Urban agriculture (UA) in the South, long analyzed in the light of ideological debates, was generally considered as the “daughter of crisis” or poverty, a survival activity for the “damned” or “losers” of the city. Its place in the city was put to the test, and the activity was abused. Today, studies and researchers recognize certain advantages: providing fresh food, temporary employment, a source of income, an environmental management tool. But does it have a place in the city? This study examines the place of agriculture in urban planning and public policy in the city of Ouagadougou. The study sets out to demonstrate that agriculture is an “overlooked” aspect of urban planning, an urban jewel that is ill-treated and underestimated in urban public policy, yet deserves its place in the urban “body” of Ouagadougou in view of its multifaceted benefits for the city. The research combined an analysis of regulatory texts with quantitative and qualitative surveys of market gardeners and urban planning stakeholders. Data from the field show that in Ouagadougou, while agricultural practices are legion in the urban interstices, agriculture is struggling to be included in urban planning and public policy texts and documents. Admittedly, there have often been “favorable or permissive” measures or attempts to include UA in urban planning instruments, in this case the master development plan for Greater Ouaga (SDAGO), but these have not materialized. And yet, in addition to supplying fresh food, urban agriculture is an essential part of the urban economy. It is a marginalized chain economy in which several players earn their living and survive.

At a time when the term proximity is facing an inflation of more or less well-defined usages, this article proposes some elements of clarification. To this end, I believe it would be useful to apply the resource/asset binomial, proposed 30 years ago by G. Colletis and B. Pecqueur, to the study of proximities. This distinction between potential and activation is based on the same logic as the motility/mobility binomial proposed by V. Kaufmann at the dawn of the 2000s. This will enable us to return to what makes proximity a resource, so that it can be invoked wisely. We can see that mobility takes up too much space in our understanding of the value of proximity. However, at a time when environmental transitions are more than necessary, a maximized and reasoned use of proximity seems necessary. The search for what I call a hyperproxible society must therefore be an accepted objective.

5. Zones économiques spéciales et développement territorial du Burkina Faso.

The Burkinabe economy is characterized by a structurally deficit trade balance. The main export products are gold, cotton, cashew nuts, zinc and sesame seeds. In order to balance imports and exports, actions must be taken to promote national production by strengthening the competitiveness of economic units. The promotion and development of Special Economic Zones (SEZ) seems to be a solution to the structural transformation of the Burkinabe economy. An economy that will now be anchored in the territory by valuing all the potentialities of which the country abounds. Thus, the SEZs are spaces endowed with a set of infrastructures and services which, combined with tax and customs incentives, offer favourable conditions for the growth of competitive companies for development in line with specific needs of populations. This article assesses the feasibility and impact of the establishment of an SEZ in Burkina Faso by analysing the criteria of these economic zones. According to the analyses, mines and agricultural products are resources that can be subject to special treatment in an SEZ. The cities of Ouagadougou, Bobo-Dioulasso and Dori, in view of the availability of infrastructures and their geographical positions, are authorized to host SEZs. This choice is made taking into account the availability of critical infrastructure such as electricity, water and transport. The establishment of SEZs in these cities will have a fairly significant impact on the flow of foreign direct investment, export earnings and the efficiency of the productive apparatus. 6. Implementing Smart City Technologies into Management Mechanism of Municipal Formations

