Digitalization has a profound impact on the daily lives of individuals and plays a pivotal role in promoting sustainable development. Digital economy has emerged as a prominent driver of sustainable development worldwide. It plays a crucial role in environmental sustainability, economic expansion, and social progress. This study primarily examines the role of the digital economy in facilitating sustainable regional development (SRD). Furthermore, this study examines the moderating effect of digital financial inclusion on the relationship between digitalization and SRD. Panel data from 30 Chinese provinces spanning the period 2011 to 2021 were utilized for this analysis. Digital economy (Digi-E) and SRD were measured using the panel entropy method and principal component analysis. SRD considers three main dimensions of sustainable development: the economic, environmental, and social sustainability of the provinces. The spatial Durbin dynamic model and spatial regression were used to analyze the data. The findings revealed that Digi-E significantly affected SRD, with a marginal effect of 0.297. Similarly, digital financial inclusion significantly and positively moderates the relationship between Digi-E and SRD. The spatial Durbin dynamic model also showed that Digi-E has a significant effect on SRD when both types of weights are considered, such as economic geography and geographic distance. Moreover, it was confirmed that the SRD in the previous year significantly contributed to the SRD in subsequent years, and that the SRD in the local region also significantly contributed to the SRD of the adjacent region. Spatial regression also revealed a significantly positive impact of the interaction terms Digi-E and digital financial inclusion on SRD. Thus, Digi-E can contribute significantly to sustainable regional development both individually and through digital financial inclusion. The new economic growth and development plan requires governments to drive the digital revolution and improve the infrastructure. - Abstract
This study presents a novel approach for developing a sustainable property tax system, aimed at enhancing economic stability and promoting sustainable regional development. This research employs a phenomenological methodology, which includes a comprehensive review of the scientific and practical literature, and their critique and synthesis. The authors also draw on their experiences with the tax system transformation within their own country. This study explores the integration of a consensual governance approach and the concept of antifragility into the complex issue of property taxation. The primary objective is to design a property tax management model that not only fulfills its economic functions, but also fosters an antifragile taxpayer society, contributing to the creation of a resilient and socially cohesive community. The findings demonstrate that a consensual and transparent property tax system, actively involving local stakeholders in decision-making processes, not only reduces resistance to tax reforms but also strengthens a community's ability to adapt to economic fluctuations. By integrating the principles of good governance and sustainable development, the proposed model promotes socio-economic stability and provides a flexible framework that can accommodate diverse stakeholders needs, ultimately benefiting the broader community through enhanced social cohesion and long-term sustainability. University‐business collaborations (UBCs) are widely recognised as a key component within the sustainability effort, yet the literature on how we articulate the value which collaborations contribute towards a wider sustainable regional development agenda remains fragmented and disorganised, lacking synthesis and cumulativeness. Based on a recognised need to critically assess the state of the field, this paper presents a systematic review of a wide body of literature that seeks to evaluate the contribution of UBCs to sustainable regional development. Using a lens of place and knowledge, 131 articles are analysed and a framework is developed based on emerging categories of localism/universalism and pluralism/sovereignty. The framework provides a basis for both navigating approaches to evaluation, as well as enabling both researchers and practitioners to engage in more constructive discussions around the challenges and opportunities when evaluating UBCs in the wider context of place‐based government agendas for sustainable regional development. The idea of sustainable regional development has only lately become popular in the countryside, even though rural areas always play a role in the economic and social prosperity of the area in which they are situated, no matter their current state of progress. The goal of closing economic and social inequalities gave rise to the LEADER program, which is based on the knowledge and abilities of local communities in identifying growth opportunities. Local Action Groups are the tangible answer, the materialization of the opportunities that nearby communities can harness to become part of the current European village growth strategy, which promotes the societal, cultural, and economic success of the locality. Utilizing a quantitative approach based on a questionnaire, we conducted this study to ascertain the current level of understanding among experts operating at the local action group level in Suceava County regarding the interaction between public-private partnerships (PPP) and sustainable regional development. The decision to consult these organizations is based on the aim of valuing local potential through the allocation of European financing to critical issues and challenges that promote sustainable regional development. Significant components that can improve the bond between public-private partnerships and sustainable regional development were found as a result of the quantitative study conducted using the questionnaire approach at the level of Suceava County's Local Action Groups.

