RIVM rapport:In de Nederlandse toelatingsbeoordeling voor gewasbeschermingsmiddelen wordt de blootstelling van waterorganismen te eenzijdig berekend. In de huidige beoordeling wordt namelijk alleen rekening gehouden met de mate waarin deze stoffen het oppervlaktewater bereiken via de verwaaide nevel van de gewasbeschermingsmiddelen (drift). Deze nevel ontstaat nadat de middelen over het land zijn gespoten. Hoewel dit de belangrijkste 'route' is, blijken twee andere routes ook van belang: via de atmosfeer en via de drainagesystemen in de bodem van de landbouwpercelen. Het RIVM heeft daarom in samenwerking met het Planbureau voor de Leefomgeving, Wageningen UR en het College voor toelating van gewasbeschermingsmiddelen en biociden (Ctgb) deze twee routes aan de blootstellingsscenario's toegevoegd. Specifiek gaat het hierbij om neerwaartse bespuiting in veldgewassen (akkerbouw, bloembollen en vollegrondsgroenteteelt). Grote hoeveelheid oppervlaktewater in Nederland Deze aanpassing is onderdeel van een herziening van de Nederlandse methode om risico's van gewasbeschermingsmiddelen te berekenen. Dat is nodig om de methode beter overeen te laten komen met Europese toelatingsprocedures voor dergelijke stoffen, waarin drainage al langer wordt meegenomen. De specifiek Nederlandse omstandigheden zoals de ruime hoeveelheden oppervlaktewater en de eigen driftcijfers blijven gehandhaafd. Kenmerkend voor het nieuwe scenario is dat er sprake is van een lage stroomsnelheid in het Nederlandse slootwater, waardoor stoffen relatief lang in het water blijven. Uitgangspunten Een van de uitgangspunten van het voorstel is de beleidskeuze dat de berekende maximale concentratie van een stof in negentig procent van de sloten onder de norm ligt. In de berekeningsprocedure wordt ook uitgegaan van belasting van het oppervlaktewater door gebruik op alle naastliggende percelen. Although drift can still be considered the most important source, atmospheric deposition and drainage may constitute important sources as well. Therefore, RIVM, PBL Netherlands Assessment Agency, Wageningen UR and the Board for the authorisation of plant protection products and biocides have derived a new procedure in which these two potential sources are included. The new procedure, described in this report, is restricted to downward spray applications in field crops. Specific Dutch circumstances The update of the procedure was initiated to bring the Dutch procedure more in line with the EU procedure, which already takes account of drainage. However, typical Dutch adaptations of the procedure remain. In the new procedure, drift is still based on Dutch drift deposition measurements. Characteristic is that the flow velocity of the selected ditch is rather low. Risk management decisions Two boundary conditions were used as starting points for deriving the scenario. First, there was the risk management decision that the scenario should be protective for at least 90 per cent of field ditches. Second, it was assumed that all adjacent fields are treated with the same substance and thus contribute to resulting exposure concentrations in the ditch. Drift reducing measures still important Currently, when spraying plant protection products on fields along surface water, growers should maintain a crop-free buffer zone and use certified sprayers that reduce spray drift deposition by at least 50 per cent. Example calculations with four substances showed that it is worthwhile to invest in further drift reduction. Calculated impacts on water organisms reduced upon applying higher drift reduction when drift was the dominant factor.

