on the technical efficiency of the economies involved. Therefore, the objective of this research is to identify the countries that they would obtain better positions in its efficiency. To do this, use is made of the econometrics of Stochastic Frontier Analysis. The findings identified that high-income countries would get less respect for efficiency gains in middleincome countries. The Trans-Pacific Partnership (TPP) was the first of the 'Mega-FTAs' to be signed. Had it been ratified, it would have created the world's largest preferential trade area. The negotiators of the TPP aspired to create 'a next-generation transformative agreement' that would address a new trade agenda focused on regulatory coherence and business facilitation. The expectation was that this agenda would generate a 21st Century trade politics that would be less contentious, at least among business actors, than traditional negotiations on market access. Studies of another Mega-FTA under negotiation, the Transatlantic Trade and Investment Partnership (TTIP) that has a similar agenda found unified business support for the agreement domestically and the emergence of transnational business coalitions in support of the agreement. Recent theorising on trade politics suggests, however, that global value chains (GVCs) that involve vertical intra-industry trade introduce 'traditional' distributional issues that will divide business interests domestically -- and, in the case of GVCs organised on different geographical bases, internationally as well. This cleavage was evident in the TPP negotiations, unlike those for TTIP, as were other divisions among business -- both domestically and across countries -- over the sharing of existing rents and of new rents generated by regulatory harmonisation. Hoje, um dos temas mais sensíveis para a humanidade é o meio ambiente. Em um mundo globalizado, onde a preocupação com o meio ambiente deve ser repartida entre todos, não há caminho para a prática de medidas unilaterais, estanques, ante a complexidade e influência destas no mundo atual. Assim, litígios podem aparecer e alguns surgem, em razão desta dificuldade em conciliar interesses. A questão é como prevenir e resolver estes dilemas ambientais sem a necessidade da imposição da força. Daí surge a governança global como instrumento para a busca de soluções pacíficas e comuns para as mais diversas questões relativas à proteção ambiental, por meio da adoção de políticas e de instrumentos normativos. Ocorre que estas questões ambientais também atingem o comércio internacional, principalmente quando medidas ambientais aparecem como forma de barreira comercial, caracterizando-se, muitas vezes, como uma medida protecionista, prática combatida pelo comércio internacional e por seu órgão máximo de defesa e regulação, a Organização Mundial do Comércio. Mais uma vez, aparece a governança global, agora, governança global ambiental, como instrumento para a proteção ambiental, expandindo seu campo de atuação nos acordos de livre comércio mundial, sendo a sua importância destacada em dois deles, o Acordo de Facilitação do Comércio, nascido dentro da Organização Mundial do Comércio, objetivando a simplificação e desburocratização do comércio internacional e exterior, e no TransPacific Partnership, este último com grande preocupação ambiental e com mecanismos de solução de conflitos ambientais embasados nas melhores práticas de governança. Assim, em razão da complexidade das questões ambientais, principalmente nos acordos mundiais de livre comércio, o meio capaz de prevenir litígios e resolvê-los são os arranjos de governança global. Today, one of the most sensitive issues for humanity is the environment. In a globalized world, where the concern for the environment must be shared among all, there is no way to practice unilateral, watertight measures, given the complexity and influence of these in today's world. Thus, litigation may appear and some arise, because of this difficulty in reconciling interests. The question is how to prevent and resolve these environmental dilemmas without the need for force. Hence, global governance emerges as a tool for seeking peaceful and common solutions to the most diverse issues of environmental protection through the adoption of policies and normative instruments. These environmental issues also affect international trade, especially when environmental measures appear as a form of trade barrier, often being a protectionist measure, a practice attacked by international trade and by its highest defense and regulatory body, the World Trade Organization. And, once again, global governance now appears as a global environmental governance instrument for environmental protection, expanding its field of activity in global free trade agreements, and its importance is highlighted in two of them, the Trade Facilitation Agreement , born within the World Trade Organization, aiming at simplifying and reducing bureaucracy in international and foreign trade and in the TransPacific Partnership, the latter with great environmental concern and with environmental dispute resolution mechanisms based on the best governance practices. Thus, because of the complexity of environmental issues, especially in trade-free agreements, the means of preventing and resolving disputes are the means embedded in global governance arrangements.

Bu tez, yeni nesil çokuluslu ticaret serbestisi anlaşmalarının ortaya çıkış nedenlerini farklı ölçeklerde inceler. Bu ölçekler, Transatlantik Ticaret ve Yatırım Ortaklığı (TTYO) müzakarelerinde somutlanan Avrupa-ABD ölçeği, Transpasifik Yatırım Ortaklığı (TPO) kapsamındaki Asya-Pasifik ölçeği ve bu kıtasal ölçeklerin ötesinde görüşmeleri devam etmekte olan Hizmet Ticareti Anlaşması (HTA)'dır. Çalışmanın amacı, anlaşma ve müzakere süreçlerinin temel dinamiklerini, süreçte söz sahibi olan aktörleri ve stratejilerini belirlemek ve bu yeni nesil anlaşmaların kapsam, içerik ve olası sonuçlarını bir regülasyon biçimi olarak küresel ölçekte değerlendirmektir. ABD yönlendiriciliğindeki ticaret üçlüsü (TTYO, TPO ve HTA) girişimi, 2008-9 krizi sonrası dönemde etkisini göstermekte olan küresel ekonomik durgunluğa çözüm olarak Obama Yönetimi tarafından gündeme getirilmiştir. Tezde, bu çok amaçlı, geniş kapsamlı ve iddialı anlaşmaların uluslararası sermayenin değer yaratım ve aktarım süreçlerini hızlandırmak doğrultusunda koruyucu düzenleme çerçevelerini, mega-bölgesel ölçeklerde, serbestleşmeyi derinleştirerek hedef aldığı sonucuna ulaşılır. Dünya Ticaret Örgütü'nün çok taraflı ticaret serbestleştirilmesi sürecinin tıkanması, ABD'nin mega bölgesel liberalizasyon inisiyatiflerine yönelmesine neden olmuştur. Anlaşmalar, taraf ülkeler ve taraf olmayan ülkeler arası etki alanı rekabetini küresel düzlemde artıracaktır. The thesis investigates the reasons behind the emergence of a new generation of mega trade liberalization agreements in different scales. These scales are the US-the EU scale which is concretized with Transatlantic Trade and Investment Partnership (TTIP), Asia-Pacific scale which is on scope of Transpacific Partnership (TPP), and Trade in Services Agreement (TISA) which is negotiated beyond these scales. The aim of the study is to identify the main structural factors, strategies and agencies which drive the process and assess their scope, content and implication on global scale as a form of regulation. Obama Administration brings forward the US-led trade trinity (TPP, TTIP and TISA) initiative in response to global economic recession which has been effective in post- 2008-9 crisis period. The thesis concludes with the assertion that these multi-purpose, wide-ranging and ambitious agreements aim to expedite value creation and value transfer for international capital targeting protective regulatory frames through deepening liberalization within mega-regional scales. The obstruction of multilateral trade liberalization process within the World Trade Organization (WTO) leads the US to turn towards mega regional liberalization initiatives. These agreements will escalate competition on sphere of influence between partner states and non-partner states in global scale. 107