6. Tax Incentives for Economic Growth in the Russian Far East: Broad vs. Targeted Stimuli

The purpose of this study is to justify the choice of tax incentive policy instruments aimed at the economic development of the Russian Far East, which is facing acute demographic and environmental problems. To model the dynamics of the region’s real economic system, this study employed a mathematical model based on actual data from 2010 to 2021, covering economic, technological, and socio-ecological aspects. Using the versatile AnyLogic 8.0 platform for agent-based and system dynamics modeling, experiments on alternative tax incentive policy options involving both broad tax incentives and targeted economic development measures were conducted. Specifically, a 50% investment tax deduction for residents in special economic zones in the Russian Far East was implemented. The experimental results show that, despite comparable population dynamics, targeted stimulation of growth poles through public-private partnership programs outperforms broad tax incentives for economic entities in the Russian Far East. This is evident in higher economic growth rates in the region, particularly during the experimental period, except for 2040–2050, where adverse demographic trends constrain growth in both scenarios. The theoretical significance of the application of this method has shown that it allows us to obtain new significant results in the subject area of research due to the consideration of the complex interaction of factors of influence both at the micro- and macro-level, primarily behavioral factors that are fundamentally important for understanding the action of taxes. The practical implications of this study lie in defining the parameters of tax policy to target and stimulate growth poles in regions serving as hubs for generating and disseminating new technologies. The planned perspective is to encourage population growth and ensure sustained economic development in Russia’s Far East. Purpose: The main aim of the article is to characterize and analyze the issue of sustainable development in the regional dimension, with particular emphasis on peripherality and innovation as a context of modernization changes in the conditions of globalization. Design/methodology/approach: The article uses a method of analysis of literature in the field of regional studies, referring to the problems of regional development in the perspective of conditions and changes in the macroscale. The thematic scope of the article includes an analysis of the theoretical foundations of regional development, the issue of regional disparities and developmental distances, the characteristics of peripherality and innovation as phenomena determining opportunities and barriers to development in the conditions of the globalization process. Social implications: The impact of the characteristics and analysis contained in the article can mark itself in terms of the goals and directions of regional policies formulated and implemented by public authorities at different levels. It can contribute to increasing the awareness and scope of knowledge of the regional community, especially its decision-making circles, with regard to the main goals and directions of development at the regional level, taking into account the role of innovation in overcoming the state of peripherality and marginalization under the prevailing global development trends. Originality/value: The value of the article is based on a focused analysis of the issue of sustainable regional development and showing its determinants in a new perspective, determined by the phenomena of peripherality and innovation as a context of changes on a global scale. 12. Dynamic Analysis of Regional Integration Development: Comprehensive Evaluation, Evolutionary Trend, and Driving Factors.

Regional integration, as an essential measurement for solving unbalanced and uncoordinated regional development, plays an important role in achieving regional sustainable development. In this study, we aimed to construct a systematic research framework to facilitate the development of regional integration. Using 31 prefecture-level cities in the urban agglomeration in the Middle Reaches of the Yangtze River (MYR-UA) as case sites, this study applied box plots, kernel density estimation, GIS visualization tools, Markov chains, and geographic detectors to reveal the dynamic spatiotemporal evolution and factors influencing regional integration from 2009 to 2018. The results indicate that the level of regional integration and its subsystem development is suboptimal in MYR-UA; the temporal characteristic shows an upward fluctuating trend, and the spatial distribution shows remarkable spatial correlation and clustering characteristics. Additionally, we found that the level of regional integration development in MYR-UA has both "path dependence" and "self-locking" effects, and the spatial lag type has a crucial impact on the degree of regional transfer stability. The dominant factors affecting regional integration development include the GDP per capita, economic openness, industrial structure, proportion of education expenditure in fiscal expenditure, urbanization rate, proportion of environmental investment in fiscal expenditure, population density, capital flow, information flow, and technology flow. Background. Currently, the tourism sector contains the potential to ensure the long-term sustainable development of Russian regions. However, the realization of this potential requires a revision of approaches to tourism management as a complex system with a spatial organization that is interconnected with other systems and flexibly responds to the effects of environmental factors. The solution of this problem is especially relevant for the Penza region, which is a subsidized region with a non-resource economy. The purpose of the study is to identify aspects of tourism management as a tool for sustainable development (using the example of the Penza region). Materials and methods. The research was conducted in a system paradigm based on the theory of systems and a systems approach. The methodological basis of the research was general scientific methods of analysis and synthesis, special methods of economic analysis, statistical methods, provisions of strategic planning and management. Results. In relation to the Penza region, the problem areas of the regional tourism sector have been identified, which hinder the disclosure of the potential of tourism to achieve sustainable development of the region and are largely related to institutional, managerial and economic factors. A conceptual model for managing the tourism sector of the region is proposed, which interconnects four components that affect the achievement of sustainable development goals: natural, manufactured and financial, social, and human capital. Recommendations on the reorganization of the tourism management system in the Penza region are proposed. Conclusions. In order to use the tourism potential more effectively to ensure the sustainable development of the Penza region, a review of the regional tourism management system is required.