Purpose of the study. The purpose of the scientific article is to form a toolkit that makes it possible to assess the feasibility of introducing Smart City technologies into the management mechanism of a municipal formation based on the current state of the territory development. The achievement of this goal is regulated by the processes of considering the features of the Smart City concept in terms of the municipal formation development, generation of author's indicators for assessing the feasibility of introducing Smart City technologies into the management mechanism of the municipal formation, the development of a simulation model for assessing the feasibility of introducing Smart City technologies into the management mechanism of the municipal formation. The purpose of the study will allow confirming or rejecting the hypothesis about the advisability of introducing Smart City technologies into the management mechanism of the municipal formation. Materials and methods. The research instrumental apparatus is based on the use of the following methods: the method for identifying essential characteristics, theoretical representation, data grouping, assessment, simulation modeling, Bass diffusion method, and graphical representations. The application of theoretical methods is aimed at studying indicators for assessing the feasibility of introducing Smart City technologies into the management mechanism of a municipal formation. The simulation modeling methods and Bass diffusion method will focus attention on the possibility of predicting the management mechanism of a municipal formation with the Smart City concept. Results. Today, the postulates of the Smart City concept are not used within the framework of the municipal formation management mechanism. The study led to the conclusion that the Smart City concept is used for the development of some directions of the municipal formation (for example, the urban infrastructure). The lack of a regulatory and legal framework at the local level in the field of Smart-management and Smart-design shows the impossibility of assessing the feasibility of introducing Smart City technologies into the management mechanism of a municipal formation. At the municipal level, there is no effective toolkit for assessing the feasibility of introducing Smart City technologies into the management mechanism of a municipal formation. On the one hand, simulation modeling acts as a tool for accumulating and simplifying the parameters for assessing the feasibility of introducing Smart City technologies into the management mechanism of a municipal formation. On the other hand, simulation modeling focuses the attention on the process of forecasting the development of directions of the municipal formation management mechanism after Smart City technologies introduction. Within the framework of the study, the following conclusions were formed: Smart City concept is not adapted to the modern conditions of the development of the management mechanism of a municipal formation; the absence of a methodology for assessing the feasibility of introducing Smart City technologies into the management mechanism of a municipal formation doesn’t allow implementing effective measures for the development of small territories; simulation modeling is a rather interesting tool for medium-term forecasting of the feasibility of introducing Smart City technologies into the management mechanism of a municipal formation. Conclusion. To introduce Smart City technologies into the management mechanism of a municipal formation, it is necessary to use modern assessment and simulation modeling tools to form an idea of the result of actions taken in the current period and in the medium term.

The trends and problems of spatial development of regions of Russia in the context of integration of the domestic economy in the transition period from the planned socialist to the capitalist system of economic relations on the example of Vladimir region have been analysed. A methodology for assessing regional differentiation has been proposed. Aspect novelty of the estimation methodology consists in a unified comparative analysis of empirical integrated indicators obtained by calculating partial values of criterion-factors by means of converging integer series using methods of limit equations in combination with the method of Lyapunov's functions in comparison with threshold values of the corresponding integrated indicators. At the same time integrated indicators meet the requirements: quantitative measurement; formation on the basis of priority basic indicators of regional development; accounting for the main components of development: institutional, environmental, economic and social.The proposed methodology is characterized by simplicity of calculation, low cost application, as well as the fact that the information base is made up of official data of state statistics bodies, which ensures their accessibility and comparability.

In this article the issues of financial capacities mobilization of amalgamated territorial communities for intensification of their investment and innovative activity are considered. It will contribute to the systemic development of the regional (territorial) economy. Ensuring the increase of financial and investment potential of the territorial economy is impossible without a quantitative assessment of its volume and level. To assess the level of the region’s provision with its own financial and investment potential, we used a method of assessing the ratio of net and gross volume of financial and investment potential. Calculations have shown that in 2010—2018 in the economy of Ukraine there was a general trend in increase of number of regions with a free savings deficit, that could have been attracted into the investment process. Based on the results of the analysis, a conclusion is made about the asymmetry of regional economic development. Regions with developed industry faced the least problems with the formation of financial and investment potential. Our suggestions are to develop the entrepreneurial potential in the direction of establishing import substitution in order to increase the territorial community’s own financial resources. The authors’ idea of choosing the industry for the organization of import-substituting productions is tested on the example of Lviv region. This idea is to direct financial and investment resources to those sectors of industry that will have good consumer prospects, in spite the fact that their market share is insignificant due to the imports. As a result, regions (territories) will have the opportunity to produce consumer goods and mobilize domestic resources, and at the same time attract and accumulate external financial and investment resources. The article characterizes the development of small and medium business in Russia after it gained sovereignty and adopted the Constitution of the Russian Federation on 12 December 1993. The author shows stages of developing free market relations and management of regional economy in Russia as a result of constitutional and legal reforms which started in early 1990-s and continue at present. Issues dealing with advantages of free market in comparison with planned economic relations were raised. The author highlighted issues of the federal structure of the Russian state. Economic federalism in Russia which has constitutional and legal guarantees is shown as a motivating factor for stable economic growth not only for certain regions but for the country in general.

