This article examines Japan's relations with the Soviet Union/Russian Federation during the sixteen-year period between Gorbachev's coming to power in 1985 and Putin's completion of his first year as president in the spring of 2001. It identifies five lost windows of opportunity for solving the Northern Territories dispute between these two nations, which might have significantly improved the bilateral relationship. At the time of the first missed opportunity under Gorbachev in 1986-1988, the Cold War rigidity in relations still deeply affected how Japan and the Soviet Union dealt with one another. The second missed opportunity under Gorbachev in 1989 saw structural rigidity on the part of Japanese policy-makers hampering the faster development of the relationship. The third missed opportunity under Yeltsin in 1992 was the consequence of a failure in policy choices on the Japanese side and of policy-makers not fulfilling their responsibility. At the fourth missed opportunity under Yeltsin in 1997-1998, the Japanese side learned lessons from past mistakes and did not hesitate to propose a courageous proposal to break the impasse. President Yeltsin was impressed by this proposal, but the Russian side as a whole did not accept it as a basis for negotiations. Before the fifth missed opportunity, awareness of past failures was very much at the forefront of Japanese and Russian negotiators' mind. The negotiations proceeded unexpectedly fast and effectively in 2000-2001, and then were suddenly crushed because of domestic issues in Japan. Individual responsibility was fulfilled in negotiating with the Russians, but the negotiators were unable to overcome domestic constraint. [ABSTRACT FROM AUTHOR]

L’action publique environnementale au prisme des inégalités. La recherche « côté cuisine » La transition entre recherches antérieures et problématique nouvelle est rarement révélée alors qu’elle contient un intérêt pédagogique et heuristique certain. Cet article expose la cuisine à l’origine des résultats de deux recherches : une analyse de la concertation mise en œuvre pour créer un espace naturel protégé et une analyse de la négociation des ressources prioritaires d’eau potable à protéger. Bien que ces recherches aient été menées séparément, elles se rejoignent sur la conduite d’une posture critique « in itinere » et sur la mobilisation, à des temporalités différentes, de la notion d’inégalité environnementale. Posée comme hypothèse de départ dans la première recherche, et déduite d’un regard analytique a posteriori sur les résultats obtenus dans la seconde, cette notion a permis de mettre au jour et de dépasser les limites des cadres analytiques initiaux. La convergence de ces nouvelles perspectives avec d’autres travaux en termes de justice sociale et de justice environnementale a motivé la construction d’une problématique innovante sur l’effort environnemental demandé par les politiques publiques de l’eau et de la nature. The transition between previous and new research problems is rarely revealed then it contains some educational and heuristic value. This article discusses what is cooking results of two studies : an analysis of the dialogue organized in order to settle a protected natural area and an analysis of the negotiation for the protection of drinking water priority resources. Although these researches have been conducted separately, they led to take a join critical posture, “in itinere”, and to use the concept of environmental inequality, at different times. This notion, which was a starting assumption in the first research and deduced from an analytical look back at the results in the second, has allowed to show and to exceed the initial analytical frameworks limits. The convergence of these new perspectives with other studies carried out in terms of social justice and environmental justice motivated to design an innovative research problem on the environmental effort required by the nature and water policies. La transición entre la investigación anterior y el nuevo tema rara vez se reveló entonces contiene un centro de enseñanza y heurística cierto interés. En este artículo se describe la cocina detrás de los resultados de dos estudios : un análisis de la aplicación de consulta para crear un área natural protegida y un análisis de la prioridad negociación de beber la protección de los recursos hídricos. Si bien este tipo de investigación ha sido llevada a cabo por separado, se unieron en la realización de una postura crítica « in itinere » y la movilización, en diferentes momentos, el concepto de la desigualdad ambiental. Planteado como hipótesis de partida en la primera búsqueda, y se deduce de una mirada analítica hacia atrás en los resultados en la segunda, esta noción ha ayudado a exponer y superar las limitaciones de los marcos analíticos iniciales. La convergencia de estas nuevas perspectivas con otros trabajos en términos de justicia social y justicia ambiental motivó la construcción de un innovador problemático en el esfuerzo ambiental exigido por las políticas públicas del agua y la naturaleza.