The Russian economy’s recovery processes during the postcrisis period are accompanied by clear heterogeneity in the development of regional socioeconomic systems. Domestic researchers note that over the past twenty years, the level of regional competition for both labour and financial resources has increased. For example, in the Russian Federation, in the period from 2011 to 2018, the number of labour migrants within the country increased by 1.59 times from 1894.1 thousand to 3,004.2 thousand people (although the 2018 figure decreased by 3% to 2928.0 thousand people in 2019), and the inflow of foreign investment for the period from 2011 to 2018 decreased by 40.4%. At the same time, in 2018, the largest share of foreign direct investment accounted for by the Central Federal District was 60%. Differentiation of regional development is complicated not only by economic, but also by natural, ecological, ethnic, political and other factors. In this regard, the role of a competent economic policy at the regional level is increasing, the main goal of which should be the sustainable development of territories in conditions that change under the influence of these factors. Thus, ‘the implementation of an effective regional policy in the context of the overall development of the country’s economy is impossible without an analysis of regional specialisation and concentration of production in the country’. Therefore, the purpose of this study is to analyse the theoretical foundations for determining the specialisation of regional socioeconomic systems and the formation of a classification of factors influencing the development of regional socially significant systems. The study is based on the scientific works of Russian authors in the field of competitiveness, regional differentiation, the geoeconomic position of a region and its economic independence and development prospects.

In modern conditions, environmental protection, and forests in particular, is becoming one of the main components of effective public policy, given their importance in the context of the state's welfare. Hence, it is essential to consider the impact of forestry on the development of the country's economy and its ecological systems. The study aims to conduct a comprehensive analysis of all aspects of the development of the forestry sector in Ukraine, paying attention to the problems existing in this area. The main methods used in the study were analysis, forecasting, and abstraction. The study described the role of forestry and its impact on the economy in different regions of Ukraine and the environment. The study analysed statistical data describing the current rate of logging according to open statistical sources and forest restoration in Ukraine. The study found that the current state of forestry and use of forest resources in Ukraine is insufficient to promote the economic and environmental development of the country and that Russia's full-scale invasion significantly affects the prospects for solving existing problems. Therefore, recommendations were made to improve the current state of affairs in forestry, including expanding the responsibility of forest users and wood products producers, increasing the efficiency of forest management, promoting innovation in forestry. The work brings new knowledge in the context of the study of the state of environmental development in Ukraine, and in particular the state of its forest resources. This study proposes a modern research framework for establishing a grounded theory perspective on regional development initiatives along the China-Pakistan Economic Corridor (CPEC). Grounded theory is a well-known research approach that uses comparative analysis to generate hypotheses from analyzed data. Thematic event analysis exposes the transitions between domains throughout CPEC project design and execution, including political, economic, social, technical, legal, and environmental elements. The Orange Line Metro Train (OLMT) project's axial coding highlights contextual variables such as problematic agreements, circumvention of regulations, lack of preparation, public indignation, heritage demolition, tree cutting, and regional tensions. These elements, coupled with China-Pakistan relations, the CPEC framework, infrastructural conditions, and other considerations, impact top-down planning, bureaucratic difficulties, and mismanagement of government plans. Consequently, these techniques cause project delays, unsustainable subsidies, historical damage, and environmental implications, raising questions about accountability and political regime change. This chapter focuses on data collection by using the Grounded Theory Method. These ramifications go beyond the CPEC project, emphasizing the significance of consulting key parties and selecting projects based on scientific and technological criteria. Institutional strengthening, climate change policies, and a focus on sustainable development are all critical. Policy consequences include open and accountable resource allocation, enhanced planning and risk assessment, cost-cutting techniques, cultural heritage preservation, specialized courts, and investment in education and healthcare. Challenges in sustainable regional planning have been a hot topic of discussion in the past few decades. In this article, we analyze different approaches to regional development planning and explore their relevance to achieving sustainability in the area, while emphasizing the importance of the bottom-up approach in regional planning. We performed a bibliometric analysis to detect the state of research of the regional development planning and examined the program of forming a system for ensuring a region’s sustainability. We concluded that it is crucial to create national development plans utilizing a regional approach, which involves local projects and programs that benefit not just the economy and ecological state of the regions but also the inhabitants of those regions.