The competitiveness of the territorial offer characteristics determines the attractiveness of FDI (foreign direct investments), the components of the territory such as the climate, natural resources, energy competitiveness, infrastructures, the business climate, and others several factors which constitute the components of the territorial offer. In through a survey conducted with investors foreigners settled in the area TTA (Tangier-Tetouan, Al Hoceima) we tried to analyze the set are features of the offer of u territory while emphasizing energy and competitiveness of the climate. Still, we have Vons tried to determine the are obstacles enrayant attractiveness for FDI. Thus, the results of our analysis can be classified into groups the variables are the offer of territory according to the choice priority of investors and therefore a diagnosis (strengths / weaknesses) of the territory. Competitiveness in energy infrastructures plays a driving role in the attractiveness of the offer; on the other hand, energy costs can constitute an obstacle to the attractiveness of the territory.

This article seeks to show how the elements of a (flexible and adaptable) model of territorial development, whose roots are anchored in the analysis of coordination among pre-capitalist actors, can take on a more concrete form in developing economies. Our hypothesis is that the application of this model functions as a resurgence of pre-capitalist production relations, revalidated by local practices and renewed by territorial dynamics. Is such a return to pre-capitalist ways possible and realistic despite the obstacles and, if so, under what conditions? These are the questions this paper seeks to address, by the way of a specifically economic analysis focused on the dynamics of productive systems. On the first part, we review the fundamental principles of a model of territorial development based on a local system of actors, which assumes that the territory is “constructed” and is founded, according to our approach, on the principle of specification. On the second part, we assess the feasibility of this model in developing economies, remembering that we are starting from practices that are already old; practices involving risks and that assume certain conditions of implementation.

This article proposes a reading of the outdoor sport tourism market through the territory, especially by analyzing the constitution modes of its territorial resources. This contribution should allow the analyzis of the appearance of areas marked by the economics of outdoor sports tourism whose characteristics change, showing different characteristics between the tourist centers and outdoor sport peripheries. It will be based on the territorial complexity in such topics of the Ardèche department. The chosen methodology is due to analyze the co-construction of outdoor sports tourism territories and their territorial resources by territorial assets. For that, these assets will be quantified and analyzed in a comparative diagnosis. The territorial configurations that will be highlighted will glimpse the reasons for these differences in four areas in particular: public intervention, the common and local culture, economy of outdoor sports, the natural resource.

economical geography has known a revival since the 1990s; we even speak of a «new economic geography». Globalisation, metropolisation, the formation of free-trade zones, international exchanges, the linking of the global with the local are all themes at the centre of the concern about spatial economy. But globalisation does not necessarily mean homogenisation of the spaces. The notion of territory reappears in economical analyses because territories offer the market resources that are specific, untransferable and incomparable. These specific resources render the areas diversified and stabilize the emplacement of economic activities. In the next few years, one of the main subjects of research in economic analysis will probably be the study of the process of revealing and eveloping new resources that emerge from the uniqueness of the areas and human groups in a context where information logic controls the service economy.