RIVM rapport:Dit rapport geeft aangepaste richtlijnen voor de beoordeling van milieurisico's van gewasbeschermingsmiddelen die lang in de bodem aanwezig blijven. Deze richtlijnen geven een nadere invulling aan de Europese regelgeving. Het rapport onderscheidt drie beschermdoelen voor de bodem: 1) behoud van landbouwkundige bodemfuncties, 2) behoud van structuur van levensgemeenschappen van agro-ecosystemen en 3) bescherming van de structuur van bodemlevensgemeenschappen in natuurgebieden. De risicobeoordeling op Europees niveau beschouwt het eerste beschermdoel en blijft daarom buiten beschouwing. De twee overige beschermdoelen zijn vooral toegespitst op de Nederlandse situatie en kunnen later voor Europese regelgeving worden uitgewerkt. Om tot een nauwkeurigere beoordeling te komen stelt het rapport voor om zowel aan de blootstellingskant als aan de effectenkant met getrapte systemen te werken. Deze beslisbomen worden gehanteerd bij achtereenvolgens halfwaardetijden van de stoffen in de bodem boven 90 en 180 dagen. Stoffen met dergelijke halfwaardetijden werden vroeger in Nederland op een andere manier beoordeeld of niet toegestaan. De nieuwe richtlijnen betrekken alle wetenschappelijke informatie in de beoordeling, zoals de Europese gewasbeschermingsmiddelenrichtlijn vereist., This report gives revised guidance for the environmental risk assessment of persistency of plant protection products in soil where European legislation is absent. This report considers three protection goals for soils: 1) protection of soil functions relevant to agricultural production, 2) protection of the structure of agro-ecosystems, and 3) protection of the structure of soil ecosystems in general. Existing guidance at the EU level considers the first protection, so this is not elaborated upon in this report. For the two other protection goals, the report proposes decision schemes in which both exposure and ecotoxicological effects are assessed in a tiered approach. The evaluation is triggered when the half-life of a substance in soil exceeds a value of 90 respectively 180 days. In line with the European regulations on plant protection products, the guidance considers all relevant scientific information. The revised proposal provides points of departure for further guidance development at the European level.

RIVM rapport:Dit rapport evalueert het voorstel uit 2006 voor de beoordeling van milieurisico's van gewasbeschermingsmiddelen die lang in de bodem aanwezig blijven. Dit voorstel beschreef drie beschermdoelen en stelde getrapte beoordelingssystemen (beslisbomen) voor. De uitkomsten van deze beoordelingssystemen bleken consistent. De optie uit het voorstel om de risico's niet alleen te beoordelen op basis van het totaalgehalte in de bodem maar ook op de concentraties in het bodemvocht moet worden verplicht. De evaluatie is uitgevoerd met alle beschikbare gegevens uit toelatingsdossiers en openbare literatuur van vijf stoffen. De gegevens bleken voor verschillende onderdelen van de beslisbomen niet toereikend, waardoor fabrikanten aanvullende gegevens zullen moeten leveren voor veel toelatingsdossiers. Ook moeten beschikbare studies meestal opnieuw worden geinterpreteerd om de benodigde gegevens voor de nieuwe beoordeling af te leiden. Een goede beoordeling vereist daarom specifieke expertise van zowel aanvragers als beoordelende instanties. Om gedrag en effecten van persistente stoffen beter te kunnen begrijpen, wordt eveneens aanbevolen het gedrag in het veld over langere duur te onderzoeken, de concentraties in testsystemen te meten, testen met bodemschimmels te ontwikkelen, en ervaring op te doen met (semi-)veldstudies naar de relatie tussen blootstelling en effecten., This report describes the evaluation of the 2006 proposal for the risk assessment of persistence of plant protection products in soil. The proposal considered three protection goals and proposed tiered assessment and decision schemes for each protection goal. The three schemes appeared to be consistent, both internally and with each other. It was found that both pore water concentrations and total content have to be considered in the soil risk assessment. The evaluation has been performed for five substances with all available information from both registration dossiers and open literature. Nevertheless, insufficient information was available to evaluate all aspects of the proposal. In practice this means that pesticide industry has to provide additional information for many dossiers. Furthermore, it was found that existing information often needs to be re-interpreted and a need for standardisation of evaluation of terrestrial (semi-)field experiments was observed. The proposal would require specific expertise and investments of evaluating authorities as well as stakeholders. To better understand fate and effects of persistent substances, it is recommended to investigate the behaviour of substances in the field over longer periods, to perform exposure concentration measurements while performing ecotoxicological tests, to develop protocols for testing effects on fungi, and to gain the necessary experience on the conduct and interpretation of (semi-)field studies with respect to the relation between exposure and effects of plant protection products.