Carbon emissions are a major global concern. As a result of the carbon peaking and neutrality goals, carbon emissions are of great significance to the coordinated development of regional economies and the green transformation and upgrading of industries. Using data from prefecture‐level cities for urban agglomeration enlargement in the Yangtze River Delta in 2010 and 2013, this study examined the impacts of the regional integration enlargement policy on urban carbon emissions and explored its mechanisms. Moreover, it uses the synthetic control method as an assessment tool to test the robustness of the assessment results and explore the intricacies and impacts of the integration. The evaluation results were robust based on a series of tests. The study found that regional integration as a result of the expansion of the Yangtze River Delta urban agglomeration has had a mitigating effect on carbon emissions. Further analyses based on the mediating model found that industrial upgrading and green innovation were the main mediating variables through which the regional integration enlargement policy affected regional carbon emissions. Development of the Yangtze River Delta has affected carbon emissions by accelerating industrial and green innovation. The research paper comprehensively and consistently addresses all relevant theoretical areas related to the topic and includes an extensive empirical analysis of the absorption of EU funds and their impact on the sustainable development of Croatia, Slovenia, Hungary, and Poland. The analysis aims to investigate the efficiency of the absorption of funds from the EU, the impact of these funds on regional development of countries, and the reasons for such impacts. The "Regional Development Model Based on EU Funds" was tested with the aim of applying the model to the Republic of Croatia, countries in the region, and other European countries, to achieve a higher level of absorption of financial resources from the available EU funds. Data for the empirical analysis were collected using a highly structured survey questionnaire completed by a sample of 244 respondents involved in the preparation and implementation of EU-funded projects. The contribution of economic science in theoretical terms arises from the development of scientific knowledge and ideas about the importance of increasing the number of development projects that will increase the absorption of funds from the European Union, thereby increasing economic activities in Croatia and the region. The expected contribution of economic science in the applied sense is based on the formulation of the "Regional Development Model Based on EU Funds", which is based on the application of knowledge, good practices, and stakeholder experiences, considering relevant indicators from available sources. The greatest contribution is demonstrated through testing the "Regional Development Model Based on EU Funds", which is applicable to the Republic of Croatia, countries in the region, and other European countries over a longer period. Finally, research into the impact of EU funds on the regional development of recipient countries is considerably less represented and very modest, and is only in the "upswing" of systematic scientific research. The research aims to fill the gaps in research and to encourage the thinking of key stakeholders responsible for regional development, who should eventually realize the importance of defining a regional policy aimed at EU funds as a key to regional development and reducing regional disparities within countries. Climate change and depopulation challenge regional sustainability through their negative effects on socioeconomic conditions. Given regional peculiarities in terms of geographical, economic, social, cultural, demographic, and environmental aspects, regions differ. As a result, the intensity of the possible negative effects provided by climate change and depopulation also differs across regions. A timely understanding of possible risks that have to be addressed through sustainable regional development policies allows for effective risk management. The article aims to characterise depopulation and climate change risks for the regions of Latvia. Within the article, the authors, first, elaborate long-term forecasts for population change by application of system dynamic modelling; second, characterise the climatic and environmental peculiarities of the regions in Latvia. The research findings introduce a wider audience of scientists and practitioners to possible risks for sustainable regional development in terms of climate change and depopulation. According to the data analysed, at the moment, for sustainable regional development in Latvia, depopulation is a greater risk than climate change. 25. Dynamic Analysis of Regional Integration Development: Comprehensive Evaluation, Evolutionary Trend, and Driving Factors

Regional integration, as an essential measurement for solving unbalanced and uncoordinated regional development, plays an important role in achieving regional sustainable development. In this study, we aimed to construct a systematic research framework to facilitate the development of regional integration. Using 31 prefecture-level cities in the urban agglomeration in the Middle Reaches of the Yangtze River (MYR-UA) as case sites, this study applied box plots, kernel density estimation, GIS visualization tools, Markov chains, and geographic detectors to reveal the dynamic spatiotemporal evolution and factors influencing regional integration from 2009 to 2018. The results indicate that the level of regional integration and its subsystem development is suboptimal in MYR-UA; the temporal characteristic shows an upward fluctuating trend, and the spatial distribution shows remarkable spatial correlation and clustering characteristics. Additionally, we found that the level of regional integration development in MYR-UA has both “path dependence” and “self-locking” effects, and the spatial lag type has a crucial impact on the degree of regional transfer stability. The dominant factors affecting regional integration development include the GDP per capita, economic openness, industrial structure, proportion of education expenditure in fiscal expenditure, urbanization rate, proportion of environmental investment in fiscal expenditure, population density, capital flow, information flow, and technology flow. Finally, based on the findings of this study, policy recommendations for promoting regional integration are proposed.