У цьому зв’язку акцентовано увагу на питаннях мобілізації фінансових спроможностей об’єднаних територіальних громад для активізації їхньої інвестиційно-інноваційної діяльності, що сприятиме системному розвиткові територіальної економіки. Зазначено, що забезпечення нарощування фінансово-інвестиційного потенціалу економіки території є неможливим без кількісного оцінювання його обсягу і рівня. Використано спосіб оцінювання рівня забезпеченості регіону власним фінансово-інвестиційним потенціалом на основі співвідношення показників чистого і валового його обсягу. Визначено, що у 2010—2018 рр. в економіці України спостерігається загальна тенденція до збільшення числа регіонів, які мали дефіцит вільних заощаджень, що можуть бути залучені в інвестиційний процес. За результатами аналізу зроблено висновок про асиметричність розвитку регіональної економіки. Відмічено, що з проблемами формування фінансово-інвестиційного потенціалу найменше зіштовхнулися регіони з розвиненою промисловістю. Запропоновано для нарощення власного фінансового ресурсу територіальної громади розвивати потенціал підприємницького сектору в напрямі налагодження імпортозаміщення. Апробовано на прикладі Львівської області авторську ідею вибору галузі для організації імпортозаміщувальних виробництв, що полягає у спрямуванні фінансово-інвестиційних ресурсів у ті сектори промисловості, які матимуть добрі споживчі перспективи, однак частка яких на ринку є незначною через переваги імпорту. У результаті в регіонів (територій) з’явиться можливість не тільки продукувати й мобілізувати внутрішні, а залучати й акумулювати зовнішні фінансово-кредитні та інвестиційні ресурси, забезпечуючи тим самим ефективний соціально-економічний розвиток. International audience; Since ancient times, researchers have included in their reflections the spatial dimension of the economy. But from the beginning of the 19th century until the 1950s, a period corresponding to the predominance of the neoclassical paradigm, space occupied a marginal and ambiguous place in economic thought. This is explained on the one hand, by the paradigm of perfect rationality on which the classical political economy and its hypothetical-deductive approach was built up and, on the other hand, by geographic, historical and intellectual factors of the countries as well as the degree of development of their transport system. We had to wait for the reversal of the spatial hierarchies of the 1970s to see in the concept of space that of the territory, that is to say a socio-spatial environment structuring spatial behavior, industrial organization and innovation.; Depuis l'antiquité les auteurs englobaient dans leurs réflexions la dimension spatiale de l'économie. Mais dès le début du XIXe siècle jusqu'aux années 1950, période correspondant à la prédominance du paradigme néoclassique, l'espace occupe une place marginale et ambiguë dans la pensée économique. Cela s'explique d'une part, par le paradigme de la rationalité parfaite sur lequel s'est constituée l'économie politique classique et son approche hypothético-déductive et, d'autre part, par des facteurs géographiques, historiques et intellect uels des pays ainsi que du degré de développement de leur système de transport. Il fallait attendre le retournement des hiérarchies spatiales des années 1970 pour voir dans la notion d'espace celle du territoire, c'est-à-dire un milieu socio-spatial structurant des comportements spatiaux, de l'organisation industrielle et de l'innovation.

First, we show how approaches to CE and territorial development, which were largely independent, have come closer together and tend to hybridize. Secondly, we question the validity of a circular approach at the territorial level, and above all its virtuous character, as well as its degree of sustainability.; Dans cet article nous discutons de la dimension territoriale de l ’économie circulaire et de son caractère soutenable. Dans un premier temps nous montrons comment les approches de l ’EC et du développement territorial, largement étrangères au départ, se sont rapprochées et tendent à s’hybrider. Dans un second temps nous nous posons la question de la validité d’une approche circulaire au niveau des territoires, et surtout de son caractère vertueux, ainsi que de son degré de soutenabilité.