Industrial parks are essential in driving regional development, but how and how much do they benefit their regions? These questions motivated us to develop and implement a framework to evaluate the outputs of industrial parks (I.P.). Previous research developed the integrative framework Sustainable Strategic Evaluation Framework (SSEF) based on Managerial and Contextual Governance components. Relevant indicators for sustainability make part of the framework and can be adapted to match the availability of specific/local data. In this article, we report on implementing the Contextual Governance component of the SSEF to explain the dependency influence of contextual governance characteristics upon sustainability indicators for the regional impact of I.P. By analyzing the challenges during the implementation phase of the qualitative research, we bring new knowledge that can contribute to further developing sustainable strategic evaluation frameworks of I.P. We selected the case study approach to implement the SSEF, which includes an in-depth analysis. The industrial park Guanajuato Puerto Interior (GPI) in Mexico was chosen as sustainability principles have been embedded in this I.P. since its creation. The findings of this first SSEF implementation show that the Contextual Governance component was evaluated as RED restrictive in the criteria of Flexibility and Intensity of two governance dimensions: (i) Levels & scales and; (ii) Problem perspectives & goal ambitions. The other criteria were evaluated as YELLOW moderative, and only in the criteria of Extent related to the governance dimensions Levels& scales and Strategies and instruments was a GREEN enabling evaluation. The challenges identified during the SSEF implementation were directly associated with having a clear definition of the contextual governance factors and processes that simultaneously allow the identification of data to monitor the sustainability performance of the I.P.

• We explore multi-scalar challenges in deploying problem-based policies aimed at sustainable regional development. • We investigate the dynamics linking global wicked problems, such as climate change, with local developmental challenges. • We find that linkages between global and local problems are constructed during problem framing processes. • We identify place-based leadership as crucial for mobilising and coordinating local problem framing processes. • We demonstrate the strategic utilisation of problem frames to enact local policy change. In this paper we enrich the concept of place-based leadership. Building on social movement theory, our analysis of the clean growth mission development in Greater Manchester (UK) reveals the role of place-based leadership in mobilising and coordinating framing processes that linked the global climate change problem with local challenges, articulated local benefits of its resolution, and provided justification for local change efforts. We draw on theories of the policy process (i.e. Multiple Streams Framework) to shed light on how place-based leaders frame problems and solutions strategically to engender policy change. While framing processes had an impact on local policy agendas, we do not find evidence of accelerated implementation, pointing to the important distinctions between problem ownership and solution ownership in the context of wicked problems. Our findings contribute to the ongoing debate on the role of multi-level governance and localised agency in problem-based policymaking for sustainable regional development. [ABSTRACT FROM AUTHOR]

31. The Impact of Sustainable Regional Development Policy on Carbon Emissions: Evidence from Yangtze River Delta of China.

Urban agglomerations are becoming an increasingly important factor in advancing regional development and reshaping a new pattern of regional competition. However, few studies are focused on the impact of expanding urban agglomerations on reducing carbon emissions and its possible mechanism. Based on 285 city-level panel data from 2006 to 2017, this paper uses a staggered Difference-in-Differences (DID) model to explore the reduction effect and its possible mechanism of sustainable regional development policy, characterized by urban agglomeration expansion policy in the Yangtze River Delta, on carbon emissions with policy shocks in 2010 and 2013. The results are as follows: (1) The urban agglomeration expansion policy shows a significant marginal contribution to the reduction of carbon emissions, especially for the later joined (new) cities, and the reduction effect is particularly significant in the first and third years after the expansion, indicating that there are significant short-term and long-term reduction effects of the expansion policy. (2) The heterogeneities of reduction effect among three provinces are significant. Zhejiang Province enjoys the largest proportion carbon emission reduction effect, followed by Anhui and Jiangsu provinces. To be specific, urban agglomeration expansion in Zhejiang Province reduced carbon emissions and carbon emissions intensity in the overall, incumbent cities and new cities, while it only increased the total carbon emissions of the incumbent cities in Jiangsu province. (3) The heterogeneities of reduction effect brought by 2010 and 2013 are also significant. The urban agglomeration expansion policy in 2010 reduced carbon emissions on the whole cities and the incumbent cities with later joined cities excluded, while it had a significant reduction effect on the total, incumbent cities, and the new cities in 2013. (4) There are two possible mechanisms of this reduction effect. One is the strengthening of economic ties and enhanced environmental synergy between governments, called the market integration mechanism, which only has a significant effect on carbon emission reduction in the incumbent cities. Another is through the upgrade of the structure of regional industries, which has a significant effect in both the incumbent and new cities. These findings suggest that when formulating urban agglomerations polices, governments must take into account the carbon emissions effect, and advance the upgrading of industrial structure in the urban agglomeration. 33. Sustainability Integration : Co-Inquiry Guided by Organisational Metaphors in the public sector

This research explores the utility of metaphors in facilitating a social learning process for integrating sustainability within public organisations, with a specific focus on Regional Development in Sweden. An action research approach was used by engaging key stakeholders in a co-inquiry process drawing from semi-structured interviews and focus group sessions. The data was analysed using thematic analysis and Gareth Morgan’s “Images of Organization” framework. The findings reveal diverse perceptions of sustainability integration among management and strategists, highlighting various challenges and opportunities. Key obstacles include structural constraints, cultural barriers, and procedural hurdles. The organisational metaphors were instrumental in uncovering underlying tensions and dynamics related to sustainability integration. The findings further reveal the complexity of sustainability integration within public organisations and highlight the importance of recognising and navigating diverse perspectives. By leveraging metaphors in social learning and implementing tailored strategies, key stakeholders can address integration challenges more effectively. The research contributes to the broader discourse on sustainability integration within public organisations, emphasising the value of participatory research and using metaphors as a novel approach to understanding integration challenges., Denna forskning undersöker hur metaforer kan användas för att underlätta en social lärprocess och integrera hållbarhet i offentliga organisationer, med särskilt fokus på regional utveckling i Sverige. Genom att använda en aktionsforskningsmetod engagerades nyckelpersoner i en gemensam undersökning med hjälp av semistrukturerade intervjuer och fokusgruppssessioner. Data analyserades med tematisk analys och Gareth Morgans "Images of Organization"-ramverk. Resultaten visar att det finns olika uppfattningar om hur hållbarhet ska integreras bland ledare och strateger, och pekar på både utmaningar och möjligheter. De största hindren inkluderar strukturella begränsningar, kulturella barriärer och procedurmässiga svårigheter. Metaforerna var mycket hjälpsamma för att upptäcka underliggande spänningar och dynamik i hållbarhetsarbetet. Forskningen visar också hur komplext det kan vara att integrera hållbarhet i offentliga organisationer och betonar vikten av att förstå och hantera olika perspektiv. Genom att använda metaforer i socialt lärande och tillämpa anpassade strategier kan nyckelpersoner bättre tackla de utmaningar som integrationen innebär. Denna forskning bidrar till den bredare diskussionen om hållbarhetsintegration i offentliga organisationer och framhäver värdet av deltagande forskning och användningen av metaforer som ett nytt sätt att förstå integrationsutmaningar.

Urban and rural areas interact with wide flows and linkages. These interactions involve a variety of geographies that often transcend local and regional administrative boundaries. In addition to the positive effects, these interactions, flows and links can also have negative effects. Urban and rural management are not always able to manage these interactions separately for sustainable urban and rural development. Rural-urban cooperation and in particular rural-urban partnership is an effective model for responding to the need to govern these interactions for the welfare and economic development of the region. The present article describes the concepts and dimensions of rural-urban partnership using a narrative review method and examines global experiences in this field as well as its effects on socio-economic development and regional sustainability. Findings show that urban and rural areas have different and often complementary assets. In fact, effective rural-urban partnerships using these assets can play an effective role in achieving economic development goals and increasing the production of public goods, as well as achieving economies of scale in the provision of public services, and increasing the capacity of partners to decide in areas with territorial impacts. In addition, partnerships can help develop new economic opportunities in urban and rural areas.