Since the 1970s, a process of deindustrialisation has taken place in all industrialized countries. This process comes partly from the exacerbation of international competition but also from structural changes. The industry continues to designate all activities that contribute to the production of material goods. Its jobs and functions evolve, however, leading to deep territorial divergences.In this context, the traditionally industrial territories are said to be weakened. Faced with their probable decline, multiple avenues of redevelopment are highlighted, based on cultural, heritage, tourism or residential levers. Paradoxically, their future productive capacities are rarely questioned. This thesis raises the question of a productive future for these territories, in France, especially when they are located outside large urban areas.Assuming that the origins of territorial change can be both exogenous and endogenous, and that territories are largely dependent on their past, this thesis proposes an analysis that takes into account local trajectories over the last fifty years. This research is based on a mixed methodology combining quantitative elements, at the scale of all French industrial living areas, and qualitative from three case studies: Bocage Bressuirais, Romans-sur-Isère and Annonay. This thesis invites us to take into account the diversity of territories and to reconsider their overall economic and sociodemographic fragility. In doing so, it shows that a productive renewal is possible. The thesis finally details the multiple paths that can be borrowed face to the emergence of new challenges like digital, sustainability and social innovation.; Depuis les années 1970, un processus de désindustrialisation est à l’œuvre dans l’ensemble des pays industrialisés. The creation of economic value is a process resting on territorial heritage, which comprises ecologic, technical and social functions that articulate the various elements of the productive capital and guarantee its continued availability. Added value is a monetary representation of its effects on the individual activity of the entities of this territory. However, this heritage is a common good. A collective and multicriteria evaluation would provide a better view of its intrinsic qualities.Functional economy takes into account the maintenance of that heritage at the root with the cooperative design of “product service” offers agreed between the territory’s entities. Micro and macroeconomic accounting could adapt to this representation of the productive system.The study of the energetic retrofit of private tertiary buildings and of the sourcing of construction aggregates in the region of Paris show the relevance of an integrated governance. Multicriteria and multi stake-holder deliberations enable to generate development scenarios that enhance the economic interests of all parties concerned and facilitate the maintenance of the territorial heritage.The relevant information needed for those representations and scenarios to emerge could be made available at all levels of assessment, throughout the process of deliberation, contract-making and valorization. It is key to economic innovation and more sustainable territorial development. The systems and practices involved in managing information can thus be seen as having a productive and heritage value., Le processus de création de valeur économique repose sur un patrimoine territorial constitué de fonctions écologiques, techniques et sociales qui articulent les éléments du capital productif et en assurent la disponibilité pérenne. La valeur ajoutée est une représentation monétaire de ses effets sur l’activité individuelle des entités du territoire. Cependant, ce patrimoine est un bien commun. Une évaluation collective et multicritère permettrait d’en représenter les caractéristiques intrinsèques.Le modèle d’Economie de la fonctionnalité intègre la maintenance de ce patrimoine dès la conception coopérative de solutions "produits-services" contractualisées entre entités du territoire. Les comptabilités microéconomiques et les comptes nationaux pourraient s’adapter à cette représentation du système productif.L’étude des filières franciliennes de la rénovation énergétique des bâtiments tertiaire privé et de l’approvisionnement en granulats de construction révèle l’intérêt de leur gouvernance intégrée à l’échelle régionale. Des délibérations multicritères multi-acteurs permettent d’établir des scénarios de développement favorables aux intérêts économiques réciproques de ces filières et à la maintenance du patrimoine territorial.La disponibilité de l’information nécessaire à l’émergence de ces représentations et scénarios est souhaitable à chaque échelle d’évaluation, tout au long du processus de délibération, contractualisation et valorisation. Sa qualité conditionne l’innovation économique pour un développement territorial plus soutenable. Les systèmes et pratiques associés à sa gestion ont alors une valeur patrimoniale et productive.

However, with the increase of tourism mobilities, people tend to consume outside of the place they are used to living and in the future the presence or the absence of these temporary consumers could be an important stake for local economies. This paper aims at defining theses stakes by measuring these displacements of consumption between French areas.