39. Key Factors of AS Performance in Emerging Central and Eastern European Countries: Evidence from Romania.

The concept of academic spin-off (AS) has witnessed an increase in attention due to its effectiveness in solving industry problems using core technology and knowledge from academia. Most studies based on US and western Europe experiences have presented the main key factors for academic spin-offs. The present study aims to address a literature gap regarding AS survival factor identification for central and eastern European countries, to relate resource groups with these key factors from a literature perspective, and to statistically investigate the long-term performance of academic spin-offs in Romania, an eastern European country that has only recently understood the opportunity academic spin-offs offer for national and regional development. Since EU programs are setting the scene for AS development, this research brings new insights for university strategic management to achieve sustainable regional growth by proposing a novelty spin-off key factor specific to central and eastern European countries: team competency in accessing government funds. Since these emerging economies face similar challenges regarding AS formation and development, statistical evidence from Romania is insightful and valuable. Data were collected on Romanian AS companies founded from 2006–2010, and eleven survival factors were investigated within a quantitative survey to understand which had a significant impact on AS performance. By using Pearson's correlation matrix and a Cobb–Douglas nonlinear regression model, this study validated two research hypotheses that, in Romania, the quality of scientific support received from a university or research center during the development of a product and the competency of a team in accessing government funds were the most important factors having nonlinear influences on AS performance. Tourism is currently considered one of the most important economic sectors that directly or indirectly affect societies and have a positive role in achieving spatial development, whether on (the country, regions, or cities) and its sustainability, and one of the modern trends in the field of achieving sustainability is adopting Elements of (intelligence) in development activities, the most important of which is smart tourism, which has the potential to make a qualitative and quantitative transition in the life of the local community in various aspects (economic, social, environmental, and environmental urban) if smart variables (smart governance - sustainability - technology - innovation - accessibility and smart mobility - communication and information technologies - social capital - cultural heritage - creativity) are taken more seriously in applying them to the reality of the situation in planning, implementation and management, allowing the investment of strengths and positive disks to overcome risks, challenges and weaknesses. This study was distinguished from the previous studies on the topics of smart tourism in that it relied on all indicators that contribute to the development of smart tourism in the field of sustainable spatial development by relying on the development potential of the regions, which greatly encourages the introduction of smart technology mainly in development. As is the case in the province (Karbala) in Iraq, which was chosen as a study area because of its great tourism development potential to find the available and latent opportunities in the transition to smart tourism, as well as to assess its role in sustainable development. The study reached important results through the use of statistical methods, including SPSS, represented in the presence of a strong correlation between smart tourism indicators and sustainable spatial development. The relevance of the problem under study is due to two processes. On the one hand, the need for a growing digital economy for staffing is increasing, on the other hand, the existing qualification pit leads to the fact that the selection of personnel for work in the field of IT technologies is becoming more resource-intensive and does not always end with an optimal result that fully meets the needs of the employer. It becomes relevant to model the process of selecting a vacancy based on those competencies that a university graduate has mastered. The purpose of the article is to build a mathematical model for optimizing the selection of vacancies for graduates of educational institutions of higher education, taking into account the individual level of development of competencies provided for the federal state educational standard. The model was tested on graduates who were educated in the field of IT-technologies. The analysis of the dynamics of statistical data on the share of the employed population with higher education in the total number of employed population is applied. The proposed model is based on a competency-based approach that meets the standard of higher education. As a mathematical toolkit, a graph model of the semantic network is chosen. As a result of the study, an increase in the share of the intellectual component in the professional activities of employees is substantiated, problems in the staffing of the digital economy are identified, a model based on a competency-based approach is developed that allows optimization and automation of the selection process. The software package that describes the algorithms of the model is registered with the Federal State Budgetary Institution «Institute of Software Systems named after A. K. Aylamazyan of the Russian Academy of Sciences» and the Joint Foundation for Electronic Resources «Science and Education» (OFERNiO) as an electronic resource (certificate No. 24488 of 03/01/2020. «Model «Optimal distribution of human resources based on a competency- based approach»). The materials of the article can be used in the work by researchers of the problems of staffing the digital economy, heads of enterprises and government bodies in the implementation of strategic planning for the development of human capital.

Blora is one of the regencies with the lowest local revenue in the Central Java Province, this is very contrary to the potential of the region. One of the regional potentials which can be more developed is the natural tourism asset sector. Blora, with its extensive teak forest, even with one of the oldest teak trees and with an old train route for wood transportation, can be one of the attractions for tourists. The tourism asset sector is expected to increase revenue in Blora Regency. This study aims to generate potential asset development strategies for Gubug Payung ecotourism area as a source of regional revenue for Blora Regency. The research method used was quantitative rationalistic, with SWOT analysis technique approach. The data collection technique made use of interviews of relevant agencies in Blora Regency and the local community and literature reviews. Based on the baseline analysis, the potential asset development strategies of the Gubug Payung ecotourism area was carried out by supporting aggressive growth policies. Blora Regency requires an urban catalyst, so that it can reduce disparities between districts. Besides, the development of ecotourism assets can support the conservation of the dominant areas of protected teak forests.

Urban and rural areas interact with wide flows and linkages. These interactions involve a variety of geographies that often transcend local and regional administrative boundaries. In addition to the positive effects, these interactions, flows and links can also have negative effects. Urban and rural management are not always able to manage these interactions separately for sustainable urban and rural development. Rural-urban cooperation and in particular rural-urban partnership is an effective model for responding to the need to govern these interactions for the welfare and economic development of the region. The present article describes the concepts and dimensions of rural-urban partnership using a narrative review method and examines global experiences in this field as well as its effects on socioeconomic development and regional sustainability. Findings show that urban and rural areas have different and often complementary assets. In fact, effective rural-urban partnerships using these assets can play an effective role in achieving economic development goals and increasing the production of public goods, as well as achieving economies of scale in the provision of public services, and increasing the capacity of partners to decide in areas with territorial impacts. 46. The Impact of Sustainable Regional Development Policy on Carbon Emissions: Evidence from Yangtze River Delta of China