Les Modèles Territoriaux d’Innovation (TIMs) tels que les milieux innovateurs, les districts industriels, les systèmes d’innovation régionaux, etc. se sont développés à partir du milieu des années 80 dans un contexte qui était avant tout celui de la crise des régions industrielles. À partir de cet héritage conceptuel, un questionnement fondé sur le concept de Dynamiques Territoriales de Connaissance (DTC) est présenté afin de cerner certains enjeux théoriques actuels et de proposer un agenda de recherche renouvelé. La thèse présentée ici est que, alors que les processus d’apprentissage au sein des TIMs sont avant tout perçus comme des « dynamiques cumulatives de connaissance » conduisant à une spécialisation locale de la production dans un environnement global (distinction locale/globale traditionnelle), les dynamiques de connaissance actuelles sont davantage combinatoires, multilocales et multiscalaires. Elles se développent par l’interaction entre entreprises, entre régions, entre secteurs, etc. Différents idéaux types de DTC sont proposés suivant une approche relationnelle et circulatoire où la capacité régionale d’ancrage est présentée comme centrale. Territorial Innovation Models (TIMs) such as innovative milieus, industrial districts, regional innovation systems, etc. have developed since the mid-eighties in a context mostly driven by the crisis of the industrial regions. From that theoretical heritage, a new questioning based on Territorial Knowledge Dynamics addresses here conceptual changes and a possible new research agenda. The main assumption made in this paper is that, while learning processes in TIMs are mostly seen as « cumulative knowledge dynamics » driving to a local specialisation of production within a global environment (traditional local/global framework), today’s territorial knowledge dynamics are rather combinatorial, multi-local and multi-scalar. They develop through interactions between firms, regions, sectors, workers, etc. Different ideal types of TKDs are proposed from a relational and circulatory perspective where regional capacity of anchoring is presented as central.

International audience; À partir de l'analyse de plusieurs exemples de terrain, l'article vise, d'une part, à proposer une lecture critique des démarches fondées sur la mise en marque de territoires et sur leurs perspectives en termes de développement et, d'autre part, à poser les bases d'un programme de recherche consacré à cette question. Les contradictions sous-tendues par ces démarches sont nombreuses : banalisation, ignorance mutuelle des initiatives sur un même territoire, pertinence parfois discutable, impact peu visible, manque de contraintes réelles. Pour autant, les marques territoriales constituent, dans le même temps, des outils à part entière de développement des territoires ruraux, comme en témoigne l'intérêt croissant que leur portent les instances européennes dans un contexte institutionnel en pleine évolution.

Dans un contexte d'économies aux systèmes productifs interdépendants, la difficulté ressentie par les entreprises pour appréhender la complexité des mutations de leur environnement, accroit leur sentiment " d'insécurité ". En réaction à ce contexte " incertain ", les entreprises cherchent à sécuriser leur situation sur le marché en construisant des avantages compétitifs suffisamment durables. Transversalité et flexibilité, compétitivité coûts et hors-coûts, mise en réseau et économie de l'immatériel sont autant de concepts qui décrivent l'entreprise d'aujourd'hui. L'économie de l'immatériel place l'imagination, le talent, l'inspiration et la collaboration au centre de la création de valeur. En résumé, les idées, c'est-à-dire la capacité à inventer et à innover fondent cette économie de " réseaux ". La recherche de la compétitivité globale est une construction dans laquelle l'assise territoriale des entreprises joue un rôle majeur. Elle se comprend également comme un phénomène de co-développement de ressources et de compétences réalisé par les différents acteurs du territoire, privés ou publics. Cette spécificité conjointe entreprises/territoires doit alors s'appréhender comme une évolution simultanée entre celles-ci et les organisations institutionnelles (consulaires ou territoriales) au travers des relations qu'elles seront capables de construire. Cette nouvelle collusion entre les entreprises et les territoires nous amène à réfléchir d'abord sur les canaux qui relient les territoires et l'activité économique pour mieux comprendre ensuite comment l'ancrage territorial détermine aujourd'hui la performance des entreprises.