Urban agglomerations are becoming an increasingly important factor in advancing regional development and reshaping a new pattern of regional competition. However, few studies are focused on the impact of expanding urban agglomerations on reducing carbon emissions and its possible mechanism. Based on 285 city-level panel data from 2006 to 2017, this paper uses a staggered Difference-in-Differences (DID) model to explore the reduction effect and its possible mechanism of sustainable regional development policy, characterized by urban agglomeration expansion policy in the Yangtze River Delta, on carbon emissions with policy shocks in 2010 and 2013. The results are as follows: (1) The urban agglomeration expansion policy shows a significant marginal contribution to the reduction of carbon emissions, especially for the later joined (new) cities, and the reduction effect is particularly significant in the first and third years after the expansion, indicating that there are significant short-term and long-term reduction effects of the expansion policy. (2) The heterogeneities of reduction effect among three provinces are significant. Zhejiang Province enjoys the largest proportion carbon emission reduction effect, followed by Anhui and Jiangsu provinces. To be specific, urban agglomeration expansion in Zhejiang Province reduced carbon emissions and carbon emissions intensity in the overall, incumbent cities and new cities, while it only increased the total carbon emissions of the incumbent cities in Jiangsu province. (3) The heterogeneities of reduction effect brought by 2010 and 2013 are also significant. The urban agglomeration expansion policy in 2010 reduced carbon emissions on the whole cities and the incumbent cities with later joined cities excluded, while it had a significant reduction effect on the total, incumbent cities, and the new cities in 2013. (4) There are two possible mechanisms of this reduction effect. One is the strengthening of economic ties and enhanced environmental synergy between governments, called the market integration mechanism, which only has a significant effect on carbon emission reduction in the incumbent cities. Another is through the upgrade of the structure of regional industries, which has a significant effect in both the incumbent and new cities. These findings suggest that when formulating urban agglomerations polices, governments must take into account the carbon emissions effect, and advance the upgrading of industrial structure in the urban agglomeration.

Timely and accurate detection of land use/land cover (LULC) change is important for the macro and micro level sustainable development of any region. For this purpose, geospatial techniques are the best tool for change analysis as they supply timely, cheaper, precise and up to date information. This paper examines the spatial temporal change trend in LULC in the case of Central Haryana. Landsat 2, 3, 5, 7 and 8 images for the years 1975-2020 for pre- and post-monsoon periods were analyzed for the study. Radiometric correction was performed to derive better information. ArcGIS 10.2 and ENVI 5.3 are used for thematic layout and thematic change preparation. An unsupervised classification using ERDAS IMAGINE 2015 has also been done to classify study area in eight classes. The year 1975 is considered as the base year for change detection analysis. Results showed an increasing trend for the land use classes of built-up, water body, and agricultural land without waterlogging in the preand post-monsoon periods between 1975 and 2020. Remaining land use classes of agriculture with waterlogging, open waterlogged area, vegetation and fallow land/sand dunes decreased during the same period. Agritourism is known to play a pivotal role when providing diversification of farm activities, making in such way for sustainable regional and local development. However, it should be stated that in Ukraine agritourism has not received proper attention in the pre-war and current period. This paper explores the landscape of agritourism in Ukraine across pre-war and current periods, assessing its potential for the country advancement. The research involves the analysis of data on agriculture and tourism obtained from the World Bank, Ukrainian authorities, and agritourism association leaders. We also delve into 62 Ukrainian legislative and program documents to highlight institutional barriers and existing issues. The findings reveal that agritourism occupies minor position within robust agricultural sector in Ukraine, accompanied by notable regulatory gaps, nevertheless it possesses significant institutional and policy implications. We demonstrate that fostering agritourism in Ukraine can play a vital role in enhancing the sustainability of farms by broadening their range of activities. This holds particular importance in the context of the post-war economic recovery in Ukraine. Agritourism, operating at the intersection of agriculture and tourism, has high potential to generate positive effects in Ukraine not only on the agricultural sector but also on the country sustainable development. As a result of the investigation, the paper substantiates possible institutional changes (at the macro-, regional, and local levels) necessary to relaunch agritourism in Ukraine successfully. • Agritourism functions on the borderline between tourism and agriculture producing impact on sustainable development of local communities. • Agritourism demonstrates large potential for creating social networks, diversifying farms profit, boosting regional economies. • Ukrainian agriculture and food systems face dramatic challenges due to the Russian invasion and will require rebuilding after the war. • Agritourism activities can be a key element to ensure the economic and social viability of farms and regions in post-war Ukraine.