O artigo apresenta, na primeira parte, a evolução das teorias do desenvolvimento das áreas extra-urbanas, dos anos 50 até hoje. Na segunda parte, o artigo enfrenta a questão de como a passagem da economia de subsistência, à economia familiar tradicional, à economia agrícola e à economia rural poderia se tornar um processo de desenvolvimento virtuoso das economias locais. Este último assunto está sendo tratado na terceira parte, na qual procura-se estudar o desenvolvimento do território de acordo com as análises feitas a nível internacional, e principalmente europeu; e também na quarta parte, onde o tema é focado de acordo com umas análises de estudiosos brasileiros. In the first part the paper presents the evolution of the rural develoment theories from 50s to nowadays. Consequently, in the second part, it is addressed the issue of how the transition from subsistance economy, to traditional economy, to agricultural economy, to rural economy could delineate virtuous processes of local development in specific contexts. Cet article propose une approche du paysage comme ressource territoriale. A partir de l'observation des contextes alpins français du Beaufortain et de Belledonne on analyse les représentations sociales associées au paysage dans une période où les changements sont prégnants et où se définissent de nouvelles modalités de développement. La conception de la ressource paysagère est présentée successivement de manière théorique et descriptive ; elle met en évidence les enjeux socio-économiques propres à chacun de ces contextes dans le cadre d'une réflexion identitaire et projective.This article analyzes the landscape as a territorial resource. From the observation of two case studies in the French Alps: Beaufortain and Belledonne, we describe the social representations related to the landscape in a period where changes and new modalities of development are important. The notion of landscape resource is presented successively on a theoretical and descriptive point of view. Classification JEL : R11, O29, O33; The attempt of the paper is to propose a ceherent conceptual framework that enables to analyse todays knowledge dynamics in relation to regional development issues. Traditional approches in territorial economy and economic geography have most ofen paid attention to production challenges and technological processes in oder to analyse dynamics innovation and knowledge creation. Recent critics have highlighted the importance of taking into cinsideration the consumer in knowledge creation (computer games issues for example). Our princinpal argument is thatthe role of cunsumers in territorial organisation of economic activities goes beyond specific activities such as video games or software production. The increasing importance of cultural industries, of cultural dimension of induxtrial products in value creation (not only design and marketting but aesthetics, image etc. which are intergral part of the product) Give rise to a very complex consumption systems (specialised media, event organisers, legitimizing third partiesn experts, all sorts of labelling, associated services, etc.) that appears as structural hyphens between production systems and their consumers and, by this the knowledge resouce. How do resouce, production and consumption articulate, how do they articulate in space? What are the consequences for regional development? Based opn existing literature as well as on empirical observations made in the case studies undertakent within the FP6 European-funded project Eurodite, a comprehensive typology of knowledge dynamics proposes to address issues to organisation of knowledege creation and production-consumption systems.

International audience; Ce chapitre d'ouvrage fait le point sur la notion de système productif localisé et en analyse les spécificités dans les domaines agricoles et agroalimentaires. L'identification des systèmes agroalimentaires localisés (SYAL) conduit à un constat de forte hétérogénéité selon les produits et les formes d'organisation territoriale. Les avantages concurrentiels de tels systèmes reposent sur deux catégories de facteurs : les premiers attachés à la différenciation des ressources et des produits, les seconds à l'organisation collective des acteurs de la filière. Les rapports entre ces deux catégories de facteurs sont essentiels à l'établissement d'une rente territoriale et sa pérennité. Les nombreuses études empiriques sur les SYAL offrent le paysage d'études de cas aux méthodologies hétérogènes, souvent orientées selon des postulats localistes. Les SYAL doivent être considérés comme une voie possible parmi d'autres configurations pour le développement économique des territoires et être mis à l'épreuve avant d'être proposés comme modèle de développement.

From Tourism Economy to Presential Economy : the Case of French Regions and Departments. - For a long time the question of the location of economic activities was reduced to the location of producers, the location of consumers being considered as a variable of secondary importance. However, with the increase of tourism mobilities, people tend to consume outside of the place they are used to living and in the future the presence or the absence of these temporary consumers could be an important stake for local economies. This paper aims at defining theses stakes by measuring these displacements of consumption between French areas., Longtemps, la question de la localisation des activités économiques s’est réduite à la question de la localisation des producteurs, la localisation des consommateurs étant considérée comme une variable secondaire. Or, dans un contexte marqué par l’accroissement des mobilités touristiques, les populations sont de plus en plus amenées à consommer ailleurs que sur leur seul lieu de résidence principale et l’absence ou la présence de ces consommateurs temporaires pourrait à l’avenir constituer un enjeu de plus en plus important pour les économies locales. En mesurant les déplacements de consommation que les mobilités touristiques génèrent entre les espaces français, l’objectif de cet article vise à préciser ces enjeux.

In the different territorial levels (local, national, global...) in the domain of economic phenomena, we can distinguish different types of economic systems (local, national, global...). In this essay, we have tried to give a scientific answer to the question what is a territorial economy, through the proposal of mechanisms that in its operation create all phenomena involved in the question. We have adopted an inactive perspective and we have taken as a main methodological framework autopoiesis theory, applied to social systems, alongside some proposals from evolutive institutionalism. Our conclusions are that a territorial economy, as a territorial economic system, is a social system that (a) emerge spontaneously when the conditions are given, product, nonetheless, of human will, (b) have the characteristic of self regulation, because of the existence of institutions and continual decisions of many agents that have as a reference a specific ideology and (c) its evolution depends of the ability that have such self regulatory mechanisms to neutralise disturbances coming from outside o inside, without loosing identity, although in that, sometimes, it is necessary an ideological change., En los distintos niveles territoriales (local, nacional, mundial…) que se dan en el dominio de los fenómenos económicos, podemos distinguir distintos tipos de sistemas económicos (locales, nacionales, mundial…). En este ensayo hemos tratado de dar una respuesta científica a la pregunta qué es una economía territorial, por medio de una proposición de mecanismos que en su operar generan todos los fenómenos involucrados en la citada pregunta. Para ello hemos adoptado una perspectiva enactiva y hemos tomado como principal marco metodológico de referencia la Teoría de la Autopoiesis aplicada a los sistemas sociales junto con algunas aportaciones del institucionalismo evolutivo. Así hemos podido concluir que una economía territorial, como sistema económico territorial, es un sistema social: a) que surge espontáneamente, cuando se dan las condiciones para ello, fruto, en última instancia, de la voluntad de los seres humanos que lo componen; b) que tiene la capacidad de autorregularse, gracias a la existencia de instituciones y de continuas decisiones de innumerables agentes que tienen como referencia una ideología determinada; y c) cuya evolución depende de la capacidad que tengan dichos mecanismos de autorregulación para neutralizar las perturbaciones procedentes de su exterior o de su interior sin perder su identidad, aunque para ello, en alguna ocasión, sea necesario un cambio ideológico.

Partant du postulat que les modèles territoriaux d’innovation nécessitent aujourd’hui de considérer les nouvelles dynamiques territoriales et socio-économiques de l’innovation, cet article tente de donner un éclairage particulier, à travers une recherche qualitative, sur le développement des innovations dans le domaine des technologies médicales en Suisse occidentale et sur la valorisation des dispositifs médicaux par les producteurs. D’une part, il met en évidence que les dynamiques territoriales de la production et de la consommation des dispositifs médicaux incarnent des relations multi-locales s’organisant à des différentes échelles, tant institutionnelles que sociales. D’autre part, il propose une clé de lecture de la communauté de production-consommation des dispositifs médicaux – à travers la convention de déstigmatisation – selon laquelle la relation producteur-consommateur se base sur des discours appliqués aux dispositifs par les producteurs selon le public cible de l’application et qui dépassent les valeurs techniques lorsque ces dernières sont destinées aux patients.
